Introduction to the Country Office:

Norwegian church Aid is in Sudan since 1972 and works in the fields of relief, rehabilitation, and development, and works through national partners.
NCA’s Country Office is currently in Port Sudan. It has a Field Office in Al-Gadarif, Al-Gadarif State, where its projects activities encompass GBV, Climate Resilient WASH, Climate Smart Economic Empowerment, and Health. As well, its projects activities in Kosti, White Nile State are implemented by the national partners

 Background:

NCA's Program Department is working to strengthen its local capacity for a swift and effective response to the ongoing emergency in Sudan.



 
 Duties and responsibilities:

1.  AREAS OF RESPONSIBILITY

  • Keep the NCA Sudan program UpToDate on the emerging humanitarian and emergency issues in the Country.
  • Enhance NCA’s visibility and coordination with national and state-level humanitarian and emergency response coordination platforms.
  • Assist in the mobilization of emergency and humanitarian response funds for NCA activities. 
  • Build technical capacities of NCA and its partners on effective emergency response and food security planning and implementation.
  • Oversee design, implementation, and reporting of NCA humanitarian and emergency response and food security activities. 
  • Ensure integration and reporting of NCA humanitarian and emergency repose with the overall Sudan humanitarian response plan.
  • In line with the NCA program framework and global best practices, guide the NCA team and partners in implementing projects related to food security.

2.  Main Tasks

  • Enhance the Country office team's understanding of NCA policies, best practices, approaches, and tools in humanitarian and emergency repose and food security,
  • Serve as key emergency response focal person for NCA Sudan.
  • Enhance NCA’s active engagement in the different humanitarian and emergency response networks in Sudan.
  • Plan and implement humanitarian and emergency response capacity development initiatives for NCA staff and partners.
  • Coordinate needs assessments when emergencies erupt and for humanitarian crises and response activities across NCA Sudan and its partners.
  • Contribute to defining NCA’s humanitarian and emergency response strategy and development of standard operating procedures.
  • Link the different NCA programs including (WASH, GBV, Peacebuilding, and Food Security) to funding and technical resources. 
  • Lead the development of proposals for emergency response and food security projects in collaboration with relevant sector leads.
  • Coordinate the documentation and sharing of NCA and its partner's emergency response impacts.
  • Technical and managerial leadership of planning, implementation, and reporting of the NCA Sudan Food Security activities 
  • Plan and implement emergency repose capacity development initiatives for NCA staff and partners.
  • Ensure proper documentation of all knowledge materials and program/project documents in NCA’s information management system.
  • Undertake job-related tasks assigned by the immediate supervisor. 

 
 Minimum Qualification, Skills and Experience Required:

Required Education, Skill and Experience 

  • MA/MSC in Agriculture, food security, development field, or emergency and humanitarian studies 
  • At least 5 years’ experience in humanitarian and emergency program coordination and/or project management in an emergency context.
  • Previous experience of a very high level of technical skill in food security programs.
  • Knowledge and practical experience in working with emergency and humanitarian response mechanisms and donors in Sudan and beyond
  • Experience in team management.
  • Experience in capacity building and training.
  • Fluency in written and spoken English and Arabic languages are mandatory 
  • Good information technology skills (MS Office and other online workspaces and information management systems).
  • Excellent interpersonal and diplomatic skills.
  • Autonomous, rigorous, and able to synthesize information.
  • Flexible, adaptable, and stress resistant.
  • Willingness to work and travel in potentially challenging and insecure environments.
