Background:
This role falls under the direct management of the Programme Manager/FSL Advisor. The purpose of this position is to manage and provide technical support to the FSL programme activities in West Darfur, South and West Kordofan state. The FSL Coordinator is key position in the project and will be responsible for the FSL programme in the three states. The position holder will coordinate with external stakeholders and liaise with Concern’s national partner NGOs and other sector Coordinators in Nutrition and WASH for programme coherence and synergy. The main duties and responsibilities are as follows:

Programme Implementation:
Take lead in the design of new FSL projects by collecting data, providing key technical information in the drafting of project proposals as may be needed;
Prepare Detailed Implementation Plans (DIP) for FSL activities using Concern ‘s DIP package, in line with approved project documents including proposal plan and budget.
Ensure the use of technical guidelines for specific trainings, minimum standards, harmonized approaches and practices of FSL programming.
Ensure adequate and safe records of all project deliveries (cash, seed vouchers, in-kind etc.) including but not be limited to beneficiary database, receipt, storage, dispatch, and distributions.
Supervise activities of the national partner NGO and ensure they are implemented according to the budget, technical standards and provide technical support to the partner as may be necessary.
In close coordination with M&E team, ensure all monitoring and evaluating activities are carried out on time, and lessons learnt are shared and capitalized on.
In close coordination with the Programme Manager, manage the FSL budget by ensuring that expenses are authorized, spent as per the allocated budget and in according to Concern’s and donors’ compliance procedures.
In liaison with the Programme Manager, regularly assess the staffing capacity needs and where necessary recruit interns and seek the services of the seconded MOA staff.
Conduct regular planning and technical review meetings with the FSL staff.
Ensure Concern’s technical quality standards and the relevant ministries’ technical guidelines are adhered to when implementing activities.
Coordinate and maintain cordial working relationship with the technical line Ministries (Ministry of Agriculture, Animals Resources) and discuss technical issues, challenges, successes, new ideas to move the projects forward.
Prepare monthly and quarterly reports as may be required for internal use by Concern.
Liaise and coordinate with other sectors coordinators to ensure that all aspects of FSL activities are integrated and coherent with activities in WASH, Gender, Health and Nutrition.
Work with MEAL team and provide hands on support in data collection, physical check, and project evaluation processes based on the provided MEAL plan.
Ensure crosscutting issues such as Gender, HIV&AIDS, accountability are mainstreamed into the FSL activities.
Perform any other duties as may be assigned by the Programme Manager.
Capacity Building:
Conduct capacity building training, workshops and other events as planned.
Provide technical guidance to staff by interpreting the activities, reviewing work plans and training plans.
Support national NGO partner in compliance with the Concern’s and donor requirements, monitoring and report writing as may be requested.
Representation:
Represent Concern in FSL sector coordination meetings at the State level.
Represent Concern in technical missions conducted by stakeholders and UN agencies e.g. joint monitoring mission, evaluation exercise
Network, liaise and build constructive relationships with other staff of other agencies in the states.
Others:
Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct and Associated policies, finance, logistics, HR, security management etc.).
Contribute to ongoing security management and planning as necessary.
Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
Undertake other related duties as may reasonably be assigned by the Area Manager/Area Coordinator.
Minimum Qualification, Skills and Experience Required:
Essential Skills and Knowledge Required
Experience in implementing technologies such as Integrated Soil Fertility Management (ISFM), Integrated Pest Management (IPM) and Post-Harvest Management and Handling (PHMH), Climate Smart Agriculture (CSA), community market systems, and improved farming practices relevant to Sudan;
Demonstrated experience and knowledge of multi-sectoral programs – food security, natural resource management, disaster risk management, livelihoods-based development and emergency response operations
Strong drafting skills, especially writing reports and proposals;
Excellent written communication skills and ability to use Microsoft Office (Word, Excel etc.);
Strong coordination and project implementation skills, and ability to deliver within tight deadlines;
Experience in working with government counterparts and other partners at various levels - national to county; these includes technical support, capacity-building and coordination.
Excellent understanding of livelihoods issues in South Sudan at both field and policy levels.
Knowledge and practical experiences in Seed systems, Seed vouchers, DRR tools, CVA, FSNMS tools, market assessment, the use of IPC livelihoods programming and M&E tools.
Very good interpersonal and diplomatic skills.
Initiative, flexibility, team spirit, willingness to learn, and a positive attitude;
Ability to work under time pressure, independently and with limited supervision;
Willingness to travel between different construction sites on regular basis.
Qualifications/ Experience Required
University/College BA or BSc Degree and/or Advanced Degree in related field (e.g Rural Livelihoods, Agriculture/Plant Science, Agricultural Economics, Rural Development, Development Studies, or other relevant fields of study)At least four years of work experience in agriculture sector, livelihood, CVA.
Minimum of 6 years’ experience in INGO setting in agriculture and livelihood sector with at least 5 years as agriculture/livelihood/food security officer.
Strong interpersonal and communication skills
Ability to work as part of a team and demonstrate flexibility, motivation, and maturity
Ability to work within a tight timeframe,
Willingness to travel extensively in the field.
Work experience in humanitarian emergencies
Work experience in an (International) Non–Governmental Organization ((I)NGO)
English and Arabic language skills.
