 Background:

Cooperazione Internazionale (COOPI) is an international Italian NGO established in 1965. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Sudan started its operation in 2004 and has been primarily implementing emergency, relief and early recovery programs in water hygiene and sanitation, food security and livelihood, nutrition and protection sectors. COOPI is currently implementing several projects in North Darfur, Gadaref and Khartoum in the sectors of WASH, Food Security and Livelihood, Climate Change adaptation, Disaster Risk Reduction (DRR) and Refugee Response.

The Project Manager is responsible for the overall planning, implementation, monitoring, and oversight of the AICS Project (Protection/DRR/WASH). The employee carries out duties independently under the guidance of the Area Coordinator, supervises and coaches project staff, maintains contacts with internal and external stakeholders, and ensures project as well as the respect of COOPI and donor procedures and requirements. He/she will be responsible to:



 
 Duties and responsibilities:

Project Strategic Management: 

  • The Project Manager is responsible to ensure the planning, implementation, monitoring, and reporting of project activities; 
  • Advise and make recommendations to the Area Coordinator on how to best carry out activities, implement projects in respect of deadlines and expected results, and on how to improve the project management and results;
  • Proactively identify project needs, performance, gaps, risks and other issues and discuss them with the Project Manager on how to best handle them;
  • Liaise with internal and external stakeholders to ensure the timely completion of project phases and activities;
  • Take into consideration and incorporate the of Area Coordinator’s guidance in all relevant aspects of the management of the project. 

Planning:  

  • Plan activities and issue a weekly programmatic planning; 
  • Design, plan, and organize field and assessment missions to reach project objectives; 
  • Develop weekly activity plans for the staff and share them with COOPI Project Manager;
  • Coordinate the movement of the staff in line with working plans, and ensure to liaise with PMU logistics and Area Coordinator;
  • Support project staff and Community Mobilizers in the planning and implementation project and sectoral related activities.
  • Develop Intermediate and Final report to be submitted to the Donor in coordination with Head Of Programs and Area Coordinator

 

Implementation & Monitoring: 

  • Oversee the implementation of activities, either remotely and by making regular field visits to project areas, and adjust the planning and activities whenever necessary to achieve set objectives and results;
  • Ensure regular contact with the project team to support them in the proper implementation and monitoring of activities;
  • Support the technical team by providing tools, format and guidance, specifically for WASH and Shelter activities;
  • Ensure that the project team meet standards and achieve set goals by adhering to the best implementation practices and/or guidelines;
  • Monitor progress of partner’s activities and promptly report on delays or diversion from what planned;
  • Follow up and ensure that all contractors are providing services and confirm expected deliverables;
  • Responsible to monitor activities, provide updated data on the project, and to ensure that proper tools are used;
  • Produce monitoring checklists;
  • Facilitate the collection of qualitative and quantitative data relevant to the project;
  • Collect relevant information from the field as part of needs assessment and perform the analysis of data collected; 
  • Organize ad hoc field assessment and conduct field joint assessment on quarterly base, providing feedbacks and recommendations for timely improvement in collaboration with COOPI MEAL Team;
  • Update regularly the Project M&E Plan;
  • Contribute to ensure that project visibility and communication requirements are followed.

 

Reporting:  

  • Ensure proper and accurate reporting on project activities, in line with donor and COOPI’s requirements; 
  • Collect, consolidate, and review weekly activity reports from field staff and technical activity reports. Send them to the Area Coordinator;
  • Produce assessment, field visit reports, minutes of meetings whenever requested and needed; 
  • Maintain the project documentation and reports in order and ensure proper filing;
  • Write narrative report on project activities and submit to Area Coordinator for approval;
  • Ensure that project activities will be carried out in the respect of donor’s and COOPI’s policies, requirements, and objectives. 

 

External Coordination: 

  • Schedule and attend meetings (internal, cluster, project stakeholders, donor, etc.); 
  • Represent COOPI during meetings whenever required; 
  • Communicate with stakeholders regarding project needs and goals;
  • Prepare and ensure follow-up of Technical Agreements and MoUs with external parties; 
  • Oversee the work of stakeholders, local organizations and partners involved in the implementation of the project and manage contractual terms and expected completion of project phases and results. Ensure accurate reporting from external parties; 
  • Coordinate with humanitarian organizations and relevant stakeholder for the improvement of activities and communication among targeted beneficiaries, project stakeholder, governmental and non-governmental institutions;
  • Contribute to ensure good relationships with authorities, institutions, and project beneficiaries. 

 

Other:  

  • Oversee procurement and expenses linked to the project, contributing to the proper financial management of the project, budget follow-up, and financial reporting in line with donor and COOPI’s requirements; 
  • Coordinate, support and supervise project team members under his/her supervision, ensuring normal employee management duties (work planning, performance, administrative management, etc.); 
  • Participate in drafting concept notes and project proposals. 

 

General Duties: 

  • Is aware of COOPI’s objectives and activities in Sudan.
  • Respects security rules at all time.
  • Pledges to respect and act in accordance with COOPI’s Code of Ethics, PSEA Policy, and other applicable organizational policies.
  • Replace other employees in their absence when necessary.
  • The staff member may be asked to perform duties and tasks not covered in this job description as well as to provide support to other functional units when requested and necessary.

 
 Minimum Qualification, Skills and Experience Required:

  • Master’s Degree in Social Science, Development Studies, Natural Resource Management, Engineering or any other relevant field; 
  • Minimum of 5 years of relevant experience in the implementation and management of development programs, notably in managerial positions, or similar duties; 
  • Experience in Protection and CVA programs is required
  • Experience in implementation of DRR programs is an advantage
  • Experience of coordination with local partner is an advantage
  • Minimum of 3 years of experience with international NGOs in Sudan, preferably more;
  • Advanced working proficiency in the use of Microsoft Office (Word, Excel, PowerPoint) and Outlook; 
  • Advanced written and spoken English, excellent Arabic proficiency; 

Proven capacity to work in a team;
