Program / Department Summary 

Mercy Corps (MC) Europe has been working in Sudan since 2009 with the goal of supporting the transition to a fair and lasting peace by implementing programs that promote long-term, sustainable development and contribute to secure, productive and just communities. MC Europe is facilitating recovery by addressing economic recovery needs and laying the groundwork for long-term development. MC Europe’s work in Sudan has three major components: Civil Society Development, Economic Recovery and Development and Humanitarian Assistance with activities that span many sectors including agriculture, market and livelihoods development, water/sanitation, capacity building, peace building, infrastructure rehabilitation, emergency distribution. MC Europe is committed to long-term programming in Sudan and faces numerous opportunities for expansion.  

 

Through funding from ECHO, the Cash Consortium of Sudan (CCS)  will establish an effective, efficient and people-centred response to the complex humanitarian emergency in Sudan. The CCS will reach an estimated 533,109 individuals across 44 localities in 612 states with a harmonised and scaled approach to multi-sectoral cash assistance for basic needs. Targeted locations include both the worst conflict-affected areas, as well as displacement hot spots. The CCS includes 5 INGOs and 5 National NGOs and leverages a wide geographic presence, mainly focused on hotspot areas with IPC4, to respond to current and emerging needs while avoiding duplication. The scaled and harmonised approach will enable CCS partners to influence the overall response with emphasis on accountability to affected populations, localisation and quality programming, and foundations for nexus over the medium to long term.

 

General Position Summary 

The Cash and Voucher Officer will report to the Cash and Voucher Coordinator. S/he will be supporting the overall implementation and the coordinator of the implementation of all Cash Transfer Program (CTP) related activities including the development of a strategy document. With the support of the Project Manager, CVA Advisor and Director of Programs, S/he will plan and implement and supervise all CTP activities, liaise with the community and local government stakeholders. The Cash and Voucher Officer will attend all assigned CTP related local level coordination meetings and provide a regular update to the Project Manager.



 
 Duties and responsibilities:

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work

  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options

Essential Job Responsibilities 

  • Support the Cash and Voucher Coordinator to oversee the implementation of Cash Program Interventions in his/her respective location.
  • Contribute to all Cash Transfer Program-related fieldwork including community mobilization of program beneficiary, beneficiary identification/registration, distributions and monitoring.
  • Support the PM to ensure beneficiaries are targeted using gender lens and vulnerability criteria across different Cash related interventions.
  • Conduct Market price monitoring assessments
  • Monitor the Minimum Expenditure Basket (MEB) and implement CTPs in accordance with the MEB and program proposal
  • Coordinate payment procedures, including documentation, and reporting to ensure accountability to donor and the organization.
  • Oversee administrative matters relating to Cash Transfer Program such as timesheet submission, payment schedules, and other documentation and follow up with relevant departments.
  • Contribute to the development of CTP strategy, activity work plans, procurement plan and program updates/reports.
  • Ensure program filing system is in place, adheres to internal and donor regulation and filing is regularly maintained
  • Adhere to all MC policies related to security, operations and transport/ logistics information related to programming.
  • Provide weekly field reports, capturing activities progress, lessons learned, success stories on the program
  • Coordinate with MC Security focal point and Project Manager on any threats to MC staff and activities.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned.

 Minimum Qualification, Skills and Experience Required:

Knowledge and Experience 

  • University Degree in Development, Agriculture and/or Social Sciences
  • At least three years experiences with International and national organizations in implementations of livelihood programs with rural communities
  • Ample background in community mobilization
  • Experienced trainer
  • Knowledge of MS Office programs
  • Excellent written and verbal communication and relational skills
  • Good report writing skills
  • Problem solving skills

Success Factors 

The successful Cash and Voucher Officer will combine exceptional management skills and technical experience in running Cash Transfer Programs (CTP) in Gadaref State. S/he will have an outstanding ability to implement CTP programs. Prioritizing, problem solving, ability to seize opportunities, attention to detail and strategic vision are essential. S/he will also have proven experience with cross-cultural teams and capacity building. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, and thrive in an evolving and changing environment while taking care of self and others.
