Duties and responsibilities:
Personnel Recruitment - Conditions of employment and HR support
- Manage full-cycle recruitment process and directly recruit positions; develop candidate rosters, employ traditional sourcing strategies, actively network, and employ innovative, creative recruiting methods to hire the best talents.
- Under the supervision of the HR Manager, HR Coordinator and Country Director; fill vacancies as per the staffing plan.
- Ensure all recruitment activities are carried-out in adherence to the IRC Global Policies & Procedures
- Develop and maintain a collaborative relationship with key in country stakeholders internally and externally including universities, peer agencies, and other stakeholders as appropriate.
- Promote the International Rescue Committee brand as an employer of choice.
- Attend to other recruitment responsibilities as assigned.
- Identifies existing IRC HR resources in the country and/or region, writes job advertisements and ensures publication in appropriate print and/or online media with consider job hunting for rare capacities through online job platforms.
- Review job descriptions, prepare job advertisements and ensures publication in appropriate print and/or online media.
- Prepares shortlisting of incoming applications based on requirements or hiring criteria, gets references.
- Organizes the selection process (interview); Prepare minutes of the meeting, does reference check, and make an offer of the selected candidate.
- Prepares on boarding sessions and brief new coming staff as per the on-boarding checklist / IRC HR rules and regulations and track all mandatory trainings has been done before end of the second month from the joining date,
- Notifies unsuccessful applicants, documents the selection process, archives the documentation, and enters the data in the existing HRM month report.
- Opens personal file and checks the completeness.
- Ensures that all IRC staff with a valid contract have IRC ID cards in liaison with security.
- Ensures all employee information in the personnel file hard and soft in BOX is up to date.
- Establishes employment contracts, screening checks and registering on existing HR systems.
- Drafting separation letters and all exit documents needed per IRC polices and regulations.
- Cover for the roles of HR manager, coordinator, and Liaisons officer when they are not around.
- Share all the documents related to HR via box folder, email, teams for the HR team and other colleagues who are authorized to access HR information.
- Share staff pay slips on monthly basis, via email, or HR System PROMISE.
- Coordinate orientation sessions for new staff, National, International, and incentive workers,
- Conducting refresher trainings on IRC culture and IRC WAY EVERY day to all staff and get sure staff completed the mandatory training related through Kaya online academy.
- Participate in regular staff meetings and departmental meetings for HR, field office, and country office general or specific meetings concerning River Nile and Omdurman.
- Liaise with authorities, HAC, Labor Office, Tax, Social Insurance, Stamp of Duty Tax, and Zakat and share the necessary information whenever its possible and up to your knowledge.
- Get sure you are the 1st backstopping to listen or advise on any staff grievance and staff on the right direction to follow.
- Facilitate any group and individual staff counselling through HRC and Konterra.
The HR Officer - Draws up the appropriate contract based on national labor law and the material and formal.
- Provides support in all other organizational and administrative processing stages, e.g., monthly update of entries in HR application for national personnel.
- Updates information on employment conditions for national on personnel file in consultation with the HR Manager.
- HR instruments and procedures
- Provides support in the formulation/update human resource policies and procedures for management approval, update the employee handbook to reflect any changes in consultation with company lawyer and ensure all HR policies are duly implemented and adhered to.
- Coordinates with Team leaders and employees to ensure that HR issues, policies and procedures are in accordance with IRC culture.
- Provides support in audit preparation and attending to queries.
- Create HR Library in BOX with all contract templates, memos etc.
- Provides Support for Domestic Violence Victims (Sexual Harassment, Safeguarding and Code of Conduct).
- Other duties/additional tasks
The HR Officer - Coordination of all corona tests for all in SK.
- Deputises the Senior HR in recruitment related issues.
- performs other duties and tasks at the request of management.
Reports: - Help on MMR, Metric, CHMR data and narrative reports.
- Share data and narrative reports for Performance Evaluation.
Meetings and Events: - Facilitate IRC Way one or twice a year. base on the assessment of how staff are familiar with the IRC code of ethics.
- Attend SMT, Program operation meeting when HRC is absence from the office for any reason/s.
