 Background:

Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions



 
 Duties and responsibilities:

  • Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols. 
  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood. 
  • Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution. 
  • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards. 
  • Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material. 
  • Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care. 
  • Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
  • Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

MSF Section/Context Specific Accountabilities

The Omdurman Secondary Healthcare Project: MSF supports three facilities in Karari in North Omdurman since June 2023 – the Al Nao Hospital, Al Saudi Maternity Hospital and Al Buluk Paediatric Hospital. The support has been focused on emergency and trauma care with focus on care provision, patient flow, IPC and medical and paramedical services directly related to medical and surgical emergencies through payment of staff incentives, supporting operational costs and clinical governance. MSF also supports with waste management and water and sanitation facilities in Al Nao and Al Saudi Hospitals. In addition, MSF in Omdurman also has the ambition to work in primary health and undertake community engagement. The medical activities are overseen by the Medical Team Leader (MTL) who works closely with a Midwife Activity Manager (MWAM) based in Port Sudan and a Medical Activity Manager (MAM), a Nursing Activity Manager (NAM) and a Water and Sanitation Manager (WatSan) based in Omdurman.

 

The Medical Doctor is responsible for the above activities, and more specifically:

  • Support in assessment of SRH, facility assessment, conducting surveys and focus group discussions (FGDs), and other needs assessments as required to identify gaps in Khartoum State with a focus on Karari and surrounding areas.
  • In close collaboration with line manager, from needs assessment identify SRH/SGBV activities and support implementation according to action plan.
  • Support in monitoring and evaluating SRH/SGBV activities in the project – assessing the impact of activities and in collaboration with line manager propose changes to Project Medical Referent.
  • Provide supervision and training for SRH/SGBV team members following learning needs assessment.
  • Ensure up-to-date knowledge of MSF guidelines on medical care related to SRH and SGBV, as well as knowledge of best-practice or evidence based psychosocial care with a survivor-centered approach.
  • Facilitate referrals of SRH patients/survivors of SGBV to further services where applicable and ensure follow-up. Ensure linkage with appropriate services.
  • Ensure SRH/SGBV data are collected according to MSF standards and indicators.
  • Organising and overseeing staff, medical supplies and other materials wherever indicated.
  • Identifying and conducting sessions with community volunteers and their focal persons to enable community awareness campaigns.
  • Implement and collaborate with relevant actors in the field of SRH, social welfare, legal aid and complex psychological management, and update the mapping tool regularly.

 Minimum Qualification, Skills and Experience Required:

Essential: Medical Doctor degree
  1. Experience

2 year experience minimum as a Medical Doctor in relevant clinical work (not during medical training). Essential SRH experience.

• Experience working with survivors of gender-based violence or sexual violence or raising awareness and engaging communities about gender-based violence or sexual violence desirable.

• Experience working in gender-based violence, protection or child protection desirable.

• Experience providing community awareness, information, education, and communication activities or health promotion desirable.

• Experience coaching, mentoring, supervision, training and capacity building desirable.
