Relief International (RI) is an international non-governmental organization US and UK based, working in the humanitarian field since 2004 in Sudan, providing emergency relief and early recovery activities to internally displaced persons (IDP) and rural communities, focusing in lifesaving health and nutrition services.  Background:

Relief International is committed to ensuring that all children and adults who come into contact with the RI organization are safeguarded to the maximum possible extent from Sexual Exploitation and Abuse. This commitment is implemented through our Safeguarding Policy (SGP), which applies equally to all children and adults. Relief International has a non-negotiable policy of ZERO TOLERANCE towards Safeguarding. All employees must abide by the Code of Conduct, Protection from Sexual Exploitation and Abuse (SEA), Child Protection Policy, and Human Trafficking Policy of Relief International.

 

Under the supervision of the County Director, and direct liaison and support from the Regional Investigations and Safeguarding Manager and Global Safeguarding Manager from Global support Office (GSO), the Safeguarding Manager will play a key role in minimizing risks and preventing harm to people associated with our programs. She/he will be instrumental in embedding an organizational culture that is committed to protecting people who we serve from harm.

The Safeguarding Coordinator will also complete an annual risk assessment and safeguarding self-audits which maps the internal and external safeguarding risks present in their country, as well as details on legislation, support services etc.



 
 Duties and responsibilities:

  1. Receive, report and support safeguarding incidents and concerns; 
  • Receive safeguarding concerns; assess the information to ascertain if immediate assistance is required. 
  • Ensuring Country Director and SMT aware on progress against the Country Safeguarding Strategy and taking appropriate actions as necessary.
  • Report the incident to the GSO via the reporting mechanism. 
  • Carry out basic fact-finding/fact-checking with oversight from the Regional investigations and Safeguarding Manager and Global Safeguarding Manager. 
  • Map and establish relationships with local support services and agencies to facilitate the referrals if necessary
  • Establish systems, processes and guidelines to ensure/ support anonymity, protection and welfare (including psychological) of those who have provided complaints or feedback and also for Country office staff and partners who may be involved or witness to a safeguarding issue.
  • Where required, lead on investigations with the Safeguarding Team during investigations. 
  • Co-chair/lead meetings and/or panels regarding safeguarding incidents and communicate clearly with stakeholders, ensure risk management processes are undertaken, document all actions/decisions.

 

 

  1.  Advocate for and raise awareness of safeguarding;  
  • With support from GSO, develop training material appropriate for a variety of audiences including but not limited to; general orientation for all staff, Complaints Focal Points and Partner staff and board members.
  • Conduct awareness raising sessions for the communities we work with on Safeguarding issues.
  • Facilitate safeguarding training for staff and partners.
  • Contextualize Safeguarding awareness raising materials to ensure RI policies are understood in the Sudanese context. This will include activities involving local leaders and councils in understanding ‘Safeguarding’ from the community context to strengthen local implementation of RI policies. 
  • Induct new staff ensuring they are socialized into the safeguarding policies and the safeguarding culture of the organization.  
  • Ensure the official Safeguarding posters and other materials are displayed in all offices and program facilities.
  • Support the field Safeguarding Focal Points with awareness raising activities in the field and any other Safeguarding related issues.
  • Keep a record of lessons learned and precedents set to share during COP sessions and for organizational learning

 

  1. Lead the wider implementation of safeguarding policies and procedures and facilitate the structural embedding of safeguarding across country operations: 
  • Support and advise the Country Director and SMT on the establishment of relevant and contextualized risk assessments, reporting and complaints mechanisms in RI areas of operations. 
  • Make sure that the Safeguarding Programme is aligned with existing commitments and standards for safeguarding in the humanitarian and development sector and is anchored in the ‘do no harm’ principle. 
  • Complete an annual country risk profiling exercise – mapping internal and external safeguarding risks. 
  • Lead an annual safeguarding self-audit - assessing how near or far the operation is from fulfilling its safeguarding commitments. 
  • Populate an annual safeguarding action plan. Using the findings of the self-audit to inform the actions to work towards in the following 12 months. 
  • Coordinate and work in partnership with other members of program delivery, including HR to ensure safeguarding is built into all aspects of country programs in with support of Global Safeguarding Manager.
  •  
  • Participates in external safeguarding networks to access resources and share best practice; i.e.  Interaction PSEA group as the PSEA focal, Bond Safeguarding group, INGO Safeguarding Leads, Peer Safeguarding INGO group; 

