 Background:

The Human Resources and Administration Officer reports directly to Human Resource Coordinator and Office Coordinator. The main responsibility of this position is to manage recruitment and staffing, performance management, training benefits and compensation, organizational development, employee counselling services, and personnel files archiving, management of staff leaves and time and expense technical support and provide administrative support to the HR & Admin Department.



 
 Duties and responsibilities:

Key Duties:-
•
Ensure a full understanding of Sudanese Labour Law and GOAL HR Policies and to keep abreast of any changes to these.
•
Provide support to all team at port Sudan office on all administration and HR related issues and.
Recruitment of staff:
•
Collaborate and work with the senior management to determine recruitment needs
•
Responsible of organize and coordinate aspects of recruitment of new staff and liaising with HAC, advertising, assist with short-listing with line manager, organize interviews and recruitment panel, appointments.
•
Ensure recruitment practices are compliant with recruitment policies, procedures and legal requirements.
•
Coordinate recruitment process for senior positions within the country program based on assigned roles.
•
Provide advice and support to hiring managers on recruitment policies and processes.
•
Follow and compile recruitment updates for the country program and ensure submission of weekly recruitment reports.
Periodic staff performance appraisals.
•
In cooperation with HR Coordinator; the HR and Admin officer will align with line managers to conduct annual performance appraisals , in addition to manage the process at state level.
•
Support the HR Coordinator to track performance appraisals and probation period reviews at the stated time.
Staff Remuneration
•
Ensure that the comprehensive terms & conditions of employment manual are communicated and clear to all staff at Port Sudan office .
•
Calculating end of service benefits, death, and all other severance payments of all separated staff and submit all the documents to HR coordinator for review and approval
•
Ensuring that payments and reconciliation of social insurance, tax and Zakat are correct and up to date .
Administrative Duties:
• Directly supervise Port Sudan based cleaners.
•
Make sure that the head count staff records for Staff at Port Sudan office
•
Ensure all staff members sign, understand, and abide by GOAL rules of conduct.
•
Responsible of updating staff records regularly and insure that all records of staff are including their all valid contracts, letters of appointment, amendments, signed job descriptions, current salary amendments , Annual leave applications , training certificates , sick days, days absent, disciplinary record, appraisal forms and trainings attended.
•
In addition to Maintain employee-related databases are up to date and accessible for HR Coordinator and Audit when requested ,
•
Responsible of uploading the staff related documents to the HR share folder.
•
Ensure that confidentiality is maintained regarding all sensitive personnel data.
Staff contract issue, renewal, amendment, and termination:
•
Support HR Coordinator to ensure all staff members have a signed contract and job description.
•
Maintain an efficient and effective database of all contracts and key information relating to staff.
•
Maintain all staff contracts and make any necessary amendments in good time.
•
Assist the HR Coordinator in Preparing employee separation notices and related documentation, follow up with the separated staff to ensure they sign all relevant documents, complete clearances , submit time sheets .
Staff Training and Career Development:
•
Coordinate the Induction process for the new hired.
•
Support Staff learning and development activities. This includes HR mandatory training program and organizing other learning activities
•
Assist the HR Coordinator or the Assistant HR Coordinator in in training other staff as programme staff and other support departments in all HR matters relating to their roles: staff appraisals, conflict management, field staff recruitment etc at state level .
•
Maintain a training tracking sheet to monitor trainings identified during appraisals and record all trainings completed
•
Act as a focal point for national staff on external trainings.
Employee Relations:
•
Manage all employee relations issues for all staff at Por Sudan office .
•
Recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
•
Keep up to date with the legal requirements.
•
Represent the organization at different court hearings at state level if assigned by HR Coordinator.
•
To ensure that HR issues are dealt with in a timely, confidential, and efficient manner.
Reporting:
•
Submit a monthly report to HR coordinator detailing all HR activities.
•
Prepares reports and recommends procedures to reduce absenteeism, tardiness, and turnover at state level.
•
Responsible to process and generate monthly payroll action reports to the payroll system and ensure proper follow up with Finance Department on related payments (salary transfer and final payments) and deductions on monthly basis.
•
Work closely line managers to ensure Timesheets are filled and signed for all staff in a timely manner
•
With HR Coordinator, maintain HR filing system and ensure all HR files are uploaded to GOAL SharePoint, with effective organization
•
Support HR Coordinator and Finance team to respond to Audit requests as needed.
Office and Guest House Administration
•
Support in the management and tracking of the office and guesthouse supplies that include the hygiene materials, water, and any relevant office refreshment.
•
Supervise the office supplies in office /Guesthouse and ensure there is always sufficient stock.
•
process the monthly utilities/airtime/internet subscriptions/ other contractual services with proper tracking mechanism to ensure processing the monthly payments on timely basis.
•
Inspect the cleaning in office and guest house ensuring standard performance to acceptable level
• Manage the overall all Office and Guest House utilities service provisions including timely requests as well as payment processes.
• Ensure cleaning supplies are always available for use.
• Prepare a purchase request for office and guest house supplies in a timely manner.
• Focal point for overall guest house arrangement and official receiving of GOAL and Non-GOAL visitors (staying overnight in GOAL Guest).
•
Performs any additional duties when required by the direct supervisor.
Other Duties
•
Build and maintain good relation with the fiscal authorities.
•
Ensure compliance with all statutory requirements and brief key programme in new requirements; at state level To be up to date on donor compliance issues in relation to HR and to implement the necessary systems to manage this
•
Attempt always to maintain GOAL’s reputation.
•
Any other duties as required by the HR Coordinator and Area Coordinator

Qualifications, Qualities and Technical Competencies :

bachelor’s degree in human resources, business administration, or related field is preferable
•
Minimum of 4 years of in Human Resource Management,
•
At least 2 years experience with NGOs.
•
Comprehensive knowledge of Sudan Labour Law.
•
Fluent in English both writing and speaking.
•
Microsoft office literate, with good report writing skills;
•
Outgoing personality with excellent communication and training skills
•
Excellent administration skills and a strong attention to detail.
•
Good team player,
•
Ability to work under pressure.
