Generalist Field Officer

 Background:

The International Committee of the Red Cross(ICRC), an impartial, neutral, and independent organization striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person to fill the position of Generalist Field Officer in Damazin.

Purpose: 

The Generalist Field Officer directly reports to the Head of Sub-Delegation (HoSD) in Damazine. S/he plays a key role in supporting ICRC management in establishing a network of contacts at local/regional level and facilitates interactions with key interlocutors who are essential for the implementation of the ICRC’s operational strategy (e.g., government officials, tribal and community leaders, armed actors, etc.). S/he has an additional crucial role in managing operational communication, representing the ICRC and explaining the ICRC’s role, mandate and activities to the aforementioned actors, and in context analysis. Furthermore, the Generalist FO contributes to the ICRC’s security framework and day-to-day security management in the east of Sudan.



 
 Duties and responsibilities:

  • Actively networks with key actors in the region, contributes to stakeholder analysis and maintains an operational dialogue with security interlocutors. 
  • Leads and participates in internal and external meetings with municipal/regional authorities, local/regional Red Cross/Red Crescent Society branches and the population.
  • Collects and compiles information about ICRC’s humanitarian interventions and contributes to written reporting.
  • Contributes in a delegation or sub-structure to implementing (or implements) and following up of various field activities, in accordance with our operational objectives.
  • Monitors the humanitarian environment and needs, and analyses the security, socio-economic, cultural, and political environment as relevant to the ICRC. 
  • Develop and maintain contacts with local authorities, national society (NS) branches, community leaders, and armed actors across the Area of Responsibility (AoR) in direct coordination with the HoSD.
  • Organizes dissemination sessions focused on the ICRC’s mandate and activities in the Blue Nile and to pass key messages on respect for IHL and the ICRC’s role as a neutral and independent humanitarian actor distinct from other organizations in the region.
  • Contributes to the development of the structure’s operational communication plan and regularly identifies new target audiences.
  • Compiles thorough and detailed written reports on all meetings, workshops, and events to be shared with the structure’s management.
  • Contributes and participates to security analyses and reports any changes in the situation to the HoSD in writing (or via phone depending on urgency of situation).
  • Flags and proposes recommendations to improve any passive or active security measures within the sub-delegation or in the various structures where ICRC staff may overnight during field missions.
  • Analyse the security, socio economic, cultural, and political environment as relevant to the ICRC (Regional, national, local level). Shares pertinent information with colleagues and reports any changes in the situation.
  • Contributes to media monitoring and environmental analysis (focused on cultural, socioeconomic, humanitarian, and political developments) of the AoR, regularly sharing any relevant information with the HoSD (or Acting in his/her absence) and relevant heads of department.
  • Provides written insight into the tribal and political dynamics in the east through semi-regular reports shared with the HoSD/heads of department.
  • Actively contributes to development of structure’s operational strategy in direct collaboration with the HoSD to define priority zones and areas where additional ICRC engagement with local communities is required.
  • Develops an archiving/information management system to ensure proper institutional memory within the structure.
  • Contributes to a creating a positive work environment in the field (multidisciplinary approach, good team dynamics) 
  • Follow up on official correspondence (including HAC permits for teams in the field) and all professional messages exchanged with key contacts/interlocutors at the request of the HoSD.

 
 Minimum Qualification, Skills and Experience Required:

  • University degree.
  • Fluent level of English, native Arabic speaker.
  • Strong computer literacy (Word, PowerPoint and Excel).
  • 4–6 years’ overall professional experience.
  • 3–4 years’ experience as a manager or programme officer in similar fields or other organizations or governmental structures.
