 Background:

Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions.



 
 Duties and responsibilities:

  • Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures.
  • Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).
  • Checking the maintenance of the various open spaces (gardens, courtyards...) and ensuring that domestic waste is correctly discarded.
  • Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings etc. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities. Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular: 
  • Inventories and the reallocation of equipment.
  • Renewing the authorization to use radio material with local authorities.
  • Checking the quality of the work carried out on generators and electrical installations.
  • Preparing orders for his sector activity, do the follow-up, and checking their proper reception and state.
  • Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.
  • Participating in trainings at the request of the line manager.

MSF Section/Context Specific Accountabilities:

  • Small rehabilitation works at the base - preparing the Work Sheet or Service Agreement, find contractor, follow up the work.
  • Ensure safe drinking water for staff. Chlorination of water done regularly. 
  • Ensure proper waste management in the base: Monthly Collection of waste and Looking for Dislodging Services to be follow up every weeks.
  • Ensuring that the base is properly managed, needs are followed up. 
  • Fire Extinguisher is checked and should be refill when needed.
  • Hibernation Kit is monitored, replenish for items almost expiring.
  • Give periodical trainings/briefings to the watchmen and drivers (security, responsibilities).
  • Weekly reporting to his supervisor (LTL) on the activities of the week, situation of the works, problems, needs of support.
  • Responsible of the logistics in the warehouse.
  • Ensure there is all required permits and authorizations from Government side for movements, usage of comm devices, etc.
  • Supporting the field in finding contractors and/or suppliers and preparing necessary contracts.
  • Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules.
  • Participating in meetings at request of the line Manager.
  • Reporting as agreed in the project on the base activities to the line manager.

 
 Minimum Qualification, Skills and Experience Required:

 
  
  • Education
Essential Technical university degree (Electrical, Mechanical engineering, or closely related technical degree.
  • Experience
Essential, working experience of at least two years in relevant and similar jobs with MSF or other INGOs.
  • Languages                       
Essential, working experience of at least two years in relevant and similar jobs with MSF or other INGOs.
  • Knowledge

Essential computer literacy (word, excel, Power Point and internet).

Computer literacy and radio equipment user-knowledge.
