 Background:

Founded in 1933, the International Rescue Committee is a prominent international organization that provides relief, rehabilitation, protection, post-conflict development, resettlement services, and advocacy for those uprooted or affected by violent conflict and oppression. 

 

The International Rescue Committee is providing emergency response intervention in Khartoum state following the conflict in Sudan that has resulted in an influx of IDPs and refugees to these locations. The IRC is programming in the camp to focus on Sanitation, Hygiene, and Risk Communication and Community Engagement within the state and further grow the response to include broader water supply interventions to have a comprehensive response package in the medium and longer term, depending on the crisis. Given the current situation, staff and beneficiary safety is an absolute priority, and strict adherence to risk mitigation measures will be undertaken to protect staff and the target beneficiaries. 



 
 Duties and responsibilities:

The WASH or Environmental Health Officer (EH Officer) will play a crucial role in this project, working under the supervision of the Environmental Health Manager. He/she will be responsible for the supervision of water supply, sanitation, and hygiene, activities at the community level, and further in health facilities, which will include waste management activities in IRC and support facilities. This position will support all aspects of technical design, implementation, monitoring, and evaluation of WASH construction-related aspects of the response, ensuring acceptable quality. This role will largely entail working with other WASH/EH Officers and Assistants alongside other sectors in ensuring that hygiene promotion is mainstreamed in the current WASH emergency response activities.

 

Program:

  • With the support of the EH Manager, conduct assessments and technical surveys at the targeted facilities covering aspects of new and/or existing water, sanitation, and healthcare waste management in community settings and targeted Health facilities.
  • Support qualitative assessments that include FGD and KIIs conducted with various community entities that would inform on safe hygiene promotion, access to WASH infrastructure, and other needs for hygiene items.
  • Support all post-distribution monitoring assessments conducted after the distribution of WASH/EH-related NFI items, which would inform on lessons learned.
  • Design appropriate and cost-effective water supply systems, excreta disposal facilities, and medical waste disposal systems, including the development of Bills of Quantities, Technical specifications, and detailed working drawings.
  • Provide the field EH assistants with all necessary technical expertise in all EH/WASH-related activities, including training and supervision.
  • Supervision of contractors, ensuring standard and acceptable engineering contract management practices were adhered to at all times from project inception to final contract discharge and hand over to IRC and managed the supervision of all water supply and sanitation construction works 
  • Directly ensure that water treatment and water quality monitoring activities are consistently carried out at all targeted facilities and that updated data is maintained at all times.
  • Coordinate closely with the EH Officer - Hygiene Promotion on hygiene promotion and behavior change initiatives. 
  • If required, oversee and manage water trucking deliveries and systems
  • Seek guidance and approval from the EH Manager on any changes to approved designs for water supply and sanitation facilities.
  • In coordination with the EH Manager, ensure that stocks of required construction materials, tools, gadgets, and items, including water quality supplies, are maintained and fit for purpose.
  • Maintain comprehensive control systems on materials and tools used including notes on quality of materials procured.
  • Ensure that all water supply and Sanitation works are in line with national and local requirements
  • Participate in the review and evaluation of work to enhance program delivery and quality.

Staff Supervision & Development

  • Supervise and mentor EH Assistants at assigned locations, including performance management.
  • Identify, train, and support EH Assistants with the management of daily skilled and unskilled labor for water supply and sanitation construction works
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable work teams to complete their tasks on time and within budget successfully
  • Responsible for EH Assistants' timesheets, work plans, vacation schedules, and staff training/development activities. 
  • Ensure that the EH Assistants accurately record and collect daily labor timesheets and progress with work plans

Supply Chain and Finance

  • Support the development of EH (WASH) related activity costing to prepare budgets and monthly cash forecasts.
  • Responsible for raising all PRs related to EH (WASH) activities in a timely manner and according to the procurement plans set.
  • Work closely with Supply Chain in follow-ups and tracking orders (POs, Contracts, and PRs) to ensure speedy processing and approving internal stock requisitions for WASH-related activities. 

Grant Monitoring & Reporting 

  • Support the development and maintenance of effective and efficient oversight, monitoring, evaluation, reporting, and tools for WASH construction activities.  
  • Ensure regular field monitoring of activity according to set implementation plans. 
  • Provide regular reports on WASH construction and program progress against the work plan which includes all WASH/EH-related distribution activities while maintaining updated records of beneficiaries and items received
  • Collect and record all requisite data related to activity implementation including provision of period updates when required.
  • Provide weekly reports of progress on the construction of water supply and sanitation systems.
  • Actively involved in tracking EH (WASH) related budget lines, giving input to the EH Manager for budget management and timely budget utilization. 
  • Under the guidance of the EH Manager, support Liaison with communities, local Government institutions, and UN partners on EH/WASH-related issues as well as other agencies (INGOs/NGOs) operational in IRC target areas regularly to ensure coordination and effective implementation of activities.
  • Other duties as assigned by the supervisor to enable and develop IRC programs

Travel and other requirements: This position will be based in Omdurman locality, with 35% of travel to the field.

 


 
 Minimum Qualification, Skills and Experience Required:

The ideal candidate will have an Environmental health (WASH) background and experience in implementing Water, Sanitation, and sanitation in refugee camp settings.

  • Minimum Diploma/Degree in Water Engineering, Civil Engineering, Public Health Engineering, or related field.
  • Significant professional experience in the design and implementation of WASH projects with a bias in Health Facility settings
  • Understanding of EH issues in emergency situations/contexts and knowledge of emergency standards (Sphere) in refugee settings 
  • Able to work under pressure and able to multi-task.
  • Able to fluently communicate and write in English
  • Competent communication skills, effective in representation and liaison 
  • An Engineer with experience in designing health and WASH infrastructure in emergencies 
  • Strong management, planning, analytical, interpersonal, and communication skills;
  • Competent user of MS Applications: Word, Excel; ACAD, ArchiCAD, or similar
