 Background:

The Partnerships and Localization Coordinator (PLC) will be responsible for the strategic, operational management, and procedural aspects of GOAL’s efforts to work with partners and build capacity of local actors in Sudan. The post holder must coordinate closely – likely wokring remotely – with GOAL colleagues in state offices who manage the day-to-day and technical implementation of partner activities. The role of PLC is focused on the systems / operation side of GOAL, and shuld be closely involved in organizational capacity assessments, including financial capacity, organizaitonal policies, and management of partner organizations
Overall, the purpose of every role in GOAL Sudan Country Office is to support the teams at state level who are directly managing the operation and program in the field, and to facilitate their tasks.

 

Description of Functional Relationships of the role:
-Reporting to Programme Director and working closely with Finance team, HQ Desk and Global Partnership team, and others in setting up and managing partnership / sub-grant awards
-Coordinate closely with technical teams at state level who are responsible for the technical oversight of partners activities and ensuring integration
-Communciate directly with staff of partners and potential partners to maintain clear expectations, manage agreements, and



 
 Duties and responsibilities:

Coordination of GOAL internal partnership procedures and partner award management:
•Master the procedures in GOAL’s global on-granting manual and the relevant annexes
•Lead communication and relationship management with any partner with whom GOAL is planning a partnership or has an active partnership, ensuring that expectations are clear
•Lead and coordinate GOAL on-granting procedures internally, including pre-award assessments, Partnership Agreements, Payment schedule and procedures, MOUs, Pre-Award Letters, and all required sign-off at country and HQ level
•For active partnership, manage and monitor the partner compliance with the signed Partnership Agreement and/or MOU and other procedures, including ensuring that timelines and document requirements are clearly communicated,
financial reporting and review of financial documentation, donor compliance issues, technical reporting (working closely
with technical teams), and policy compliance
•Organize partnership review meeting with representation from partners and relevant GOAL operations and program staff to discuss progress, roles, responsibilities, expectations, communication between the organizations, any conflict, any areas of concern and future planning.
•Provide support to the partner organization in the project cycle management of the GOAL-funded program, including assisting partner teams to ensure that work plans, phased budgets, procurement plans and benchmarks are in place for each project
•Maintain all records and documentation for all GOAL Sudan partnerships in SharePoint folder
Coordination of capacity building of local organizations
•Engage with Global Partnership Center and GOAL Systems, Finance, MEAL and technical teams to develop plans and approaches for GOAL efforts at organizational capacity building
•Oversee organizational capacity assessments for national and community-based organizations, coordinating with national NGO teams and GOAL staff
•Develop and build consensus on capacity building plans for national and community-based organizations
•Personally facilitate and engage in capacity assessment and capacity building efforts
•Define monitoring frameworks for capacity development for national NGOs, and maintain information on tracking of progress against capacity building plans
Strategic planning for GOAL Sudan around partnerships and localization
•Lead in developing strategic approaches to selecting and engaging partners, and in identifying and pursuing strategic partnerships
•Conduct ongoing mapping of and outreach to potential partners, including international, national, or UN agencies as well as private sector or academic organizations, who may partner with GOAL on programming and support development of consortia or strategic partnerships
•Build consensus among GOAL Sudan team and SMT on strategic priorities around partnerships and localization
•Play a key role in developing procedures and approaches for working with diverse local actors beyond simply National NGOs, such as academic institutions, private sector, community groups, and others
•Together with PD and CD, engage with existing and potential consortia including among other INGOs to strategically position GOAL
Partnership Risk Management:
•Ensure effective and collaborative partnership assessments and vetting on a routine basis so that the organization is not exposed to undue risk
•Assess the current partnership portfolio identifying strengths, weaknesses, opportunities and risks related to current partners
•Identify and explore new partnerships, including the updating of the partnership mapping and establishing relationships for collaborating on programming and capacity building
•Review existing partnering resources and identify additional needs to support capacity assessment, monitoring, compliance/vetting, project cycle management, etc., coordinating closely with the field teams.
•Undertake the initial risk and capacity assessment of the partners
Monitoring, Evaluation, Accountability and Learning
•Support and provide technical guidance on developing or implementing standard indicators for monitoring and evaluation.
•Support the development and implementation of quantitative and qualitative data collection, analysis and reporting.
•Support the analysis and interpretation of FSL and MPCA program data and experience, leading FSL and MEAL team reviews to document and share learning
•Ensure the proper documentation of progresses and or results of FSL interventions at both HO and FO levels.
•Contribute to GOAL Sudan learning and research agenda
•Ensure the effectively and timely follow-up of feedback and complaints related to FSL and MPCA program
Management
•Maintain positiv:e and productive working relationships with systems, programme, and finance colleagues to ensure smooth collaboration and good understanding of one another’s roles
•Actively promote and model a collaborative, respectful, and solution-oriented working environment within GOAL Sudan and ensure these principles are integrated in communication
•Support GOAL Management team to apply all relevant GOAL policies as well as relevant national policies
Mainstreaming Issues:
•The PLC is expected to read, understand and implement GOAL’s policies and procedures on mainstreaming of Cross cutting issues.
•Responsible to ensure that all cross-cutting issues (gender, HIV/ AIDS, Protection, Disability, Environment, Climate Change, and others) are mainstreamed in day-to-day work, in behavior of office, and in all interactions with partners
•Be a role model and provide feedback to encourage others in supporting equity and diversity principals, and the accommodation of other differences in the workplace

 Minimum Qualification, Skills and Experience Required:

•University degree in Finance, Business Administration, Organizational Management, Law, or related with proven experience in managing organizational procedures and strategic relationships.
•At least five year’s relevant experience working in humanitarian or development operations at manager level or above
•Demonstrated experience managing complex and multi-stakeholder processes
•Critical thinking skills
•Good listening skills, communication, and empathy
•Proficient in reading, writing, and speaking English, including ability to understand legal agreement text.
•Excellent attention to detail
•Demonstrated experience in liaising with diverse stakeholders such as partners, government officials, donors, and other agencies
•Excellent personnel management skills. An ability to engage with, listen to and motivate staff, both national and international, in a challenging environment. Demonstrated ability to “influence without authority”
•Good leadership skills with a flexible and motivated approach. Excellent communication and training skills.
•Ability and willingness to live and work in Sudan
•Excellent computer skills, in particular Microsoft Excel, Word and Email.
