Background: Key Working Relationship: Internal: The HPM will be working closely with staff in field and country offices (Programmes, Finance, Operation, HR, PDQ and Head of Programmes) and East Africa Regional Desk Coordinator. External: The HPM will need to establish good working relationships with local implementing Partner, IR partner (IRUSA), Government representatives and other stakeholders. Scope of the Role: Reporting to the Head of Programmes and will work to ensure the effective management of all the Humanitarian/Emergency projects including Floods and Refugee Response across Sudan funded by IR Partners and other institutional donors. The HPM will ensure the all the emergency projects meets Islamic Relief Worldwide and donors Quality Standards and international Codes of Conduct. The HPM will be responsible for all the projects scope, budget and reporting and adheres to the policies of Islamic Relief and the Government of Sudan. Responsibilities for Resources: Budget holder for the project with a value of USD 2.5M Key Accountabilities: The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, honest, respect and fair treatment of his / her colleagues and staff. Key Objectives: The Humanitarian Programme Manager will strengthen the organization’s position, performance and reputation through: Manage and lead all the Humanitarian/Emergency projects execution and ensure efficiency in the processes and effectiveness in achieving the planned objectives in a manner to reach the desired outcomes and impact. Manage all the project budgets, the project risks, the project security matters, and the affairs of the implementing partner (National NGO). Ensure prompt and accurate reporting on all the projects to all concerned parties at the IRW Sudan Country office, Regional Office, Donor and the Government of Sudan as deemed required by each. Responsible to ensure representation of the projects in all related coordination structures at CO and FO levels as well as to ensure effective liaison on behalf of the projects at all levels and with all to whom the project is of concern. Donor reports for the project Support the Programme Development and Quality (PDQ) team whenever required – notably in drafting assessment, reviews and evaluation terms of reference (ToRs) as well as reviewing donor reports

Duties and responsibilities:
The Humanitarian Programme Manager (HPM) is accountable to fulfil his/ her roles and responsibilities in line with IR’s code of conduct, values and principles, and to report to the line-manager regularly on the basis of annually defined key performance indicators (KPIs). Leadership Role: - Provide leadership to the planning, implementation, coordination and reporting on the flood disaster response
- Ensure that the humanitarian response interventions are timely, efficient and addresses the needs (lifesaving and protection) of the affected population
- Conduct needs assessments in the areas of humanitarian response including floods, refugee influx and ensure the findings inform the write up of concept notes, proposals and budgets
- Monitor the implementation of the humanitarian response projects ensuring that they conform to the SHPERE, and CHS standards.
- Write and share weekly and adhoc humanitarian updates A recovery and resilience plan linked to the emergency phase with clear framework including resources required and delivery timelines
Stakeholders Management: - Have solid working relationship with all key stakeholders
- Manage communications and ensure stakeholders are aware of all project activities and progress and are in a position to accept all project deliverables
- Manage information flows between country office/Head of Programmes and all the Humanitarian/Emergency projects
Programme Management: - Develop and manage detailed periodic work plans for all the projects and enforce adherence of all to the plan and subsequently approved amendments. Significantly assist the projects teams in developing, documenting and maintaining sound projects resources management plans
- Manage the budget for all projects, including procurement management, and ensure avoidance of over/under expenditure; ensure judicious expending of all the projects funds; and demonstrate value for money in the outcomes and impact of all the projects.
- Manage projects risks, funding, and ensure keeping all concerned are accurately and promptly informed about the status of all the projects.
- Lead the humanitarian programme team develop their knowledge and skills of appropriate nature to the various projects.
Monitoring Evaluation, Accountability, Learning and Reporting: - Support the country and field MEAL Coordinator/Officer and project staff in maintaining projects’ monitoring, evaluation and accountability tools
- Develop and maintain projects reporting protocols, both narrative and financial, and ensure accurate and prompt reporting to all concerned (IRW, donors, Government of Sudan, and other projects stakeholders).
- Ensure that lessons learned are captured and properly documented and archived by carrying out regular project/programme reviews
Personnel and Resources Management: - Involved in all projects staff recruitment and selection.
- Identify the needs and support development of staff and partners to increase their competence project delivery
- Lead and motivate humanitarian programme management team.
- Ensure safety and security for all personnel comply with IRW standards.
- Work closely with Operation and Finance teams at both FO and CO levels in developing supplies, service and works request for quotations (RfQs)/bidding documents as well as contracts in line with IR Sudan procedures and requirements. Ensure efficient and effective purchase order and contract management.
Representation and Coordination: - Manage projects’ representation matters and ensure attendance of all relevant coordination forums and events at IR Sudan CO & FO levels.
- Develop and maintain processes to ensure exert of high value liaison effort with Government Authorities, the donor, humanitarian community etc. on matters related to the projects
- Liaise with the relevant stakeholders including donors, learning institutes, UN and NGO representatives for identifying opportunities, synergies and partnerships for IRW Sudan projects.
Travel: The Humanitarian Programme Manager is based in Country Office (Port Sudan or Gadaref) and will be required to frequently travel within the States to the field locations specially wherein the humanitarian/emergency response is in place or to be placed. Others: Any other functions and responsibilities of appropriate management assigned by the supervisor, including and not limited to: - Programmatic support to IR Sudan CO secure funding for Humanitarian/Emergency programme; coordinate with donors and support to develop high quality proposals. Support the CO to ensure high quality donor reports for all the projects

Minimum Qualification, Skills and Experience Required:
QUALIFICATIONS, EXPERIENCE AND PERSONAL SPEFICATION Essential Qualifications: Post graduate degree in humanitarian, development, social science or any relevant field. Experience can substitute for a formal qualification but not vice versa. Experience: - Substantial senior management experience in developing countries and/or countries in transition / conflict. - Progressive experience in humanitarian/emergency or disasters programme management
- Experience in managing programme/project funded by institutional donors SIDA, UN Agencies, etc) and IR partners. –
