 Background:

With the support and guidance of the Medical Team Leader, responsible for implementing the HPCE strategy / workplan, with community participation, and supervising the HPCE activities and HP teams working in the communities or the health facilities, according to the project objectives, MSF values, standards and procedures


 
 Duties and responsibilities:

HPCE strategy, activities and monitoring:

  • Actively contribute to the design/adaptation of the HPCE strategy / workplan.
  • Lead and follow up on the implementation of the HPCE strategy / workplan, according to the chronogram.
  • Support participatory approaches and regular patient/community consultations before and during implementation of the HPCE strategy.
  • Organizing health awareness sessions for MSF medical and non-medical staff
  • Support in the design of health education materials and participatory methods, applying the right process (pretesting, validation of content, translation). 
  • Contribute to rapid assessments and surveys.
  • Actively support in the systematic collection, encoding and reporting of community feedback and rumours.
  • Support the implementation of community-based surveillance (data collection, active case finding, tracing, linkage to care.
  • Assist with planning and organization of community meetings.
  • Contribute to community mapping. 
  • Monitoring: Ensure the implementation of data collection tools; data encoding in the data base. 
  • Monitoring: Contribute to the analysis of the monitoring data and to monthly reporting (MMR, sitrep,…).

Team management:

  • Contribute to evaluation of the HP team.
  • Contribute to the development plan for the HP team.
  • Training: Contribute to the needs assessment, design and implementation of training for the HP team
  • Organize regular and systematic supervision of the HP activities and provide on the job-coaching.
  • Ensure the planning and practical organisation of the activities for the HP team (HP roster) when relevant.

MSF Section/Context Specific Accountabilities

  1. Collaboration with Partner
  • In close collaboration with Partner and or  MOH team, ensure the smooth running of the HPEC activities  in the facilities she or he is assigned
  • In collaboration with HP supervisors, define the role of the CHE  (Community health Educator) in the facilities 
  • Identify the training needs of Community Health Educators (CHE), validate the schedule, and coordinate or - ensure training, in collaboration with supervisor.
  • Organize monthly meetings with CHE in collaboration with the partner and MSF HPEC supervisors.

Activities:

  • Support the gathering of demographic information (health area mapping, village census, mortality rates, incidents brought in by the population, etc.) where requested by line manager.
  • Help the population to identify health problems and find solutions based on available resources.
  • Collect and report specific information related to his/her community to managers: perception of sickness, food security, vaccination status of children, perception of the services, constraints and strengths, vulnerability, level of information, living conditions and risks related; 
  • Deliver information to his/her community on specific health topics, and about MSF and the services provided;
  • Consolidate the link between his/her community and the MSF services; give advice how to better involve his/her community in the activities of awareness and prevention; indicate possible local actors or local NGOs and community project which could be involved in awareness activities at a local level;
  • Plan information campaigns, adapting messages to the changing context;
  • Where applicable help supervisor to elaborate specific messages for radio and participate in animation sessions and debates on various nutrition-related themes;
  • Facilitate meetings with the committees to maintain the hygiene of the sanitary facilities made available to them. 

 

Epidemic response:

  • Actively seek out cases in the community, identify needs to ensure health, identify needs to ensure their well-being, make home visits, collaborate and coach CHEs in these activities.

 
 Minimum Qualification, Skills and Experience Required:

  1. Education
Desirable: bachelor diploma in social sciences, social work, behavioural sciences, public health, community health, nursing. Essential: secondary school diploma

  1. Essential: At least 2 years’ experience in: • health promotion  • team management experience  • program implementation Experience qualitative methodology is highly desirable.

English language and Arabic language essential
