 Duties and responsibilities:

Background:

CRS Sudan will be implementing an emergency food security program to address acute food security shocks in Sudan. The project will serve as a food pipeline for affected populations in Central and West Darfur.

 

Job Summary: 

The ICT4D SPO is responsible for implementing digital program tools for the CRS food security program in Central and West Darfur. He/she will work closely with the MEAL team to support data management, generate custom reports design, and enhance the project’s Monitoring, Evaluation, Accountability, and Learning system (MEAL) performance. The ICT4D SPO will work with the MEAL team to provide database management support, maintenance of relational database, and visualize prioritized data. The Staff will lead project staff capacity-building efforts to guide the efficient utilization of the Project Management Information System.

 

Roles and Responsibilities:

  • Support the CRS project in digitizing ICT4D applications, mainly monitoring and evaluation tools and Risk and compliance (RC) tools, using different CRS standardized platforms. 
  • Support electronic data management at field level including planning, collection and reporting field level data. Work closely with MEAL and compliance and risk management team to design user friendly tools and application. 
  • Contribute to the development and deployment of high-quality mobile device management solutions and monitor its utilization by project staff. 
  • Utilize appropriate ICT technology for the MEAL system to track program performance innovatively using the dashboard, regular data analysis, and undertake regular data quality assessments.
  • Contribute to the MEAL team’s reporting effort periodically, according to the team and partner’s interest, including designing custom reports and dashboards for different project activities to show the progress of the activities
  • Ongoing database support to identify and report glitches and coordinate with regional technical teams to troubleshoot errors. 
  • Provide ICT4D support and liaise with ICT4D TA, and other technical staff to resolve any ICT4D technical issues. Identify projects ICT4D capacity needs and closely support them.
  • Provide training and regular coaching for program staff (mainly MEAL staff, where needed, field enumerators) on all relevant components of the ICT4D platform and effective use of a web-based reporting system. 
  • Capture and share lessons learned and best practices in ICT4D to facilitate improvements in decision-making and contribute to learning agendas.

 
 Minimum Qualification, Skills and Experience Required:

Basic requirements:

Education and Experience

  • MA/MSC degree or BA/BSC degree in Computer Science/Data base management of study with 2 years relevant experience for MA/MSC or 5 years’ relevant experience for BA/BSC degree
  • Knowledge of technical principles and concepts in ICT4D. General knowledge of related disciplines, such as Statistics and human sciences, to ensure a proper cross-sectoral approach.

Knowledge 

  • Experience with program monitoring, evaluation, and analysis.
  • Certification in advanced database design, management and deployment (Microsoft Technology Associate) is an added advantage.
  • At least 3 years minimum experience working with relational database systems such as SQL, PostgreSQL, MSSQL or Oracle and a good working knowledge of SQL.
  • Demonstrated experience in development and administration of a database.
  • Proficiency in using MS PowerBI and other visualization software is an added advantage.

  • Strong technical skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
  • Good technical writing skills
  • Presentation, facilitation, training, mentoring, and coaching skills
  • Proactive, resourceful and results-oriented
