Finance & HR Officer

 Duties and responsibilities:

The Finance & HR Officer will be responsible for overseeing financial management and human resources assignments within the Emergency Joint Response Project (JR5) in Kassala location. He/she will ensure compliance with financial regulations, and manage budgetary allocations, Additionally, he/she will oversee human resources activities, including recruitment, training, performance management, and compliance with HR policies and procedures, to support the effective implementation of project objectives in alignment with organizational policies and donor requirements.
Key Responsibilities:
Financial Management:
1 financial transactions and accounting entries related to the emergency project, including but not limited to invoices, payments, and receipts.
2 Monitor project budgets and expenditures to ensure adherence to approved budgets and timely identification of any variances.
3 Support in Preparing financial documentation, including contracts, agreements, and financial reports, in compliance with donor requirements and organizational policies.
4 Assist in the development and monitoring of project budgets, including forecasting and cash flow management.
5 Coordinate with procurement teams to ensure timely processing of procurement requests and payments to vendors.
6 Conduct regular financial reviews and audits to ensure accuracy, completeness, and compliance with financial regulations and policies.
7 Provide financial guidance and support to project managers and other staff members, including training on financial procedures and reporting requirements.
8 Prepares payment vouchers, cheques and petty cash payments.
9 Submits Monthly cash registers, together with all supporting receipts and vouchers, to the project Finance manager.
10 Prepares bank and cash registers and bank reconciliation. Submits registers, together with the reconciliation to the project finance manager on monthly basis.
11 Support in preparing the monthly financial report of the project.
12 Monitoring the Payables and Receivables. 
13 Ensures that all cash, bank payments and supporting documents are properly stored and safely always secured.
14 Ensures that any financial policies, as established by SOS Children’s Village International or the National Association, are implemented and adhered to.


HR / Responsibilities: 
Recruitment, Selection, and Induction
• Support the process of recruitment in SOS CV Sudan in line with the organization Recruitment and HR Policy.
• Communicate all open and announced positions internally and/or externally when requested.
• Lead Support and facilitate the recruitment process with Hiring Managers (long-listing, short-listing, scheduling, and organizing written tests and interviews). 
• Ensure that all the requirements for recruiting staff, including a satisfactory reference check, and background check are met prior to making an offer to the selected candidate. 
• Develop, design and ensure that induction programme/package is well scheduled and organized in coordination with functions heads. Along with enrolling all new staff in the induction program.
• Support the National HR Manager in staff orientation of all SOSCV HR policies and procedures.
• Provide full support to the National HR Manager in the field state offices in terms of recruitment and onboarding when necessary.
HR Operation:
• Ensure that all staff records/timesheets are filled and signed properly.
• Collect staff records for payroll on a monthly basis.
• Maintain records of staff annual leave and leave schedules.
HR Administration
• Review and process all contracts coming from the field for approval.
• Support field staff with advice on appropriate contract types when necessary.
• Organize the collection of data from the state field offices, including the collection of personnel files, in both soft and hard copies.
• Ensure that the staff contact list is updated.
• Maintain employee records and ensure accuracy and confidentiality.
• Administer payroll and benefits processes.
• Facilitate performance and individual work plans.
• Handle employee inquiries and provide support on HR-related matters.
Finance related to social insurance and Income taxes:
• Responsible for requesting monthly payments for social insurance and Income taxes 
• Responsible for processing social insurance-related issues for staff.
Reporting:
• Preparation of monthly and quarterly HR Reports.
• Any other task or responsibility determined by the management of SOSCV.
3. Compliance and Documentation:
• Ensure compliance with legal and regulatory requirements related to finance and HR.
• Maintain accurate and up-to-date documentation related to finance and HR activities.
• Assist in audits and reviews related to finance and HR functions.
 


 
 Minimum Qualification, Skills and Experience Required:

  • At least 2-3 years of related experience in a similar position in Finance / HR, Business Administration, or relevant.
  • At least 2-3 years of experience working for non-governmental organizations.

Education: University degree in Business Administration Bachelor's Degree required

  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail; and
  • Fluent written and oral communication skills in the English Language;
