The Eastern and Southern Africa (ESAF) region of SOS CVI is headquartered in Addis Ababa, Ethiopia. It also has a branch office in Nairobi. It has member associations (MAs) in Nigeria, Ghana, Ethiopia, Sudan, South Sudan, Somalia/Somaliland, Djibouti, Kenya, Uganda, Tanzania, Rwanda, Burundi, Zambia, Malawi, Zimbabwe, Mozambique, South Africa, Lesotho, Eswatini, Botswana, Namibia, Mauritius, Angola, and Madagascar. 

We are searching for a vibrant, thorough, and energetic professional, experienced in safety and security risk management within the ESAF Region to join our organization as a full time Safety & Security Advisor for Sudan.

You will be expected to travel in the different regions in country and beyond as you work with a global/regional team to drive safety and security strategy and culture into our National Association.  You will also provide effective technical leadership in the resolution of crises and incidents impacting SOS CV Sudan programmes with support from the Global Safety & Security team. You are called to play a crucial role in integrating the safety and security agenda into SOS CVI Sudan. 



 
 Duties and responsibilities:

The Safety and Security Adviser - Sudan will drive safety and security strategies, technologies, policies, and protocols within our programs in Sudan. You will develop an execution plan by setting priorities, aligning budgets, and implementing the global security strategy.  You will work with the National Management Team, Regional & the Global Safety and Security team. You will collaborate with external security bodies including UNDSS and security focal persons within peer organizations.  You will support the development of security analysis of the country and its various regions when required. 

You will ensure a consistent and effective flow of safety and security protocols and management of travel and other activities, keeping relevant teams up-to-date on all developments both internally and externally.

 

 

Key performance areas and main responsibilities

 

1.  Lead People

  • Build a professional culture of candor and integrity that inspires trust and confidence among your many stakeholders.
  • Provide matrix leadership and develop a network of security focal points at the program level across the country.
  • Drive SOS security culture across the SOS CV Sudan through transparent communication and effective stakeholder management with support from the National & Regional team.
  • Serve as ultimate accountable for the delivery of security strategies.
  • Ensure adequate communication on security issues across the program locations.
  • With support from the Security Team, provide advice and respond to training needs to develop staff safety and security competencies.

Build the Security Culture, Develop and Innovate

  • Lead the development of security culture in SOS CV Sudan such that all staff and alternative care participants understand safety and security, know their role, and support the execution of the agenda.
  • Ensure professional development and continuous awareness of developments in the security profession.

Import and export the best ideas. Seek to apply learning and other innovations to the safety and security program.

 

2.  Protect the Organization

  • Update and follow up on the implementation of security strategies across all programs.
  • Investigate security incidents.
  • Lead the development and review of security plans and procedures including contingency and crisis response plans, severe incidents, and standard operating procedures.
  • Undertake regular security assessment missions to all program locations for SOS CV Sudan. 
  • Monitor the reporting and data gathering of security incidents and generate analysis/reports on security trends.
  • Provide technical leadership in crisis and incident management.
  • Manage the Safety & Security budget for the MA.

 

3.  Manage Empowering Relationships

  • Establish and maintain effective working relationships with key internal & external stakeholders in the country.
  • Live the humanitarian values (neutrality, impartiality, independence, and humanity) in interactions with external stakeholders.
  • Promote a collaborative approach to problem-solving and decision-making; and cultivate a sense of shared responsibility for safety outcomes.
  • Enforce frequent safety audits and inspections to detect any potential hazards and promptly address them, presenting a proactive approach toward maintaining a secure work environment.

 
 Minimum Qualification, Skills and Experience Required:

  • Experience working effectively in matrixed, multifunctional teams to deliver successful safety and security outcomes.
  • High integrity with a personal commitment to open, candid communication.
  • A bachelor’s degree from an accredited university in a relevant discipline.
  • In-depth knowledge of Security, International Development, or related fields. 
  • In-depth understanding of international safety and security protocols and procedures.
  • Deep and clear understanding of humanitarian principles, codes of conduct, and ideally, specific sub-sector work: protection, health, and shelter, linked to INGO field operations contexts. 
  • Good understanding and experience in neutrality in local conflicts and conflicting parties - interaction with all parties and maintaining a position of (humanitarian) neutrality is a necessity of the role.
  • Demonstrable knowledge and practical work experience, preferably with a non-profit or an NGO within international humanitarian assistance or social development programs, with proven capabilities in planning, organizing, and executing security operations in the field.
  • In-depth knowledge or work experience in post-conflict and/or complex emergency environments.
  • Excellent interpersonal skills and the ability to work effectively with diverse teams. 
  • Proven ability to be flexible and work well under pressure, highly stressful, and in fast-paced team environments.
  • Excellent negotiation skills (with senior-level management and/or governmental authorities).
  • Good training skills – the ability to develop, implement, facilitate, and impart learning to a wide range of audiences.
  • Demonstrable practical experience in security management, training or analysis, and report writing role in a relevant organizational setting.
  • Language skills: English required(both reading and writing at a professional level) Arabic  (Fluent in reading and writing)
  • Advanced level knowledge of communications technology, including VHF, HF radio systems, satellite communications, cell phone mediums, etc.
  • At least 2 years of relevant experience within High conflict zones/region
  • Ability to travel as required and in difficult situations.
