Background: WHO WE ARE The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations. THE PURPOSE Recruitment Officer is responsible for staff administration within the delegation and sub-delegations. S/he participates in all tasks involved in recruiting employees and managing and monitoring the administrative aspects of the entire recruitment cycle. S/he is also responsible for integrating the new employees into the organization by managing the entire onboarding process, ensuring new hires feel welcomed, informed, well-integrated, and prepared to succeed in their roles.

Duties and responsibilities:
- Supports the internal and external recruitment process and provides HR expertise to all levels of the organization throughout the full life-cycle recruitment process.
- Provides support throughout the full life-cycle recruitment process and works in collaboration with various units, teams or departments to identify and analyses recruitment challenges, methods and processes.
- Reviews and publishes internal and external job offers.
- Evaluates candidates' files, conducts interviews and participates in selecting candidates.
- Takes part in evaluating recruitment activities and adjusts action plans and program accordingly, particularly during emergencies.
- Develops and keeps documents and processes up to date.
- Develops and updates the control environment for their field of expertise.
- Ensures that all new employees get a consistent Onboarding experience and are equipped with all the necessary knowledge and tools to be efficient in their role as soon as can be expected.
- Is also the key contact for relevant and main stakeholders during the recruitment process and ensures that they are informed and aware about recruitment policies and procedures including best practices (diversity & inclusion, fairness, confidentiality…) and reports any breach.
- Participates to ad hoc HR projects as required by the department such as the Workforce planning, Diversity and Inclusion, etc.

Minimum Qualification, Skills and Experience Required:
- University degree or equivalent experience; HR/recruitment diplomas or certification a strong asset.
- Certification in competency-based assessment or psychometric tools highly desirable.
- Good command of English and Arabic languages.
- Computer proficiency.
- Typically, three to five years’ overall professional experience.
- Two to four years’ experience supporting recruitment services.
- Minimum one year carrying out assessment and selection (recruitment) activities.
- At ease with developing and analyzing statistics and metrics.
- Proficiency in Assessment & Selection, Candidate Management, Job (Requirement) Analysis, Development of policies, Data analysis and management and Advocacy.
- Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
