 Background:

CHILD SAFEGUARDING: 

Level 3 - The responsibilities of the post may require the post holder to have regular contact with children or young people and, in the overseas context all posts are considered to be level 3 posts in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.

ROLE PURPOSE: 

Under the overall guidance and supervision of the Head of Safeguarding, the Roving Safeguarding Coordinator is responsible for implementing safeguarding initiatives and awareness-raising campaigns within the Rest of Sudan area. This role serves as the primary liaison between the community and the safeguarding team, ensuring that concerns related to safeguarding are effectively communicated and addressed. The Roving Coordinator plays a critical role in fostering a culture of safety and accountability within the community, managing safeguarding focal persons in the region, and overseeing case management and risk management processes. 



 
 Duties and responsibilities:

Functions / Key Results Expected

Management of Safeguarding Focal Persons:

  • Oversee and support safeguarding focal persons in the Rest of Sudan area, ensuring they are equipped to carry out their roles effectively.
  • Provide training and resources to focal persons to enhance their capacity to address safeguarding issues and promote awareness in their respective communities.
  • Facilitate regular meetings with focal persons to discuss challenges, share best practices, and coordinate efforts in safeguarding initiatives. 

Training and Capacity Building:

  • Design and deliver training programs on safeguarding and safe programming for staff, suppliers, and community partners.
  • Assess training needs and adapt materials to ensure relevance and effectiveness in various contexts.
  • Promote a culture of continuous learning and improvement in safeguarding practices among all stakeholders.

Case Management and Investigation:

  • Establish and oversee a case management system for reporting and responding to safeguarding concerns.
  • Conduct thorough investigations into safeguarding incidents, ensuring confidentiality and adherence to legal and ethical standards.
  • Provide support and guidance to staff involved in safeguarding cases, including victims, witnesses, and alleged perpetrators.
  • Collaborate with relevant stakeholders, such as HR, legal, and external authorities, to ensure appropriate actions are taken.

Risk Management:

  • Monitor and assess safeguarding risks within the organization and its programs.
  • Develop and implement risk mitigation strategies and measures.
  • Regularly review and update safeguarding policies and procedures to address emerging risks and best practices.
  • Maintain a risk register and ensure appropriate actions are taken to address identified risks.

Safe Programming:

  • Ensure that all programs and activities are designed and implemented with a strong focus on safeguarding principles.
  • Collaborate with program managers and sector leads to integrate safeguarding into program design, monitoring, and evaluation.
  • Develop and implement sector-specific safe programming materials and training.
  • Monitor and evaluate the effectiveness of safe programming measures and make recommendations for improvement.

Collaboration with Stakeholders:

  • Work closely with local partners, NGOs, and community groups to enhance safeguarding efforts and share best practices.
  • Participate in local meetings and forums to advocate for safeguarding issues and represent the interests of the community.

Participation in Meetings:

  • Actively participate in kick-off meetings, quarterly review meetings, and operational meetings to ensure that safeguarding is reflected in all discussions and decisions.
  • Advocate for the integration of safeguarding considerations into project planning and implementation.

 Minimum Qualification, Skills and Experience Required:

Qualifications/experience required:

  • Education: Bachelor’s degree in social work, community development, human rights, or a related field.
  • Experience: Minimum of 3 years of experience in community engagement, safeguarding, or a related field, with demonstrated experience in implementing awareness campaigns.
  • Knowledge: Understanding of safeguarding principles and practices, particularly in humanitarian or development contexts.
  • Skills: Excellent communication and interpersonal skills, with the ability to engage effectively with diverse community members. Strong organizational skills and the ability to manage multiple tasks.
  • Languages: Proficiency in English and Arabic, including excellent writing skills in both languages, is mandatory.
  • Ability to Travel: Willingness and ability to travel within the Rest of Sudan area as required.
