1. Project Planning, Implementation, and Technical Supervision - Support the management and coordination of IWRM/WASH activities across the country, including both programmatic and technical aspects.
- Provide direct supervision and technical oversight to project staff and technical teams in the field, ensuring the quality implementation of WASH and IWRM interventions.
- Develop and update technical documents such as drawings, bills of quantities, and tender documents, and supervise the provision of materials for WASH infrastructure (boreholes, dams, hafirs, etc.).
- Ensure that WASH projects integrate water resource management practices that promote sustainability and resilience in target communities.
- Coordinate with other sectors (health, nutrition, food security, protection, etc.) to ensure WASH interventions are aligned with broader humanitarian or development goals.
- Ensure the inclusion of cross-cutting issues such as gender, protection, disability inclusion, and environmental sustainability in all stages of project planning and implementation.
2. Stakeholder Engagement and Capacity Building - Build strong partnerships with government counterparts, national stakeholders, and community groups to facilitate program implementation and build capacity in IWRM and WASH practices.
- Lead the development of catchment and IWRM plans with local communities, providing technical guidance on water resource management and planning.
- With the technical specialist's support, organize and deliver capacity-building programs and training materials on IWRM, water infrastructure maintenance, and hygiene promotion to LM WASH staff, stakeholders, and communities.
- Train local communities and partner organizations on water infrastructure operation, maintenance, and management to ensure sustainability.
3. Monitoring, Evaluation, and Reporting - Monitor the progress of IWRM and WASH projects through field visits, data collection, and technical assessments, ensuring compliance with both national and LM International standards.
- Develop monitoring criteria and schedules for ongoing projects, including baselines and performance indicators, to track progress and impact.
- Support in project reviews and evaluations, contributing to organizational annual reviews and project-specific evaluations.
- Prepare high-quality reports for internal and external stakeholders, including donors, within agreed reporting cycles and standards.
- Ensure proper documentation and archiving of all project activities, engineering designs, and reports.
4. Resource Mobilization and Proposal Development - Support researching potential donors and funding opportunities and develop concept notes and proposals to secure resources for IWRM and WASH interventions.
- Assist in drafting technical inputs for project proposals and fundraising briefs to support the expansion of IWRM/WASH activities.
- Contribute to preparing project budgets and resource allocation plans for WASH and water infrastructure projects.
5. Emergency Response and Humanitarian Assistance - Act as the technical lead in WASH and water resource interventions during emergencies, such as floods or droughts, ensuring the delivery of immediate water and sanitation services to affected populations.
- In liaison with the MEAL department, conduct WASH assessments in emergency settings, identify immediate needs, and coordinate the procurement and distribution of hygiene kits, water treatment supplies, and other materials.
- Ensure inter-sectorial coordination in emergency responses, collaborating with other sectors to maximize impact and avoid duplication of efforts.
- Integrate cross-cutting issues like gender, protection, environmental impact, and inclusion of vulnerable populations in emergency response activities to enhance the sustainability and reach of interventions.
6. WASH Cluster Support (National and Sub-National Levels) - Contribute to providing technical and coordination support to the WASH Cluster at both national and sub-national levels.
- Collaborate with WASH Cluster members, other humanitarian actors, and government bodies to assess WASH needs, design responses, and monitor progress.
- Participate in WASH Cluster coordination meetings, both national and subnational, contributing to strategy development, resource mobilization, and reporting.
- Support the cluster in emergency response coordination, ensuring the dissemination of technical guidelines and standards for water and sanitation interventions.
- Facilitate the sharing of best practices, lessons learned, and technical expertise within the cluster to strengthen national and sub-national WASH capacities.
- Participate in the technical working groups and contribute to the development of WASH Cluster strategies, plans, and guidelines. Support the coordination and implementation of water and sanitation activities.
7. Administrative and Organizational Representation - Represent the organization at relevant meetings, conferences, and events with donors, government officials, and other stakeholders.
- Support the development of articles, case studies, and human-interest stories highlighting the impact of IWRM/WASH interventions, contributing to organizational visibility and advocacy efforts.
- Perform any other duties as assigned by the management.
