Job Title: Programs Manager

Base: Port-Sudan with visit to state field offices. 

Location: Port-Sudan.

Start Date: Immediately.

Contract Duration: 12 Months.

Gross Salary: 1,500 USD (the payment will be in SDG currency).

Grade level: Grade 5 (out of 5)

Reporting to: Executive Director, cc to General Director.

 Duties and responsibilities:

Major Functions/Responsibilities: 

Projects supervision: 

  • Support project coordinators / managers to supervise the projects planning and Quality Control of Results Chain.
  • Support and train project coordinators / managers to coordinate and supervise the HOPE's projects.
  • Give timely solicited decisions to project coordinators / managers in case of any difference in the work plan or project inputs, in addition to monitoring and observation of projects/ activities inputs. 
  • Support Communication officer or/and promotion visibility and advertise of HOPE mandate and projects activities by using media and Public Relations activity such as Facebook, website, YouTube, etc..
  • Hold quarterly/ bi-yearly review meetings with the projects staff to discuss the progress report, monitoring report and make an action points/ plan.

Design and support Implementation of projects: 

  • Support project coordinators / managers to ensure that the project’s objectives, outputs and outcomes are taken into consideration during implementation phase in accordance with the projects documents.
  • Support MEAL Officers to Oversee the outcomes and the impacts of the interventions deliver to the community.
  • Coordinate/ participate in developing of Technical Standard of Operations (SoPs) for sectors and activities.
  • Participate in updating, tracking of the strategic plan.
  • Develop proposals and submit to the respective partners/ potential partners including UN agencies, INGOs, and Donor.

Mapping, Communications, Partnership and Alliances Engagement: 

  • Build and maintain effective alliances and operational collaboration between HOPE and Partners/ Potential partners including UN agencies, INGOs, Donor, and NNGOs.
  • Mapping & Seeking of Potential Partners and Making Partnerships with interesting INGOs/ UN Agencies that relevant to HOPE Mandate/ Sectors at federal and states level.
  • Coordinate/ participate of the capacity assessment conducted by Potential Partners include finalize of the Due Diligence.
  • Arrange meetings with potential partners and attend partner meetings in regards to HOPE Sudan's sectors as well as attend regular sectors meetings at the federal level.

Monitoring, Evaluation, Accountability, and Learning (MEAL) and Reporting: 

  • Support MEAL Officers to Oversee of Follow-up the implementation of detailed project works plans in the field together with Project Coordinators.
  • Support MEAL officers to establish complains and feedback mechanism, tracking and response on its.
  • Operate programmatic polices & procedures, follow-up, and train project coordinators/ managers/ officers/ associates/ assistants on its.
  • Provide key input in the development of effective MEAL systems. 
  • Support project coordinators/ managers to check and revise projects progress reports and final reports.
  • Support project coordinators/ managers to maintain the project's work plan, prepared monthly project progress reports, and any other briefing reports/ updates as requested by HOPE Management.
  • Support project coordinators/ managers to collect good practices, successful stories and lessons learned.
  • Support project coordinators/ managers to close the projects, handover, make the internal 4Ws, compile in the internal data base. 
  • Support sectors officer (or coordinators/ managers) at HQ and states levels to make and submit the 5Ws to the sectors.

Others:

  • Supervise MEAL Officers, Partnership Officer, and Communication officer.
  • Any other assignment or responsibility relevant to Project Cycle Management that determined by management of HOPE.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications:

  1. Strong management and supervisory skills and experience (at least 7 years’ experience).
  2. Excellent written and oral communication skills in English Language. 
  3. Prefer technical expertise in at least two sectors of FSL, Health, WASH, Protection and Education.
  4. Bachelor's Degree required; Master’s Degree preferred.
