 Background:

The Safeguarding, Gender and Social Inclusion (SGESI) Coordinator oversees the implementation of GOAL’s safeguarding policies and guidelines, including the Child Protection (CP) Policy, Protection from Sexual Exploitation and Abuse (PSEA) Policy, the Code of Conduct (CoC) and the Whistleblowing Policy, with the aim of creating a working environment free from SEA of children or adults perpetrated by GOAL or its representatives. The Safeguarding, Gender and Social Inclusion (SGESI) Coordinator champions inclusion and more specifically the components of protection, gender, and age mainstreaming in all projects. 

 

The Safeguarding, Gender and Social Inclusion (SGESI) Coordinator reports to the Program Quality and Development Coordinator and with a dotted line to the Safeguarding Advisor (Global) and works with the in-country GOAL Team, providing regular reports to the Program Quality and Development Coordinator and the Country Director. The Safeguarding, Gender and Social Inclusion (SGESI) Coordinator represents GOAL in national networks related to child protection in GOAL’s interaction with stakeholders of the prevention and response system at the country level, including the police and judicial system. Â 

 



 
 Duties and responsibilities:

Overall Objectives of the position: 

 

  • Increase GOAL staff and organizational capacity on Safeguarding, Gender, and Social Inclusion
  • Improve quality and reach of mainstreaming of SGESI and protection across GOAL Sudan organization and programming 
  • Serve as GOAL Country Office Safeguarding Focal Point, to oversee implementation of GOAL policies on Prevention of Sexual Exploitation and Abuse (PSEA) and Child Protection
  • Working with relevant technical staff, take proactive steps to ensure that all programming activity identifies the potential risks and works to eliminate and mitigate those risks, and assist in designing program approaches and implementation strategies that address critical gender, protection, inclusion, and SGBV issues
  •  
  • Ensures that the safeguarding mechanisms are in place and are subject to continuous monitoring/review to ensure that their relevance and high standards still hold
  • Ensures safeguarding investigation protocols are performed to a high standard and consistently checked for their relevance and standards.
  • Work with all departments involved in safeguarding including Programme Quality and Development, Programmes, Human Resources, Finance, Procurement, Logistics, Administration and the SMT for CFM. Ensure responsibilities for these departments, and for individual senior managers are clearly defined, and incorporated into performance monitoring tools

Key responsibilities:

  • Undertake ongoing Safeguarding, Gender and Social Inclusion assessment and analysis in GOAL’s intervention areas to maintain awareness of the evolving context, risks, and needs related to SGESI
  • Develop, refine, and oversee implementaiton of GOAL Sudan SGESI action plan based on assessment results, ensuring proper implementation of the action plan at all levels, to integrate safeguarding, protection, gender, and inclusion in country operations and programmes 
  • Ensure that all GOAL staff are trained, aware and mentored on Safeguarding, Gender and Social Inclusion concerns and issues related within their various assigned roles
  • Review and strengthen/enforce Safeguarding staff capacities, systems and policies including local reporting procedures with support of Safeguarding Advisor (Global) and PQDC; conduct risk assessments (every 12 months) within the country office, field office and in partner offices.Conduct gender and inclusion analysis as part of program quality and development efforts, including through independent analysis, review meetings, and needs assessments, in order to support quality program approaches and effective implementation strategies to address gender, protection, SGBV issues in communities
  • Support business / proposal development, reporting, and communication through effective and timely analysis, ensuring assessments are addressing gender, social inclusion, and protection issues, and documenting case studies and lessons learned and how GOAL is applying lessons
  • Technical oversight of Protection / Safeguarding Officers in GOAL field sites, working closely with Area Coordinators and state programme leadership
  • Provide a 1 hour safeguarding induction to all new staff within 30 days of their employment. 
  • Support and coordinate with all team members – HR, Program, MEAL, Operations and Finance including partners - to promote safeguarding, equity, and inclusion integration into program interventions through identifying safeguarding risks, power imbalances and understanding marginalized groups’ vulnerabilities, interests and needs; and mitigating them
  • Oversee, support and guide Protection & Safeguarding focal points in all GOAL field offices
  • Attending monthly Safeguarding global team calls 
  • Provide monthly and quarterly updates of the country safeguarding KPIs to the PQDC and Global Safeguarding Advisor
  • Community Feedback Mechanism (CFM): Work closely with MEAL team to implement and expand access to CFM, with an emphasis on ensuring mechanisms are accessible to children and vulnerable people. Work to ensure vulnerable populations, including women and children have knowledge about our Safeguarding Policies and Code of Conduct and have access to the mechanisms
  • Support MEAL with managing CFM database and overseeing CFM focal points in the field and facilitating / participating in the process of investigating and managing any safeguarding-related complaints
  • Support integration of SGESI aspects into the MEAL system and processes, working together with the MEAL team to ensure that gender and inclusivity are reflected in output, outcome and impact level indicators and monitoring tools
  • Liaise with local community groups, statutory, local and international NGO, and UN services agencies to ensure service mapping and referral pathways are known and linked to GOAL in all areas where GOAL works
  • Attend all relevant cluster strategy meetings / discussions held under these procedures. Foster linkages with Federal / State / locality structures for strengthened case management and referral
  • Make frequent field visits to project areas to monitor implementation of safeguarding/ child and vulnerable adult protection activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training.
  • Perform other related tasks as required 
  • Training and guiding program staff in field regarding receiving and managing referrals 

 


 
 Minimum Qualification, Skills and Experience Required:

Requirements/Skills:

  • University Degree in gender, humanitarian / development studies, or similar 
  • At least 4 years’ experience working on Child Protection, Safeguarding, Gender and Social Inclusion in multisectoral programming, preferably in an INGO context 
  • Strong staff management and leadership experience
  • Demonstrated ability to develop/adapt appropriate training modules, lead training and capacity building for staff and partners
  • Experience with confidential investigation desirable 
  • Strong commitment to confidentiality, experience of confidential case management systems
  • Ability to quickly build personal rapport, trust, ease of communication and active listening. 
  • Excellent report and proposal writing skills
  • Excellent written and spoken English & Arabic
  • Ability and willingness to travel to field locations
  • Strong financial management skills
  • University level qualification
  • Computer literacy, including Microsoft Office 365 Suite
