 Background:

The primary responsibility of the Program Manager is to oversee and deliver sufficient support through the implementation and management of International Medical Corps’ projects supported in West Darfur within the context of the volatile emergency humanitarian setting.

The Program Manager will oversee the implementation of a Health and Nutrition project funded by CDCS (French Ministry of Foreign Affairs) in Genina, West Darfur. The PM will ensure the project is delivered on time, within scope, and within budget while meeting the highest quality standards and adhering to humanitarian principles. She/He guides program implementation through the coordination with the area field site manager, nutrition and health officers/ assistants, logistics, finance, MEAL and administration functions in close liaison with the security and liaison officer regarding program teams’ accessibility in International Medical Corps intervention sites.



 
 Duties and responsibilities:

  • To perform this job successfully, an individual must be able to perform each essential function. 

Program Management:

  • Develop and implement project work plans, ensuring alignment with donor requirements and organizational objectives.
  • Coordinate all aspects of the project implementation, including health and nutrition services delivery, capacity building, and community engagement.
  • Identify professional training needs for health/ nutrition IMC staff and national partners related to Primary and secondary Health/Nutrition Care service provision and assist in training provision.
  • Responsible for procurement of drug/medical supply/medical equipment and tracking of all inventory from start to end under health and nutrition sector, in close coordination with the Country Chief Pharmacist, Medical Coordinator and other health/ nutrition Program Managers.
  • Responsible for developing the distribution plan and executing the plan with full transparency and accountability in consultation with the chief pharmacist and medical coordinator
  • Participate in developing the program monitoring and evaluation framework and respond in timely manner to all MEAL queries for provided services quality improvement.
  • Prepare timely reports for stakeholders, including donor reports and internal updates.

Budget Management: 

  • Provide input in managing site specific health program budgets in coordination with his/her technical colleagues 
  • Provides accurate inputs on budget projections and actual expenditure for site specific health program budgets on a monthly basis as per feedback from his/her technical team and counterparts from other support departments (procurement and finance) through the health project officer

Coordination:

  • Promote positive leadership through regular and efficient internal coordination meetings for program sector teams, out of the regular meetings called by the management team on site.
  • In the spirit of transparency, promote International Medical Corps work and liaise with relevant health and nutrition clusters with local government agencies. 
  • Identify and build collaborative partnerships with UN-Agencies in place, NGO partners, sub-grantees, and other stakeholders.
  • Keep positive trend of partnerships with MoH Representatives and other government agencies
  • Collaborate in the development of referral pathways, service maps, and other networks that may assist clients to access services.
  • Participate to all mission online meetings when invited and represent the field office in the presence/ absence of the Field Site Manager.
  • Generate a positive image of International Medical Corps and its personnel in the area of responsibility.
  • Represent International Medical Corps and coordinate assessments and activities with implementing agencies in the area to avoid duplication with others humanitarian implementing partners and to identify and address the gaps in service.

Program Development:

  • Identify opportunities for program development.
  • Participate in the assessments exercises as a basis for health/nutrition program development
  • When delegated, participate in development of project proposals including development of logical frameworks and appropriate, realistic, and measurable indicators in consultation with the country technical leads in nutrition, health, MHPSS and WASH

Technical Support

  • Regular supervision of International Medical Corps staff including office and field employees, consultants, and volunteers involved in health and nutrition programming,
  • Ensure provision of Primary Health/Nutrition Care services in accordance with national and international standards including clinical guidelines, essential drug list, standard equipment, etc.
  • Provide regular supervision of health/nutrition operations including data collection/records related to beneficiaries and program activities, as well as timely implementation and reaching targets according to program objectives. 
  • Provide regular updates and reports to senior management staff as required; contribute to donor reports and internal organization reports as required.
  • Organize and conduct regular monitoring visits to all IMC field sites.
  • Ensure linkages and integration of Primary and Secondary Health Care services where required.
  • Participate in recruitment and hiring of program staff, participate in performance evaluations on an annual basis for each staff member under direct supervision.
  • Supervise and analyze program expenditures monthly; participate in budget pipeline analysis and prepare new budget forecast for upcoming month.

Program Coordination and Strategic Planning:

  • Collaborate with field team for effective implementation, coordination and reporting and support data sharing with country office health and nutrition coordinators.
  • Conduct regular meetings with national partners on program update and progress and make necessary adjustments to program implementation plan, as delegated 
  • Participate in coordination meetings with international and national organizations and UN agencies when delegated
  • Assist the Medical Coordinator and Nutrition Coordinator alongside corresponding managers to develop all grants start up and close out documents according to International Medical Corps policies and guidelines.
  • Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary.

Support:

  • Lead planning and procurement of operational supplies for the site in coordination program sector focal persons.
  • Ensure warehouse spot checks are conducted and share the gaps found, practicable solutions and efficient reports.
  • Integrate MEAL approaches and activities into program plans and operations, outlining how MEAL will be implemented at each stage of the program cycle.
  • Create an environment where personnel adhere to and respect security procedures

Reporting:

  • Responsible for the accuracy and veracity of data collected from health facilities through his/her technical team 
  • Ensures that data are summarized into field reports using data collected, providing relevant analysis and interpretation on morbidity trends taking into consideration contextual information
  • Review and complete relevant activity reports to include training, supervisory and site visit reports prior to submission to the field site coordinator and technical supervisor 
  • Monitor and analyze data with technical team to flag possible outbreaks during the emergency phase

Capacity Building: 

  • Responsible for his/her own personal and professional development by regularly attending learning opportunities online or face-to-face
  • Take lead in identifying professional and technical training needs for his/her team 

Other Duties:

 Minimum Qualification, Skills and Experience Required:

  • Education: Bachelor’s degree in public health, Nutrition, Social Sciences, or a related field; master’s degree preferred.
  • Experience: Minimum of 5 years of experience in project management within the humanitarian sector, with a focus on health and nutrition programs.
  • Technical Skills: Strong understanding of health and nutrition programming, M&E frameworks, and donor compliance.
  • Management Skills: Proven experience in team leadership, staff development, and capacity building.
  • Communication Skills: Excellent written and verbal communication skills in English; proficiency in Arabic is a plus.
  • Interpersonal Skills: Ability to work effectively with diverse teams and stakeholders in a challenging environment.
  • Cultural Sensitivity: Understanding of the local context in West Darfur and ability to work respectfully with local communities.
  • Language: Fluency in written and spoken Arabic and English is required. 
  • Strong problem-solving and decision-making skills.
  • Flexibility and adaptability in a fast-paced and dynamic work environment.
  • Commitment to humanitarian principles and a passion for making a difference in the lives of vulnerable populations
