 Background:

Defining, coordinating and monitoring all care and nursing related activities in the project and ensuring the daily management of the human resources, according to MSF nursing protocols, standards and procedures, in order to warrant efficiency , quality and continuity of prescribed care



 
 Duties and responsibilities:

  • Planning and organizing all nursing related activities (IPD, OPD, maternity, nutrition, etc.) and participating in the definition of annual planning and update of its associated budget in order to efficiently maintain the continuity of the standard quality healthcare.  When needed, being responsible for scheduling duty rosters, shifts and on call of nursing staff.
  • Coordinating and supervising the implementation of the legal therapeutic protocols, procedures and standards, depending on project objectives (PPTCT, PEP, VCT, IEC, SGBV, MH services, etc.) and providing technical support when needed, to ensure the quality of the nursing care, confidentiality and information traceability, patient surveillance, and the application of the therapeutic and sterilization rules by the health care personnel. 
  • Supervising the nutritional activities in order to ensure that therapeutic food is provided regularly and that it complies with quality and quantity standards
  • Ensuring all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer paper, etc.) and existing data management tools are used correctly
  • According to MSF protocols and in collaboration with the Pharmacist and Medco, supervising the distribution (according to medical prescriptions) and pharmacy activity, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure that pharmacy stock levels are permanently updated and above minimum safety point.
  •  In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating and communicating future needs. 
  • In close coordination with the Logistics Manager, supervising laboratory outputs related to nursing activities (blood test) to ensure samples are collected correctly and results are provided on time. 
  • In close coordination with the HR department, planning and supervising the associated processes (recruitment, training, evaluation, development and communication) of the nursing staff of the project in order to improve staff capabilities and ensure both the sizing and the amount of knowledge required. Training nursing staff on PTE.
  • Reporting to the line manager on any relevant information linked to nursing activities and participating in monthly reports

MSF Section/Context Specific Accountabilities

 

The Omdurman Secondary Healthcare Project: MSF supports three facilities in Karari in North Omdurman since June 2023 – the Al Nao Hospital, Al Saudi Maternity Hospital and Al Buluk Paediatric Hospital. The support has been focused on emergency and trauma care with focus on care provision, patient flow, IPC and medical and paramedical services directly related to medical and surgical emergencies through payment of staff incentives, supporting operational costs and clinical governance. MSF also supports with waste management and water and sanitation facilities in Al Nao and Al Saudi Hospitals. In addition, MSF in Omdurman also has the ambition to work in primary health and undertake community engagement. The Medical Team Leader (MTL) and a Deputy MTL 

who work closely with a Medical Activity Manager (MAM), a Nursing Activity Manager (NAM), oversee the medical activities, a Water and Sanitation Manager (WatSan) based in Omdurman, and a Midwife Activity Manager (MWAM) based in Port Sudan.

The purpose of this position is to support the MTL and Deputy MTL to advance the medical strategy for 2025. To realize this purpose, the NAM will be responsible for the following tasks.

 

Management 

- The NAM is responsible for managing MSF’s activities outside of al Nao Hospital. This includes but is not limited to vaccination, primary health care and nutrition services

- The NAM will operate through lateral management of their counterpart in the hospitals – the matrons and IPC supervisors. This will include innovative management approaches to engage the key stakeholders

- To support the nursing team when the workload is high and/or inability to perform some task and to offer any assistance and ensure proper nurse notes documentation is done for each patient file

- To participate in preparing simple formal training the nurses, nurse aid and the nutrition assistants regularly and offer bedside training as well for the departments that they are responsible for.

Representation

The NAM will represent MoH with the State Ministry of Health, nursing board and director of hospitals for all nursing activities

- The NAM will act as focal person between MSF and national NGO for community-related activities

Pharmacy Management

-To track and record drug and medical items consumption in the departments under their responsibility and ensure documentation in the appropriate tools

-To work in close collaboration with drug dispensor in monitoring and keeping drug and medical items consumption

Reporting 

- Contribute to the monthly medical reports with a specific column detailing various activities under the NAM’s responsibility.

- Ensure the epidemiological surveillance inside the health area - participate in an exploratory mission or needs assessment of the population when needed

- To actively gather essential data and keep records of medical informations for weekly, Bi-weekly and monthly reporting.

This is an evolving project and the medical team demands behavioural flexibiltiy as one of the candidates competencies. The candidate must be willing to take on roles beyond what may be explicity defined in this job description.


 
 Minimum Qualification, Skills and Experience Required:

  1. Education
Essential nursing diploma for general or specialized health services (Bachelor in science of Nursing Desirable); Specialization or training in tropical medicine would be an asset

  1. Essential working experience of at least two years in nursing activities related jobs. Desirable working experience in MSF or other NGO’s in developing countries
