 Background:

CARE International is received funding from French MoFA to implement integrated, gender responsive, and lifesaving WASH, Shelter, and protection services to crisis-affected and vulnerable host community members and IDPs in Abugibiha and Elabassiyia localities, with specific aims to enhanced and equitable access to life-saving WASH services to those affected by crises, create local protection mechanisms and increase women, men, boys, and girls' safe access to protection and psychosocial support services and enhance the access to essential and better shelter for the affected population and IDPs.
The project will cover two localities which are Abugibiha and Elabassiya where the IDPs are gathered or living with host communities.
The project will help in rehabilitation of water services, building the capacities of local communities in target locations and strengthening the linkages between all project stakeholders to ensure the continuity of project services. Besides the other interventions under the GBV/ protection and shelter and NFls will be distributed to the IDPs in the project locations
The WASH program manager will be responsible for the implementation of the whole project activities designed under this project followed the guidelines and protocols specified in each intervention areas in close coordination with line ministries, engaging another relevant government department (WES and SMOH, social development department ) and other agencies operating in project operational area and provide timely quality reports about the achievement of project objectives and targets.



 
 Duties and responsibilities:

1. Project planning 20% a) Ensure the detailed implementation plan achieved as planned in close monitoring with field team who responsible from implementation of all project activities
b) Ensure the project procurement plan in place
c) Guide staff to generate their monthly activity plan and facilitate it's implementation.
d) Review project implementation progress on regular basis and making necessary changes and adjustments to the DIP in consultation with the supervisor and the other technical staff in the project.
e) Identify gaps and opportunities for WASH interventions where CIS operated and participate in the interagency and sector assessment for developing concepts and proposals as per sector and CIS guidelines
2. Project implementation, monitoring & reporting  a) Conduct regular field visits, identify challenges and provide advices to field team to improve project performance and quality of implementation
b) Monitor weekly and monthly progress of activities by developed monitoring check list format.
c) Prepare monthly project progress reports and other updates for sector al meetings
Responsibilities /

d) Liaise with WASH advisor in HQ to obtain all necessary technical back up e Partici ate on overall WASH sector lanning, review and develo ment.
a) Track budget expenditure against activity implementation and recommend budget line adjustments and review in consultation with M&E program manager and WASH advisor at HQ
b) Prepare monthly cash projection and submitted to his supervisor
c) Review the monthly project expenses against the project line items
3. Budget tracking and Procurement 15% 
4. Supervise the field technical staffs 10% a) Responsible from all technical WASH officers and management
b) Conduct annual performance planning (JD,IOP) and appraisal for supervisees
c) Identify staff development needs and implement development opportunities and plans, including motivation, coaching, mentoring and on job training.
5. Representation and partnership 10% a) Represent CIS at sectoral meetings conducted at the locality and state level, and establishing professional relations with local partners, governmental entities, UN agencies and sister INGOs.
b) Represent CIS in public events and donor meetings
c) Submit brief summary of WASH achievements to sector lead or related concerned.
6. Any other assignment Any additional assignment by his / her supervisor or other senior mana er but not exceedin the 5% of his workin time.
 


 
 Minimum Qualification, Skills and Experience Required:

Education: BSc in civil water or mechanical engineering
Experience: at least 4 — 5 years project management experience in WASH field
Language: fluent to communicate in English and Arabic
Computer: familiar with MS office and internet computer applications
