 Background:

The Senior Liaison Coordinator plays a key role in WVS efforts to facilitate structured engagement and strengthen relationship with government authorities. The Senior Liaison Coordinator will support engagement and relationship building between WVS and the host government authorities including Local administrations and facilitate and guide efforts to build collaborative partnerships. The Senior Liaison Coordinator will process all international staff and visitor’s visa and work residency permits that include all required steps followed by the immigration’s rules and regulations. The Senior Liaison Coordinator will facilitate all government liaison processes and communications such as following up on the Technical Agreements, renewals, memorandum, Security permits, Visas program related/non-program related correspondence with government-concerned authorities; moreover, handling communications with government officials of different authorities in a way that best represent WVS and maintain good relationship with the government stakeholder. international and local staff.

40%Government Engagement and Liaison
  • Identify and establish key government requirements necessary for the WVS continued operations in country.
  • Build and maintain positive and harmonious relationships with relevant governmental bodies
  • Work with the Response Director, line manager and programs teams to identify key government authorities relevant to WVS program implementation
  • Compile and communicate relevant policy changes, governmental strategies to feed into management planning for program support and advancement
  • Work with Field management to assist field programs in building and maintaining good relationships with local governmental authorities and other influential partners.
  • Ensures that all WVS program staff know and are aware of the procedures and the steps to follow to sign project Technical Agreements, ensuring where possible, that agreements are prepared before the implementation start so that WVS does not face difficulties or complications with the government authorities and other stakeholders.
  • Develop engagement strategies for each of the relevant government authorities and document key processes relevant to WVS operations.
  • Ensure quality information management through regular maintenance of submission trackers.
  • Proper management of all internal and external official communication are well archived both soft and hard with reference coding approach.
  • Manage timely and accurate response to government orders, information, documents, and official letters related to WVS programs.
  • Facilitate compliance of programs with government requirements and raise issues affecting compliance to the line manager and the Response director.
  • Assist programs in preparing, reviewing, and documenting Memorandums of Understanding, Collaborative Agreements, and subsequent modifications as needed, with the host government
  • Facilitate obtaining team’s movements and permits for program operation and activities implementation in the targeted areas with the relevant stakeholders and government authorities.
  • Facilitate and coordinate visits of government authorities to WVS field operations and vice versa
  • Networking with other INGOs Liaison staff, United Nations Agencies and LNGOs for information gathering,
  • Sharing and triangulation during crisis and other emergencies that WVS requires external support.
  • Processing of Custom clearance permit of materials arriving from abroad.
  • Arrangements of Events: Responsible of arrangements of events permissions from HAC and other related authorities for workshops, meetings, and training etc.
  • Liaise and Coordinate meetings for WVI and other stakeholders, and establish liaison with Embassies and Government institutions.
  • Develop and foster relationships with the community, stakeholders, and other entities
  • Collect, analyze, and utilize data and feedback to identify opportunities to improve the relationship between WVS and the other entity
  •  Perform other liaison related duties as requested

Visas & Work permit Management:

 

  • Responsible of Visas Process (Entry/Exit Visas) immigration clearance procedures and provide regular update to international staff (validity and ensures timely renewal). Include national staff
  • Responsible: Processing requests for internationals staff to obtain foreign visas for travel through   Foreign Embassies present in Khartoum.
  • Responsible: Processing domestic travel permits for international staff to different States
  • Follow-up with government authorities on pending approvals for WVS visas, registration, tax clearances documents, etc
  •  Translation of visitors' documents needed for visa processing. Process general translations (English to Arabic and vice versa) when requested by staff.
  • Updating of contact list for the key stakeholders and government authorities
  • Organize all paperwork related to Work Permits and Residence Visas, 

 

5%Annual Registration Renewal
  • Support the on the yearly annual registration
  • Follow with relevant department the required documents for the registration renewal as appropriate.
5%Payments &Cash Advances
  • Responsible to process payments and fees to the relevant government ministries including immigration department and Ministry of Labor and other relevant department contracted service providers and payments for all Admin initiated works 
  • Cash Advance: Follow the process, receive, handle, and clear cash advance used for immigration and non-immigration affairs matters.

 

 10%Reporting & Problem Solving 
  • Provide regular and weekly updates to the relevant stakeholders about news/changes on HAC/JPC policies.
  • Provide P&C on a monthly basis with International staff list and their status in the country using shared folder.
  • Compile reports about particular incidents, events, or updates about an important issue for the business
  • Proactively solve conflicts and address issues that could occur between WVS and the other entity
  • Promptly respond to incidents and other events as necessary using knowledge gained & networks connection.

 
 Minimum Qualification, Skills and Experience Required:

  1. Bachelor's degree in business administration or equivalent.
  2. A valid driver’s license

  1. 2 years’ experience working as government liaison
  2. Knowledge and understanding of government processes
  3. Solid skills in negotiation and communication
  4. Strong MS office and the ability to use technology to collaborate
  5. Excellent planning and organizing skills.
  6. Ability to work effectively and collaborate with others
  7. Ability to maintain confidentiality and foster trust and respect.
  8. Self-motivated, highly organized and detail oriented.
  9. Flexible, comfortable with deadlines and able to work well under pressure.
