Alight came to Sudan in 2004 as one of the first humanitarian responders to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services its reach to include East Darfur. Today, Alight serves displaced populations and host communities in Kassala, Gedaref, West Kordofan, and East and South Darfur states. Alight provides lifesaving humanitarian action, recovery, and development services in these five states, with a country office based in Khartoum.

Field offices in Kassala, Gedaref, Nyala, El Daein,serve as the key state hubs for program delivery. Alight’s staff is more than 99 percent Sudanese, with nearly 800 full-time staff joined by over 400 incentive and community health and protection workers in delivering lifesaving programs and durable solutions in Sudan.

Alight is registered in Sudan and works closely with Federal and State Line Ministries to carry out its humanitarian and development mandates.

 Background:

About the Position

The Logistics Manager is responsible for overseeing logistics, administrative, and security support cells of the ALIGHT Sudan Program. He/she will ensure effective and efficient support services to ALIGHT’s programs, ensure that ALIGHT’s and other applicable procedures and regulations relating to logistics, security, and administration are complied with.

 



 
 Duties and responsibilities:

Operations

  • Implement, document, and ensure that all Alight Operations & logistics, security policies, and procedures are applied at all times by all staff. Propose/develop improvements when required, in close cooperation with the Head of Operations.   
  • Promote continuous training and mentoring to operations staff, including identification of capacity-building opportunities.
  • Support & coordinate with field managers and field logisticians to ensure practical operational support.   
  • Participate in grant opening and closing meetings to incorporate operations planning into overall project planning and evaluation. 
  • Review Alight Sudan supply chain plans and strengthens supply chain capacity, precisely the logistics and admin.
  • Ensure regular communications are maintained between the field sites and the country office.
  • Facilitate visits of donors, international visitors, and other delegates.      
  • Provide logistics support for the implementation of Quick Impact Projects viz. Kuja Kuja, CM365, etc.
  • Coordination and representation of Alight in logistics forums as directed by line manager. 

 

Logistics

  • Enforce the Standard Operating Procedures (SOPs) relating to logistics to ensure efficient use of resources.
  • Manage ALIGHT Sudan fleet (including vehicles, motorcycles, and generators), ensuring proper coordination of movements, vehicles/motorcycles/generators maintenance for maximum availability, and accounting for fuel utilization.
  • Asset maintenance and tracking, documented and reported for all Alight’s assets, inventory and equipment at least twice in the year as per Asset tracking managed in Sudan program.
  • Conduct spot checks to ensure compliance with Alight Logistics guidelines (inventory control, fuel usage, warehouse controls etc.)
  • Manage fuel reconciliation, relationships with fuel providers, and coordinate with the finance department to ensure fuel invoices are settled timely.
  • Ensuring Alight Warehouses and stores management SOP is properly followed for the management of incoming & outgoing cargo.
  • Handling custom clearance, transportation & storage for incoming international cargo.
  • Establish and monitor Framework Agreements (FWA) for administrative & logistics functions like hotel accommodation, air ticketing, vehicle servicing, fuel, internet, etc.  
  • Preparing and compiling monthly logistics reports, KPIs and sharing with Head of Operations.      
  • Liaise with 3rd party logistics service providers.

 

Administration

  • Manage all ALIGHT rentals and lease agreements country-wide while tracking their expiry and expedite renewals.
  • Ensure safe and cost-effective staff accommodation as per policy to field staff.
  • Handling all necessary arrangements for Alight staff and other associates visiting Sudan with welcome services, travel arrangements, and needed work setting in the office other external premises.
  • Manage and maintenance of office buildings, facilities, and utilities for a healthy work environment.
  • Manage office supplies, ensuring responsible utilization and accountability.
  • Ensure International in-bound and out-bound travels are well-coordinated and supported with vehicles, security briefs, and travel logistics notes prior to departures.
  • Plan, organize and provide support in preparing events, meetings, workshops, and conferences within and outside Alight.

 

Liaison         

  • Supervision Liaison tasks and duties with the liaison consultant.
  • Follow up on all Visa processes and submit them through HAC and other government entities.
  • Send a weekly International Visa tracker status.
  • Follow up on any other issues regarding the technical agreement submission to HAC in coordination with the field team.
  • Follow up with any government regulations.

 

People Management 

  • Lead, motivate, and manage logistics & administrative staff to fulfill their responsibilities/duties.
  • Conduct staff’s performance review as per performance management policy and support in the development of human capital.
  • Ensure job descriptions are shared and updated periodically with logistics and administrative staff.
  • Identifying fraud and corruption red flags and addresses in a timely manner and report to line manager. 
  • Provide logistic training, policy refreshers, coaching, and remote guidance to the staff as needed. 
  • Conduct orientation of new staff on ALIGHT Operations Manual.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications and experience: 

  • Minimum of Bachelor’s degree in Supply Chain Management /or Operations, Business administration, International trade, CIPS, or related.
  • Minimum of three (3) years of work experience with development or relief organizations working in complex emergencies and/or development settings.
  • Experience in working with private, non-government section, and/or multilateral donor Logistics requirements and working.
  • High proficiency in reading, writing, and speaking English; ability in using computers and standard applications, including Information Management Systems (IMS).
