 Background:

 

Finance Officer will be responsible for providing financial support to all IRW’s projects implemented in Khartoum country office including necessary support to implementing partners. S/he will ensure that all financial transactions, reports, procurements, are maintained and delivered timely. Seeking technical support and guidance from Sudan Finance Manager/Coordinator, s/he will be responsible for all Finance related matters assuring compliance with IRW and donors’ guidelines and other requirements.

 Duties and responsibilities:

KEY Responsibilities:

  • Ensure that IRW financial guidelines are followed in all financial aspects.
  • Ensure that all payments are made against approved budget and sufficient supporting documents.
  • Processing day-to-day transactions in AX system and ensure posting has done daily.
  • Cash count and reconciliation with AX cash register in daily basis.
  • Responsible of field office bank reconciliation in monthly basis.
  • The preparation and payment of staff salaries. Ensuring that IRW Sudan adheres to local income tax regulations and calculating payroll tax, social insurance, stamp duty and zakat in monthly basis.
  • Manage the IRW field office Bank transactions and prepare the monthly bank reconciliation. 
  • Assist in preparation of new proposal budgets. 
  • Assist with facilitation of internal and external audit procedures as required.
  • Responsible for processing all payments through AX financial system.
  • Maintain an updated reconcile suppliers accounts.
  • Maintain controls over all advances as per IRW’s procedures and requirements
  • Record of income received at field office level in timely basis. Assist in preparing/updating cash projections and compiling monthly fund requests 
  • Preparing project accounts, cross checking against budgets investigating and reporting to the Sudan Finance Coordinator any variations in projections. 
  • Responsible for preparing first draft financial reports to donors for all projects implemented by the field office (ensure compliance with IRW and donor requirements).

Train and monitor IRW field team and implementing partners’ staff on basic accounting principles, budgeting, expenditures tracking & monitoring and other basic financial aspects. 

  • Check the implementing partners’ financial reports and provide necessary support and mentoring to help them satisfactorily undertake the financial responsibilities as spelled out on the Project Collaboration Agreements (CPAs) / Project Partnership Agreements 

 

 

  • Support field teams to effectively maintain AX system which has the ability to produce a broad range of reports – e.g.:
  • Budget versus Actual Expenditures (BvAs)
  • Cash flow statements
  • Trial Balance
  • Individual Project Budget versus actual reports
  • Bank reconciliation

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in accounting, Finance and/or Business Administration/Commerce
  • Minimum of 3 year progressive Finance related experience with an INGO/National NGO especially with projects funded by DfID, EU and UN Agencies (e.g. UNICEF, UNOCHA, UNDP) 
  • Proficiency in computer applications such as MS Office (e.g. Excel) and any accounting software packages. 
  • Ability to handle multiple concurrent activities and work to tight deadlines
  • Ability to work part of a team and work independently or with minimum/remote support
  • Excellent written and spoken English.
  • Strong interpersonal skills and ability to establish and maintain effective work relations.

.-    Flexible and willing to perform tasks outside core duties. Ability to cope with high stress levels.
