Background: Summary: The Safety and Security Manager will play a critical role in the assessment, planning, and implementation of security measures to protect Carter Center personnel, assets, and programs in Sudan. This position involves closely monitoring the security situation, providing timely security information and analysis, and developing and implementing security protocols and contingency plans. The Safety and Security manager will collaborate with field teams (involves 50% travel) and external stakeholders to ensure the highest level of security and operations for The Carter Center staff. Duties and responsibilities:
 Security Risk Assessments - Conduct regular security risk assessments for all program sites to identify potential risks and vulnerabilities and recommend mitigation strategies.
- Responsible for proper follow-up and safety audits of The Carter Center-Sudan (TCC-S)
 Security policies, procedures, and protocols - Develops and maintains safety and security policies, procedures, and protocols to protect the personnel and assets at Country Office (CO) and Regional Project Offices.
- Works on continuous improvement of TCC-S safety and security policy, procedure, and practices to make sure that it is as per the standard of the existing
- Implements security measures for program areas, offices, and residences, including managing security personnel and access procedures, applicable laws, regulations and TCC-S safety policy.
- Develops and maintains emergency plans. Coordinate and facilitate emergency evacuations if necessary.
- Conducts frequent supportive supervision visits on each regional project office and provide guidance on the implementation of safety and security Standard Operating Procedures (SoPs) and other policies.
 Incident Reporting and Response: - Establishes and oversees a robust incident reporting and response system. Provide guidance on responding to various security incidents, including medical emergencies, natural disasters, and security threats.
 Security information monitoring and analysis: - Monitors and analyses security information from various sources, including local authorities, UN agencies, and NGO networks, and disseminate relevant security updates and advisories to staff.
- Stays up to date with revised health, safety, and security legislation and advises country management on new and revised trends, policies, and guidelines.
 Safety and security training - Organizes and delivers training and drills for staff to ensure they are well-prepared to handle security challenges and awareness creation sessions for the employees located at all offices.
- Closely work with the logistics team at the country office, monitor the vehicle management system, and provide pertinent guides.
 Travel security support - Provide security advice and support to staff traveling in Ethiopia. Ensure travel plans are reviewed and approved according to security protocols.

Safety and Security Reporting - Compiles and submits regular security reports to the Country Representative and headquarters, summarizing security incidents, trends, and mitigation measures.
- Respond to inquiries and requests for information from employees and provide prompt guidance.

Minimum Qualification, Skills and Experience Required:
Education & Experience Minimum Qualifications:Â Bachelor’s degree or equivalent in safety and security management and eight (8) years of relevant experience in safety and security, development and maintenance of health, safety & security procedures OR a combination of education, experience, and skills. Â Preferred Qualifications Specialized Knowledge, Skills, Attributes:Â Â - MBA is highly preferred.
- Proven experience in safety and security risk assessment and management, preferably in an international NGO.
- Willingness to travel and work in remote and insecure areas during.
- Excellent analytical, communication, and interpersonal skills, with the ability to work effectively in multicultural settings.
- Fluency in English and other local languages is highly preferred.
- Proficiency in Microsoft Office Suite, social media, and CCTV Systems.
