 Department Summary 

The Human Resources department is responsible for maintaining and updating all information of People and Culture documents for Mercy Corps Sudan Provides support to the management of People and Culture for Mercy Corps programming in Sudan; Assists in the achievement of MC Sudan programs objectives with the facilitation of recruitment, remuneration and staff development issues across the mission.

 

General Position Summary 

The HR Officer will be responsible for the day-to-day human resources work involved in MC Sudan. The selected candidate will provide support to HR Coordinator and other heads of department in facilitating the smooth operation of MC Sudan Human resources Work.



 
 Duties and responsibilities:

Essential Job Responsibilities 

The specific duties and responsibilities of the HR Officer include, but are not limited to, the following:

 

Strategy & Vision

  • Support the HR Coordinator to recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
  • Support the HR Coordinator to Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to countrywide strategy development. 

 

People and Culture Management

  •  Support the HR Coordinator to develop, implement and administer People and Culture goals and objectives. 
  •  Support the HR Coordinator to evaluate the National Staff Handbook, make necessary upgrade based on management and national staff recommendations.
  • The HR Officer is accountable for overseeing the entire recruitment process, starting from advertising the job vacancies to preparing the employment contracts.
  •  They are responsible for organizing the shortlisting session, as well as coordinating with the hiring manager to conduct written tests. 
  • Arrange the oral test session and conduct reference checks for potential hires. 
  • Ensure that all new employees sign the necessary contracts and hiring documents, and that their email accounts are set up. 
  • The HR Officer also acts as a liaison between the company, the HAC and the Labor office for any recruitment-related matters.
  • responsible for making the required payments to the HAC and Labor office.

 Documentation and filing:

  • the HR Officer is responsible for maintaining both hard copies and scanned copies of all recruitment-related documents on the shared drive. 
  • They fill out the job profiles for all hiring documents using a job profile checklist as a reference.
  • Complete the employee profiles for both new and current team members, using a personnel checklist as a reference for the documentation process.
  •  Support and assist the HR Coordinator to develop, implement and administer Human Resources activities including recruitment, orientation, performance evaluation, career development, training, diversity training, and any other HR function.
  • Maintain appropriate records and ensure confidentiality regarding personnel activities and personnel data including employment documentation, evaluations, exit interviews and other relevant information. Periodically audit and archive information, including employee and applicant files, in accordance with national law and Mercy Corps information management strategy.
  • Maintain an up dated personnel database for all national regular staff (track leave/length of assignment/personal information/promotion/merit increase/probation and annual performance review).
  • Maintain and report employee statistical data, as requested and authorized by the HR Coordinator.
  • Responsible for orientating newly hired personnel with respect to Orientation Matrix, policies, and procedures, including remuneration, benefits, and the organizational “work ethic”, Making sure that each new hire signed the orientation matrix.
  • Be responsible to encourage all team members to complete Mercy Corps mandatory courses and other online talent development resources, and keep copies of certificates in the employee files
  • Support the HR Coordinator to administer all health insurance issues including employee inquiries and communication with the insurance provider. Providing the medical insurance documentation that requested from the new hires.
  • Support the HR Coordinator to facilitate the process of Social Security Accounts opening for newly hired team members if required.
  • Support the HR Coordinator to draft and facilitate the payroll initiation process.by providing the information needed along with the documentation.
  • Be responsible for sharing & updating the leave records and share the balance with the team members, like do the necessary update in the Mission’s HCM portal.
  • Remain informed, on an ongoing basis, about current and changing HR-related laws, policies and “best practices” to ensure that current and future personnel policies, employment practices, and compensation packages are within the limits of established standards, procedures, guidelines and policies of MC, as well as national laws.
  • Responsible for preparation of legal advisor payment. And making sure the service contract is up to date.
  • responsible for exit procedures and final payment to depart team members.
  • Responsible for preparation of opening bank accounts letters for new hires.
  • Responsible for updating the recruitment tracker that concerning his/her assigned tasks.
  • Responsible for Updating the HCM Tracking by adding new hires on time.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Manage the Online Timesheet System for Mercy Corps Sudan
  • Other duties as assigned.

 

Influence & Representation 

  • Represent People and Culture Department in forums/workshops/conferences/sector coordination meetings to share best practices and findings with private sector, government, and the wider development community, as relevant.
  • Develop and maintain positive working relationship with  HAC & Ministry of Labor (MoL)

 Minimum Qualification, Skills and Experience Required:

Knowledge and Experience 

  • Minimum 3 years of experience working with International NGO in HR Functions 
  • Bachelor level required in Business Administration or similar field of studies.
  • Computer skills are required (Excel, Word advanced level).
  • Must be an independent thinker and have strong organizational skills.
  • Demonstrated experience scheduling and managing staff from multiple departments.
  • Willingness to travel to MC Sudan Field Offices
  • Fluency in English.

SUCCESS FACTORS 

 

A clear understanding of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.  A high level of personal integrity, honesty and transparency in all cash handling is essential.  The ability to interact effectively with international and national staff members is required.  A demonstrated ability to work quickly and accurately, meet deadlines, and process information in support of changing program activities is necessary.
