Job Title: HR Officer 

Base: Port-Sudan with visit to state field offices.

Location: Port-Sudan.

Start Date: Immediately.

Contract Duration: 12 Months.

Gross Salary: 700 USD (the payment will be in SDG currency).

Grade level: Grade 3 (out of 5)

Reporting to: Executive Director, cc to General Director.

 Duties and responsibilities:

Major Functions/ Responsibilities: 

Recruitment, Selection, and Induction

  • Ensure that all recruitments follow HOPE Recruitment and HR Policy.
  • Communicate all open and announced positions internally and/or externally.
  • Lead recruitment process with Hiring Managers to respect the different steps; long-listing, short-listing, scheduling, and organizing written tests and interviews. 
  • Develop and maintain efficient collaboration with HAC or/and Labour Department and involve their representatives in each recruitment process.
  • Ensure that all the requirements for recruiting staff, including satisfactory reference check, and background check is met prior to making an offer to the selected candidate. 
  • Ensure that all new staff is involved in an induction program.
  • Ensure that all new hires have a clear understanding of all HOPE HR policies and procedures.
  • Provide full support to HR in the field state offices in terms of recruitment and onboarding when necessary.

HR Operation:

  • Ensure that all staff records/ timesheet filled and signed properly & Collect staff records for payroll on monthly basis as well as records annual leave for all staff.
  • Is responsible for staff weekly meeting records.

HR Administration

  • Review and process all contracts coming from the field for approval.
  • Support field staff with advice on appropriate contract types when necessary.
  • Organize the collection of data from the state field offices, including the collection of personnel files, in both soft and hard copies.
  • Ensure that the staff contact list is updated.
  • Create personnel files for new hires and conduct Induction with direct supervisor of the new hires.

Finance related to social insurance and Income taxes:

  • Check/ make the monthly payroll of the staff and requesting the relevant accountant to transfer salaries to each staff.
  • Responsible to requesting monthly payment for social insurance and Income taxes withheld from staff.
  • Responsible to process social insurance related issues for staff.

Administration:

  • Maintain the Human Resource aspect such as group Working Record (Time sheet).
  • Responsible for the maintenance of the office facilities including Equipment's, etc..

Others

  • Preparation of monthly and quarterly HR Report.
  • Apply and maintain the HR documentation system, in HQ and Field offices.
  • Any other task or responsibility determined by management of HOPE.

 
 Minimum Qualification, Skills and Experience Required:

Minimum Qualification, Skills and Experience Required: 

  1. At least 5 years of related experience in a similar position in HR, Business Administration or relevant;
  2. At least 3 years of experience working for non-governmental organizations;
  3. Education: University degree in Business Administration;
  4. Bachelor's Degree required; Master’s Degree preferred;
  5. Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail; and
  6. Fluent written and oral communication skills in English Language;
