 Background:

WHO WE ARE

 

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

THE PURPOSE

 

Water & Habitat Engineer (WATHAB Engineer) plans, designs, and implements engineering projects within the scope of the ICRC's water and habitat assistance objectives, with supervision and limited coaching. S/he carries out needs assessments and surveys and plans new projects. S/he is responsible for implementing all or part of the WatHab program within their area of geographic responsibility, acts as a key interface with external stakeholders, and reports to management on stakeholder relations and the general situation.

 



 
 Duties and responsibilities:

  • Draws up documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and the local building code/standards, ensuring corrective action is taken if necessary.
  • Supervises the design work of staff under their responsibility and coaches them on their skills. 
  • Supervises contractors and on-site work for all project types and conducts quality control during the design and construction of infrastructure installed by the ICRC. 
  • Prepares implementation/progress reports at intervals set by the project manager and/or consolidates reports by staff under their responsibility.
  • Creates project files in electronic databases (such as the WatHab Project Assistant application) and keeps them up to date. 
  •  Manages tendering and project purchasing on labor and materials according to the delegation's logistical and financial rules.
  • Networks with stakeholders, monitors security issues related to project sites, and advises WatHab Engineer 3 or WatHab Coordinator where necessary; provides regular information to supervisors on security, stakeholder issues, and site progress.
  • Carries out and analyses needs assessments and surveys and shares analysis with the WatHab Delegate or the WatHab Coordinator.
  • Administers handover of infrastructure installed by the ICRC to end-users. 
  • Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC. 
  • Uses results-based management to evaluate project implementation and analyze data. 
  • Is responsible for the design, planning, and on-site follow-up of complex engineering projects, with limited coaching and support from the WatHab Delegate or the WatHab Coordinator.
  • Is responsible for the implementation of all or part of the WatHab program within their geographical remit. 
  • Works within the geographical remit of a delegation or sub-delegation. 
  • Manages technical and engineering staff. 

 
 Minimum Qualification, Skills and Experience Required:

  • University degree in architecture, civil or structural engineering. 
  • Additional vocational training in water supply, sanitation, construction, engineering or any related technical field 
  • 6-8 years' professional experience in a related field. 1–2 years' professional experience at the ICRC or an international NGO an asset.
  • Experience in assessing, surveying, calculating, and preparing estimates and technical drawings of buildings. 
  • Advanced knowledge of water and sanitation or construction engineering.
  • Experience managing 4–6 technical support staff.
  • Familiarity with the standard norms and rules in construction, local techniques and requirements for construction 
  • Familiar with the geographical responsibilities of the Sub delegations or offices 
  • Proficient with drawing software skills in construction and hydraulics engineering
  • Proficient in the use of AUTOCAD and MS project-management suite or equivalent 
  • Excellent command (spoken and written) of English and Arabic
  • Very good level in computer skills 
  • Driving license, succeeded in ICRC driving test 
  • Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
