 Background:

The Senior Cash Program Officer will support the Cash Program Manager in implementing cash transfer programs aimed at assisting vulnerable populations in Sudan. This position requires a hands-on approach to ensure the efficient execution of activities, including beneficiary targeting, registration, distribution, and post-distribution monitoring. The Senior Cash Program Officer will also be responsible for day-to-day coordination with field teams, partners, and stakeholders to ensure the successful delivery of cash-based interventions in compliance with CARE’s policies and donor requirements.



 
 Duties and responsibilities:

1. Program Implementation

 - Assist the Cash Program Manager in planning, organizing, and executing cash transfer interventions.  - Ensure the proper identification, verification, and registration of beneficiaries in line with CARE’s criteria. 
- Oversee cash distribution activities, ensuring that they are conducted smoothly, securely, and in a transparent manner. 
- Coordinate with partners, field staff, and logistics teams to ensure timely implementation of cash transfers. 
- Troubleshoot issues during implementation and propose solutions to ensure activities stay on track.

2. Monitoring and Reporting (30%) 

- Collect, verify, and analyze data on the effectiveness and impact of cash distributions. 
- Support the Cash Program Manager in preparing regular program reports for CARE’s management and donors, detailing progress, challenges, and success stories.
- Conduct post-distribution monitoring to gather feedback from beneficiaries and ensure that cash assistance is achieving its intended outcomes.
- Ensure data collection processes align with M&E frameworks and that all data is accurately entered into the database. |
3. Capacity Building and Quality Assurance (20)%

 Provide technical support and training to field staff and partners on cash transfer modalities, distribution processes, and best practices. 
- Ensure that cash assistance activities adhere to CARE’s quality standards, donor regulations, and international best practices. 
- Assist in maintaining accountability mechanisms, such as feedback and complaint systems, to ensure that beneficiaries' concerns are addressed.
4 Compliance and Risk Management (10%) 

- Ensure compliance with CARE’s policies, donor requirements, and local laws. 
- Identify potential risks related to cash programming and escalate issues to the Cash Program Manager. 
- Support efforts to prevent fraud and ensure the safety of cash transfer activities. |

Assists in monitoring specific budget lines for cash distribution activities  
. Contacts and Key Relationships:
- Regular coordination with CARE’s internal teams (Field Officers, M&E teams, Logistics, etc.)
- Liaison with local authorities, UN agencies, and other NGOs involved in cash assistance programming
 Working Conditions:
- As stated in the terms of contract and the CARE HR manual


 
 Minimum Qualification, Skills and Experience Required:

- Bachelor’s degree in a relevant field such as economics, business administration, or international development (Master’s degree is an advantage)
- Minimum 3 years of experience in humanitarian cash programming and market-based interventions  
- Experience working in Sudan or similar fragile, conflict-affected settings  
- Demonstrated ability to manage cash transfer programs in challenging contexts  
- Knowledge of the humanitarian program cycle and cash assistance methodologies  
- Proven ability to work effectively with local partners, communities, and authorities  
- Strong organizational, reporting, and interpersonal skills  
- Commitment to CARE’s principles of gender equality and diversity  
- Proficiency in using data management software and tools (e.g., SPSS, Excel)

Languages:

• Fluency in English and Arabic is required.
