Duties and responsibilities:
Main Purpose The purpose of the Liaison Officer is to maintain strong links and communication with all relevant actors and stakeholders that are necessary to ensure the smooth running of INTERSOS operations in the area of responsibility: administrative, political and military actors, communities, elders, etc. He assists the HoM and the HoB in the day-to-day relations, in order to guarantee the consistency of the flow of information. The liaison officer ensures that the mission, mandate and programs of the organization are properly communicated to relevant stakeholders in the intervention area. He/She is responsible for ongoing liaison with national stakeholders ensuring that program activities are communicated in an effective and efficient manner across all local actors as well as to the international community, when necessary and always act in accordance with INTERSOS’s Code of Ethics. He/She ensures and confirms INTERSOS’ commitment to neutrality, impartiality, independence and humanity. Tasks
- Assists HoM and Emergency Coordinator for risk assessment and analysis, especially related to dealing with authorities;
- Ensure excellent relations with different parties, actors and stakeholder and communities, while refraining from any type of side-taking or political activism;
- Supports HoM and HoB to obtain, timely and smoothly authorizations, permits and approvals for implementation for projects, project activities and team movements;
- Translates, deposes, follows and obtains legal administrative documents related to the implementation of programs in collaboration with the different technical departments
- Secures timely report submission to relevant authorities: yearly, mid-yearly and possibly ad hoc reports requested;
- Organizes and attends meetings with different stakeholders upon request of INTERSOS HoM and Emergency Coord; collecting/preparing talking points and report on outcomes of meetings;
- Attends meetings and trainings related to security, safety and access and ensures timely information and knowledge transfer;
- Briefs new expatriates and other relevant staff on authorities/local institutions and local/political environment
- Support HoM and HoB in the identification and resolution of humanitarian access constraints.
- Plan, coordinate, and supervise the supply activities of the base and define the level of priority. Implement the adequate tools and procedures
- Carry out local purchases (RFQ and Direct Purchase) for goods and services in respect of INTERSOS and donor requirements and ensure that the line manager is aware of any problems linked to the quality or availability of the items to be purchased
- Follow up on the payments of all suppliers and collect all the necessary supporting documents from them i.e. receipts and delivery notes. Ensure before any payment is made all originals are in the coordination office
- Submit purchase requests, if requested by the Mission
- Ensure the installation and maintenance of functional office space(s) and guesthouse facilities with adequate living conditions and in accordance with INTERSOS minimum standards and brand identity manual

Minimum Qualification, Skills and Experience Required:
Education - Desirable finance, business or administration-related diploma
Professional experience - Minimum two years relevant work experience in similar jobs (liaison)
- Previous working experience with other Italian INGOs is considered an asset
Professional requirements - Essential computer literacy (financial DB, word, excel and Internet)
- Knowledge of the structure of governmental stakeholders in Sudan