 

 

  1. Capacity Development:
  • Strengthening the capacity of country office Safeguarding staff on receiving and responding to the incidents
  • Provide ongoing support and advice to Safeguarding Focal Points on handling complaints, in general and in specific cases as requested.
  • Contribute to a global safeguarding Community of Practice learning group to surface existing practices among regions and teams, share resources and plan joint activities.
  • Commit to ensure her/his own capacity is developed and strengthened in the area of safeguarding by attending relevant training sessions on a regular basis 
  • Document feedback and learning on the safeguarding and Complaints Policy during implementation to inform future revisions to the policy and guidelines.

 

Establish, manage and support safeguarding, complaints and feedback systems and processes:

  • Provide clear introduction and orientation to safeguarding within the Core Humanitarian Standards and its importance to RI vision, mission and values.
  • Engage communities in the design and contextualization of key policies and reporting mechanisms to ensure RI is addressing the core safeguarding issues relevant to their lives and paying particular attention to the most vulnerable populations. 
  • Ensuring the communication of the key contents of the Complaints Policy, and other related safeguarding policies, to all staff.
  • Handling feedback and complaints received in the states by various methods including but not limited to context specific field processes, mail or hotline with the Complaints Handling Committee;
  • Supporting the functions of the Complaints Handling Committee, including calling meetings when needed; preparing relevant documentation and recommendations for discussion on specific complaints cases, handling investigations and reporting results to the organization and the complainant.
  • Ensuring all information related to complaints within the region and countries are well documented, including a log of complaints, and that all information is kept secure with access restricted to authorized personnel only;
  • Helping country teams to refer reports related to safeguarding issues (e.g. related to children or vulnerable adults) that do not constitute a complaint against RI, its staff or partners, to the relevant authorities or to organizations with the relevant expertise as necessary.
  • Ensure appropriate cover is in place for handling complaints when on leave or unavailable for more than two days.

Learning & Development: 

  • Assist in planning and delivering the safeguarding L&D interventions in collaboration with Human Resources department.
  • Cooperate with the Program Managers to implement capacity building of the program staffs on safeguarding initiatives and motivate staff.
  • Works closely with each strategic lead and associated stakeholders to provide support and progresses the project plan;

Monitors, communicates, and reports on overall progress of the programme from safeguarding point of view and ensuring key stakeholders and senior leaders stay updated and informed


 
 Minimum Qualification, Skills and Experience Required:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • Bachelors’ degree in Social Science, law, political Science, gender studies, social work etc or equivalent experience in a field related to humanitarian assistance. Master’s Degree will be a plus. 
  • Vast experience in protection, gender empowerment and social inclusion programming. 
  • Knowledge on current legislation, statutory and other guidance with regards to safeguarding, child and adult protection,
  • 3‐5 years’ experience in protection and safeguarding program design and implementation in fragile context settings, experience in Sudan would be desirable.
  • Proven experience responding to and managing sensitive incidents in a confidential manner.
  • Experience developing safeguarding resource materials, including guidance, tools, and best practices
  • Experience in providing training to staff on safeguarding
  • Sound knowledge and understanding of organizational Code of Conduct, Child Protection Policy and Sexual Exploitation and Abuse (SEA) policy
  • Knowledge of safeguarding investigation process and practice standards
  • Excellent organizational, interpersonal and communication skills.
  • Excellent knowledge on gender and diversity
  • Fluent spoken and written English.
  • Demonstrable coordination skills and able to build and sustain trust with individuals and teams.
  • A team builder with excellent people skills; culturally sensitive and has the ability and interest to identify and work with a multicultural team.
  • Previous experience in Sudan a plus.
