 Background:

Functional Summary

The purpose of the position is supporting with the design, planning and delivery of monitoring, evaluation, accountability and learning activities/tasks across QRCS Sudan program and interventions, in line QRCS MEAL policy and guides, and in reference to approved project proposals. The QRCS Sudan programs focuses on dignified and secure access to various sectors’ supplies and services. 



 
 Duties and responsibilities:

Under the guidance and supervision of the QRCS Sudan Head of Programs (HoP), the Monitoring, Evaluation, accountability and Learning (MEAL) Coordinator is expected to satisfactory deliver the following key functional areas of responsibilities through the respective specific tasks:

 

Strategy Development and Program Design:

  • Contribute to the conceptualization and evolution of the country strategy, define the country programming in a collaborative way ensuring program relevance, appropriateness and accountability among the country program team. 
  • Design MEAL system and lead required needs assessments, baselines, mid-term reviews and evaluations related to all sectors / programs. 
  • Support Program Team, and Partners, in development of criteria, tools and methodologies for assessment and beneficiary selection.
  • Assist the HoP in the developing sound projects and drafting the project design, monitoring, and evaluation tools (e.g. project logical frames, work plan and MEAL plans). 
  • Lead in developing the MEAL tools depending on project requirements for the internal and partner. 

Monitoring and Evaluation:

  • Lead in routine assessments (PDMs, feedback surveys, satisfaction surveys, etc.) from planning to reporting. Provide technical support to QRCS Sudan program and partner teams. 
  • Lead in the tracking of projects/programs achievements referring to the work plans (activity timeline) and log-frame/MEAL plan (indicators status).
  • Actively lead the planning and the delivery of the program periodic reviews – support sectors coordinator in reporting their sector quarterly achievement
  • Review all projects monthly reports and actively participate in the HQ organized monthly monitoring meetings and address the meetings’ action points.
  • Assist the HoP in reviewing all projects’ internal and external periodic reports (bi-monthly, quarterly and others), in compliance with reporting requirements (e.g. schedule and templates) 
  • Conduct data quality assurance on all activities, including auditing data quality and making regular field visits.

 

Accountability and Learning:

  • Liaise with HQ MEAL team Sudan Sector Coordinators, to establish limited resources consumed and stakeholder-friendly community feedback mechanism (CFM); roll-out and system functioning)
  • Assist the HoP in planning and leading lessons learned and program review workshops (including presenting results of assessments to Sector Coordinators and program staff)
  • Document and share results of indicator tracking and other assessment results regularly with program teams.
  • Ensure that all of project database are set-up and updated regularly on the ERP system.
  • Support the HoP in training the staff on key accountability and quality tools/standards (e.g. CHS) and ensure the staff maintenance and adherence to QRCS program performance standards.

 

Finance, Logistics and Human Resources: 

  • Adhere the financial, logistical, and human resources procedures as stated on the respective policies, guidelines, and standard operation procedures (SOPs) 
  • Raise all requests for MEAL service resourcing and monitor and assess the quality of service delivery made by engaged consultants /service providers requests for payments based on the actual deliverables and relevant contractual articles (seek HoP’s and/or Logistics Coordinator’s support when required).
  • Provide necessary MEAL technical training and develop appropriate technical guidelines and materials to QRCS and partner’s staff.
  • Periodically monitor the financial expenditures of MEAL activities across all projects and timely initiate the pending MEAL activities referring to MEAL plans.

 

Coordination and Representation: 

  • In coordination with other sector coordinators, explore the options of developing, designing, planning and implementing integrated and coherent multisector programs, Moreover, keep coordinating with program support teams to ensure timely effective support to FSL projects.
  • Ensure effective stakeholder participation throughout the project implementation.
  • Participate in QRCS team joint field visits for different purposes and contribute to the achievement of the joint visits’ objectives.
  • Upon request, actively participate in cluster meetings at national and state level (when you are visiting the states). Provide the required support to ensure QRCS projects are well-coordinated with other actors’ similar projects.

 
 Minimum Qualification, Skills and Experience Required:

  • University degree in relevant field (development or social research preferably with a focus on monitoring and evaluation as well as compliance issues) or equivalent professional qualifications.
  • Minimum 3 years of relevant work experience – preferably from a senior level project/program MEAL position in a humanitarian/recovery context (preferably previous experience in MEAL related issues in Red Cross and Red Crescent movement, NGOs, UN Agencies is preferable) 
  • Knowledge and adherence to humanitarian standards and guidelines such as CHS, SPHERE… 
  • Excellent skills in MS Word, Excel and PowerPoint, KOBO Software. Knowledge of data analysis practices and tools
  • Demonstrated leadership skills (either with field-based staff, enumerators, or others)
  • Practical experience in budget planning and management
  • Language – proficiency in Arabic and English (written and spoken)
  • Demonstrated ability to work as part of a team in a cross-cultural and highly intense and fluid environment.
  • Excellent facilitation skills and willingness to deliver FSL training and other presentations to partners, technical counterparts as well as targeted communities. 
  • Demonstrated attention to details, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
