 Background:

  • The Senior Supply Chain Officer is responsible for proper tracking of purchase activities in Port Sudan from the request to the delivery, and for proper archiving of the procurement dossier. His/her main objective is to keep track of all the open procurement processes and to ensure the correct documentation is produced to release the payment to the suppliers. He/she is responsible for maintaining the supplier’s database and price list, as well as for updating the Procurement Follow- Up and the Contract Follow-Up for the capital. 
  • He/she will act as the first focal point for base logistics officers/assistants when validating purchase dossiers, providing feedback on supply chain processes and ensuring compliance with internal and donor regulations. 


 
 Duties and responsibilities:

Objective 1: Ensure proper implementation of mission supply chain procedures (50%) 

 

Tasks

  • Apply AAH procurement policies and procedures, including the thresholds and procedures for each market.
  • Accept/Receive Procurement Requests (PR) and Upper base PRs coming from different bases for processing. 
  • Ensure the Finance department validates the availability of budget for any given procurement. 
  • Ensure the correct signatures are obtained according to the threshold amounts and the authorized signatures document; request technical specifications when needed. 
  • Update the requester about the status of the request from the start of the procurement till the time of delivery of the item/s 
  • Continuously track all procurements on the Procurement Follow-Up (PFU) form, from request to delivery; upload the updated PFU to NHF periodically. 
  • Draft and share Requests for Quotations with supplies, compile bids and conduct an evaluation of the offers according to internal and donor regulations; and Supply Purchase Orders (SPO) and obtain the correct signatures as required by the threshold amounts. 
  • Ensure the proper documents are sent to the Finance department for them to release the payment. 
  • Verify the quality and quantity of any goods received at the Port Sudan office.
  • Ensure efficient transport of any goods purchased in Port Sudan for the bases (when possible), reporting to the Supply Chain Manager about the process at each stage, and guaranteeing that delivery times are respected. 
  • Support the Supply Chain Manager in national tender procedures, organizing opening and evaluation sessions, collecting offers and contacting suppliers when necessary. 
  • Receive dossiers for validation from the bases and conduct a thorough revision to ensure compliance with internal kit log procedures and donor regulations, before submitting the dossiers for signature at Coordination or HQ level. 
  • Bring immediately to the attention of the Supply Chain Manager any evidence of fraud, waste, abuse, or any illegal or suspicious activity with any supplier, vendor, contractor, or anyone part of the procurement process within or outside of AAH.

Objective 2: To update logistic price list and Suppliers Database (15%) 

 

Tasks

  • Maintain a list of suppliers in Port Sudan including contact details, areas of expertise, capacity and information on previous experiences for each supplier. 
  • Update the price catalogue periodically (where possible) with current purchase prices.

Objective 3: Ensure the archive of the purchase dossier is performed according to Kitlog procedures. (35%) 

 

Tasks

  • Complete each purchase dossier with all the relevant files and information according to the KitLog procedures. 
  • Ensure a scanned copy of each complete dossier is uploaded to the corresponding folders and is available to all levels of the organization, for validation and audit processes. 
  • Organize the physical archiving of any offers received physically or any purchase dossiers handled physically at the Port Sudan office. 
  • Request to the programs team all the necessary attachments (such as request letters, Reception and Delivery notes, verification sources, pictures before/after, and attendance list) both in paper and electronic format for each purchase dossier.

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree or diploma in Supply Chain Management, Logistics, Business Administration, or a related field.
  • Additional certifications in supply chain management (e.g., APICS, CIPS) are advantageous.
  • In-depth understanding of supply chain processes, logistics, and inventory management. 
  • Familiarity with procurement procedures and regulations. 
  • Knowledge of humanitarian supply chain operations and best practices.
  • Minimum of 3-5 years of experience in supply chain management or logistics, preferably within the humanitarian sector
  • Fluent in written and spoken English and Arabic.

Our remuneration package:

  • Based in: Sudan – Port Sudan - The Capital office with required travel to filed offices 
  • Position length: 1 year (renewable based on Evaluation) 
  • Line manager: Logistic Coordinator. 
  • Salary: 1350 USD (Gross) 
  • Annual Leave: 20 days/ year
