 Background:

The IRC restarted operations in Sudan in November 2019 after operating from 1982 until 2009, successfully obtaining re-registration in Khartoum with the transitional government, and launching initial programs to support displaced populations in urban settings around Khartoum. 

Sudan is experiencing multiple challenges generating including macroeconomic crisis, armed conflicts and displacement, protracted refugee situations and natural disasters, as well as Covid-19. The result of this crisis is large-scale humanitarian need across the country leaving an estimated 9.3 million people in need. On top of this, In November 2020, fighting in the Tigray region of Ethiopia led to the flight of around 60,000 refugees to eastern Sudan, with planning figures estimating up to 100,000 refugees by June 2021.

Based on critical needs identified by the clusters, the IRC is currently implementing an integrated Protection, Health, ERD and WASH Programs in Khartoum and Gedaref states and starting up WASH and Health in Blue Nile state. The IRC currently has field offices in Gedaref, South Kordofan and Damazine, Port Sudan, White Nile and Atbara. 

 

Main Purpose of Job: 

 

The SC Assistant as an integral member of the Supply Chain Department holds primary responsibility for inventory and warehouse management. The role holder will be responsible for implementing the IRC inventory policies with regard to all project items including cycle count, reporting discrepancies, pharmaceutical quality assurance as well as cold chain policies where applicable.



 
 Duties and responsibilities:

Logistics Management         

You will:

  • Work with the Supply Chain Manager to analyze operational / programe needs for transport and plan appropriate fleet size. 
  • Prepare and manage Fleet movement plans including Vehicle scheduling and Requisition process
  • Ensure the implementation of IRC fleet management standards.

Vehicle management            

  • Establish mechanisms to check that vehicles are roadworthy at regular intervals.
  • Ensure timely and effective Vehicle Maintenance and repair management by identifying quality garages, supporting establishment of contracts with pre-approved garages, establishing quality control mechanisms, and undertaking performance reviews at a regular basis.
  • Oversee and ensure that maintenance has taken place and validate maintenance invoices before payment process;
  • Perform Vehicle management cost analysis and suggest improvements to reduce waste and minimize vehicle cost
  • Manage vehicle safety by ensuring that safety procedures are adhered to by all vehicle users
  • Participate in Vehicle and car hire service providers sourcing and negotiating contracts or rates with vehicle hire service providers
  • Monitor vehicle fuel consumption and identify innovative ways to reduce fuel consumption;

Generator Management      

  • Appropriate generators are procured whenever required
  • Generator Operation is done in accordance with the operation guidelines and procedures
  • Generators are maintained in good working conditions in accordance to IRC generator maintenance and Repair policy
  • That generator fuel consumption is well monitored and identify innovative ways to reduce fuel consumption 

Inventory, warehousing, and Assets Management Reporting 

  • Coordinate inventory disposal procedures
  • Conduct Asset needs assessment
  • Handle asset and property disposal, and auction management
  • With support from the SCM ensure that grant asset report is accurate, regularly produced, reviewed and approved before the Grant closing date.

The position holder will:

  • Report traffic crashes and vehicle incidents and conducts crash investigation to identify the causes and suggest preventative measures; 
  • Ensure that fleet data such as maintenance and fuel data is captured in the fleet management reports 
  • Analyze the data, and prepare and submit accurate Fleet and Asset reports to supervisor on time as per donor regulations, including generator performance reporting
  • Prepare generator usage monthly report and ensure that all the generator running hours are properly recorded.

Staff Management and Development:

  • Support recruitment and selection and (re) testing of drivers, including testing of drivers’ fitness (written tests and interviews) through the effective utilization of the IRC supply chain competency matrix.
  • Provide face to face and remote orientation to newly hired drivers.
  • Monitor the service schedule of the generator and request for the servicing of Generators ahead of time 

 
 Minimum Qualification, Skills and Experience Required:

  • Education: College degree in transport, logistics operations management or other relevant field 
  • Work Experience: At least 5 years of work experience in in fleet or transport management or logistics in a multi-cultural environment.
  • Knowledge and effective use of fundamental management concepts, practices, and procedures relative to quality and productivity improvements, training, budgeting and cost control. 
  • Holder of a valid driving license

Demonstrated Skills and Competencies:

  • Fluent English written and spoken. Knowledge of Arabic is added advantage.
  • Competent with using computers, especially Microsoft Office Word and Excel spreadsheets and Outlook.
  • Strong sense of personal integrity
  • Attention to detail and ability to multi-task

  • Excellent interpersonal and communication skills
