PROGRAM SUMMARY: 

 

The Women’s Protection & Empowerment (WPE) program works to improve the health and safety of, and support social and economic empowerment among, vulnerable women and girls through activities aimed at preventing gender-based violence (GBV), responding to the case management and psychosocial support needs of GBV survivors, building skills and assets, and addressing the specific needs of adolescent girls. Women and girls face increased risk of GBV in settings affected by natural disaster, conflict and displacement, including sexual abuse and exploitation, intimate partner violence as well as economic and emotional abuse. 

 

In Sudan, the IRC is working directly and in partnership to protect and empower women and girls throughout the most crisis-affected areas of the country. As one of the most established specialized GBV service providers in the country, the IRC is working to meet the immediate and long-term needs of women and girls who have experienced GBV in acute and protracted emergency contexts, reduce the risk of violence, and foster respect for women’s rights and gender equality in the home and within and among communities. 

Women’s Protection and Empowerment (WPE) will establish a safe space for the IDPs, and refugee women and girls living in Khartoum and River Nile states. Within the safe space, the WPE Program aims at increasing access of women and girls to psychosocial and Gender based violence (GBV) case management services and enable communities to identify and mitigate safety and security risks faced by women and girls. All programming is implemented using survivor-centred approaches that prioritize confidentiality, dignity, safety, and respect. In response to the recent explosion in Beirut, as part of the IRC Emergency Response, WPE will be providing direct response to women and girls through the deployment of Rapid Response Teams.

 

Main Purpose of Job: 

 

The WPE Manager will be supervising and coordinating WPE program activities implemented in River Nile and Khartoum states. She will lead program implementation, build the capacity of staff and local partner to provide direct support to women and girl survivors of Gender Based Violence, Mentor, supervise and monitor activities, and ensure financial and logistical controls are implemented according to the IRC protocols. She will be the main focal point of IRC partner in River Nile and Khartoum States. 



 
 Duties and responsibilities:

Technical Quality.

  • Provide technical guidance, oversight, and support to WPE staff and other field sites as needed to improve the provision of quality case management and psychosocial support services to meet the needs of women and girls in accordance with best practice and IRC policy.
  • Ensure that ethical and sound data collection and information management systems (GBV-IMS) are in place for appropriate violence against women and girls (VAWG) analysis, planning, evaluation, and advocacy.
  • Ensure regular communication with Integrated Protection Coordinator and /or WPE technical Unit to integrate appropriates technical unit priorities in Program design.

Program Management.

  • Oversee program implementation through mentor, monitor and support staff to achieve the quality GBV services in emergency and programing, visits with staff in site to ensure quality of the program.
  • Lead in program development of annual work plan, procurement, spending plan and oversee work plans coincide with timelines of projects and correct coding of project activities.
  • Manage the relevant project budget; Oversee the budget expenditures as per the donor allocation, monitor budget Vs Actual and submit BVA corrections and realignments where necessary. 
  • Compile and prepare quality monthly and interim progress reports, as well as the final report, and feed in other information as required by donors in a timely manner. 
  • Assist as required in the program development and design process through assessments, Concept note drafting, proposal writing and budget development for expanding IRC Portfolio. 
  • Lead in staff weekly/monthly meetings to discuss work plan, log frame and spending including monthly inventory and PR tracking with all WPE staffs.

Grant Planning, Implementation and Monitoring

  • Responsible for the overall achievement of project goals in River Nile and Khartoum. 
  • Support implementation and ensure adherence to grant work plans, spending plans, procurement plans as well as monitoring and evaluation plans.
  • Work closely with the Senior WPE Manager and coordinate with the Grants, Supply Chain and Finance departments to ensure compliance with grant requirements.
  • Ensure high quality IRC and donor reporting of activities, indicators and achievements.

Team support and supervision.

  • Do site visits to ensure project activities are on track and identify challenges that require immediate action. Through lessons learned.
  • Provide support and mentorship to the WPE partners
  • In collaboration with the Senior WPE Manager, Facilitate or coordinate trainings that support technical skills of staff and local partners, e.g., how to run effective focus groups discussions, conduct safety assessments, introducing WPE services, how to conduct referrals and other identified needs. 
  • Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews and ensure Performance Management Evaluation (PME) documentation for direct reports is in place and followed up regularly.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

 Finance & Logistic. 

  • Manage budgets by ensuring that all PR expenses and payments are done in accordance with IRC finance policy and review monthly BVA, submit BVA corrections request and compile its minutes. 
  • Submit salary mapping in a timely manner.
  • Ensure that purchase requests are properly filled out and submitted in a timely manner along with all necessary supporting documentations in accordance with IRC financial policies and procedures.

Coordination & Representation

  • Build relationships with partners, government, other NGOs, and UN agencies to strengthen effective GBV referral systems to ensure survivors access services in a timely and confidential manner and enhance multi-agency and multi-sectoral cooperation and coordination.
  • Coordinate and lead advocacy efforts with other actors and sectors, particularly Protection, WASH, Food and Nutrition, Shelter, Livelihoods, Health; and ensure specific measures are put in place to mitigate risks of GBV among women and girls by these sectors in line with the provision in the Inter-Agency Standing Committee Guideline for response and prevention of GBV in humanitarian settings.
  • Participate and lead in GBV Working group Coordination meeting. 

Other 

  • Ensure all activities are carried out in accordance with IRC Operational policies
  • Other duties as assigned by the supervisor to enable and develop IRC programs

 
 Minimum Qualification, Skills and Experience Required:

Minimum Qualification, Skills and Experience Required

  • Degree of Arts or Science in Social Work, Gender, Human Rights, Social Science, or another related field, desirable
  • Minimum 3 years’ experience in supervision case management and community outreach intervention. 
  • Experience facilitating group activities, trainings and workshops and mentoring others
  • Counseling or case management experience desirable
  • Clear understanding of, and interest in, violence against women and girls, the well-being of women and girls, supporting their healing after the experience of violence, human rights, and gender
  • Excellent communication skills
  • Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries
  • Positive and professional attitude, including ability to lead and work well in a team setting
  • High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to details.
  • Computer literate, including Microsoft Word, Excel, presentation and internet.
