 Background:

CHILD SAFEGUARDING:

Level 3.  The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3.

 

ROLE PURPOSE: 

This role will work collaboratively with members and other departments of the Country office programme to ensure smooth management of development and humanitarian programme awards, sub awards and contracts, focusing on donor compliance and accountability. This position will also be responsible to build the capacity of staff and partner organizations.

 Duties and responsibilities:

KEY AREAS OF ACCOUNTABILITY:

 

Award Management

 

  • Staff will be independently looking after a portfolio of awards and will act as focal point for those awards and their management across the awards management cycle.
  • To manage all EU, ECHO awards beside any tasks assigned by the line manager.
  • Ensure awards reporting submitted timely and review with close coordination with program and technical team. Donor report should be in high quality.
  • Support the effective dissemination of award information so that all key contributing staff have a clear understanding of Save the Children processes and donor requirements and expectations throughout the lifecycle of an award (opportunity to close-out).
  • Coordinate, hold and lead award kick off meeting for all awards in the portfolio of the staff.
  • Support PDQ BD team on proposal development and coordination where needed for donors the staff has been allocated.
  • Facilitate effective and prompt communication by relevant staff with members on their awards.
  • Actively participate in regular awards reviews specifically for the allocated awards. This includes review of BvAs, IPTTs, DIPs to track performance against project objectives and all potential risks to head of awards management and other appropriate authorities and leading on communication of risks to member and donor offices with approval and in consultation with head of awards.
  • Tracking and monitoring compliance with awards reporting as per AMS schedules and effectively bridging communication between member and project teams around reporting. This also includes timely flagging risks around reporting.
  • Actively participating in financial and narrative report reviews and ensuring that each report has been technically reviewed and signed, it is complete and on the appropriate template. Ensuring that reporting requirements are communicated to project team and operations in a timely manner to ensure that the requirements are understood. The staff will be require to conduct report reviews and provide feedback to PDQ. Operations and project teams.
  • Act as focal point for donor audits for allocated awards.
  • Support award close-out, helping project managers to ensure all tasks are completed as per the close out checklist and that all required close-out documentations are kept on file.
  • Ensure award close out processes are officially completed in AMS.
  • Staff will be responsible to keep the data repository on AMS up to date will all relevant documents.
  • Staff will be responsible for partnership related responsibilities on awards management side e.g. partner vetting on AMS, creation of partner records including updating reporting schedules, updating of AMS data repository, act as focal point for partner audits and other support needed by operations team on active partnerships related to allocated awards.

 

Additional Responsibilities on Reporting KPI:-

  • Staff will be responsible for timely development and dissemination of monthly reporting tracker.
  • Staff shall ensure that the reporting is complete as per template agreed and developed by head of awards.
  • Staff will exercise will be responsible for diligently including all reports that are due in future periods for which program implementation period has ended to ensure that relevant departments and aware of the reports well in time and reporting efforts commence in a timely manner.
  • Staff will also act as focal point for queries on the reporting tracker by other departments.
  • Staff will be responsible for providing analytics to head of awards on timely submission and quality of reporting as specified by head of awards. 

Additional Responsibilities on Close outs:-

  • Staff will deputise head of awards with overall close out efforts and will provide support to head of awards on development of close out tracker on a monthly basis.
  • Staff will work with other awards managers for collecting information on close outs and may be required to conduct follow ups on close out action points as and when required.
  • Staff will build their capacity over time to develop close out tracker for SCI Sudan and develop action points to facilitate close outs.

Donor Compliance

  • Support all functions to ensure donor requirements are understood and complied with.
  • Ensure that all appropriate donor formats are available in-country and that key contributing staff have a clear understanding of donor requirements and expectations at the proposal, kick off, amendment, reporting, close out and audit stage of awards. 
  • Ensure potential issues and amendment requests are flagged promptly to Head of Awards and follow up to ensure that this is flagged up via the relevant Save the Children member and then the donor. This may include developing business cases where donor waiver/derogation requests need to be more thoroughly articulated or negotiated with donors.
  • Work with internal and external auditors as necessary. 

 

Capacity Building: 

  • Carry out orientations and staff trainings for award management procedures, donor requirements etc. 
  • Carry out and strengthen the capacity of LNGOs.

 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS AND EXPERIENCE:

 

Essential

  • A minimum of a BHs Degree in any of the social Sciences or related discipline.
  • Families with Donor compliance EU , ECHO , BHA , ECW
  • Strong Donor reporting and project Management.
  • Professional qualification in Accounting or Financial Management be an added advantage
  • Experience of and well-developed skills in staff management, supervision and capacity building
  • Proven track record of supporting a senior management team 
  • Knowledge of the requirements of the major donors and experience in reporting to donors.
  • Good attention to detail and analytical skills
  • Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer, financial systems).
  • Cultural awareness and ability to build relationships quickly with a wide variety of people
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
  • Excellent planning, management and coordination skills, with the ability to organise a workload comprised of varying and changing tasks and responsibilities
  • Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams

 

Desirable 

  • Experience with Save the Children award management system (AMS) 
  • Significant experience with NGOs in an international environment
