Armed Forces & Security Advisor

 Background:

The International Committee of the Red Cross (ICRC), an impartial, neutral, and independent organization striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person to fill the position of FAS Programme Adviser in Port-Sudan.

Purpose: 

The Armed Forces and Security (FAS) program advisor (FAS PA) assists the FAS Delegate with managing and executing the FAS program. Responsibilities include planning, monitoring, training and evaluating activities, maintaining a network of key contacts, and updating information on the context. The programme advisor also helps facilitate dialogue between the ICRC and armed actors and supports the promotion of international humanitarian law, international human rights law, and humanitarian principles.



 
 Duties and responsibilities:

  • Represent the ICRC professionally and follow its Code of Conduct and internal regulations.
  • Adhere to the principles of the International Red Cross and Red Crescent Movement.
  • Assist with mapping and understanding military and armed groups in South Sudan.
  • Develop and maintain contacts with arms carriers and support their training on International Humanitarian Law (IHL).
  • Build support for the ICRC and promote respect for IHL among stakeholders.
  • Follow administrative procedures, maintain document classification and archiving, and adhere to safety rules.
  • Be flexible in performing additional tasks and supporting other departments as needed.
  • Organize and prepare training sessions and meetings.
  • Coach and mentor FAS programme assistants and harmonize their activities.
  • Provide translation for training as needed.
  • Assist in understanding arms carrier structures and monitor political and security situations.
  • Support FAS strategy development and integration into annual planning.
  • Advise on security and FAS matters, including the use of firearms.
  • Prepare analysis on armed forces and their relevance to ICRC work.
  • Develop the ICRC's network within armed and security forces and organize meetings.
  • Manage FAS programme budgets in the Delegate's absence.
  • Prepare reports on activities and compile data for periodic reports.
  • Maintain ICRC publication stocks for FAS activities.
  • Accountabilities & Responsibilities: Provide feedback and support to the team.
  • Coordinate and prepare regular FAS team meetings.

 
 Minimum Qualification, Skills and Experience Required:

  • University degree or professional diploma.
  • 3–5 years' experience in planning military or police operations or legal (IHL/IHRL) or multinational operations or civil-military cooperation. 
  • Good knowledge of the organization of the Sudan armed security forces and other armed actors desired.
  • Excellent knowledge of international humanitarian law (IHL) and human rights Law (IHRL).
  • Good knowledge of the context of Sudan.
  • Experience in military or police operations a strong asset.
  • Fluent in Arabic and English.
