Description of the Conflict Sensitivity Facility (CSF):
The CSF is part of Saferworld’s Conflict Advisory Unit (CAU) and it aims to: support the integration of conflict sensitivity into the policies, practices, and programmes of aid actors in Sudan. It draws upon Saferworld’s extensive experience of supporting similar processes in a range of contexts, coupled with our deep contextual knowledge and long-term, established relationships with Sudanese civil society from across the country. Over the past four years, for example, Saferworld has designed and built up the Conflict Sensitivity Resource Facility (CSRF) in South Sudan. Saferworld has been working on and in Sudan and South Sudan since 2002, including on issues of community security, small arms control, and conflict-sensitive development.

Duties and responsibilities:
Job purpose:
The Outreach Advisor will lead on developing and delivering the CSF’s outreach strategy. The post holder will be expected to lean on the following: engagement with the wider Sudan aid community; representing the CSF to external partners including coordination forums; networking and building relationships with key stakeholders; and lead on field support engagement with partners. The Outreach Advisor will also work with the wider CSF team to support core functions of the CSF, including communications.
Roles and responsibilities:
Development of outreach strategy for CSF’s wider outreach to Sudanese aid community.
Relationship building with stakeholders in Sudan aid sector: represent CSF to external stakeholders in Sudan aid sector by:
Attending coordination forums on behalf of CSF, ensuring conflict sensitivity in a key theme across all forums.
Networking and relationship building with key stakeholders and partners in Sudan aid sector.
Act as main interlocutor for requests and queries for CSF from external stakeholders,
Identify key conflict sensitivity themes in aid sector, ensuring they feed in to CSF programme and operations.
Management and oversight of convening roundtables/consultations: Lead on the design and execution of CSF outreach events including thematic roundtables, consultations and briefings:
Responsible for the planning and design of outreach events, including managing logistics such as location, speakers and participants.
Lead on the delivery of events including facilitation and the execution of events
Coordinating inputs and updates from CSF and partners for convening events.
Liaising with CSF team for systematic dissemination and convening of CSF products to Sudan aid sector.
Lead on field support to partners: act as main interlocutor for CSFs field support engagement to partners:
Manage relationships with partners as part of targeted support service from CSF.
Coordinate, lead and participate in joint field visits with partners.
Link capacity building activities to outreach with partners, ensuring technical CSF inputs at field locations with partners.
Ensure continued follow up support to partners post field visits, ensuring continued service linked to capacity support.
Internal MEL activities: Provide direction, guidance and support to the CSF MEL Advisor to:
employ the Outcome Harvesting methodology to develop learning from the CSF’s implementation that can inform programmatic shifts over the life of the programme;
design and implement internal learning and evaluation tools, processes and reporting;
ensure the data collection system for operational M&E is collecting adequate information according to the correct procedures and reporting requirements for CSF;
External learning activities: Provide advice, guidance and mentorship to the CSF team on organizational learning and adaptation to:
design and facilitate of learning and reflection events to build understanding on complicated issues facing the aid community in Sudan;
work closely with a range of donors, aid organisations, humanitarian clusters, academics, and other stakeholders in Sudan to better understand how to improve learning, apply learning, and build institutional memory within the aid sector;
Inter-Facility exchange: Learn from and contribute to global discussions about learning and adaptation in the aid sector in Sudan and compare and exchange with lessons learnt at the CSRF in South Sudan for regional learning specifically on topics with a bearing and implication on both countries.
Support to core functions of the CSF:
Support the implementation of the communications strategy, including: using social media platformsto raise awareness of the value of conflict sensitivity for Sudan’s aid sector and disseminate CSF products; plan and develop content in English and Arabic for the CSF’s online presence.
Support capacity building, analysis and learning activities of the CSF, working closely to support colleagues in the delivery of trainings, capacity support, and analysis activities.
Key working relationships
CSF team – work collaboratively with the CSF team and consortium in future to link the capacity building agenda with the project’s research, analysis, outreach, and learning work;
Saferworld Conflict Advisory Unit – work collaboratively with the CAU to share learning and support delivery of activities that align with CSF’s mandate to promote conflict sensitivity.
Donors, UN Agencies, INGOs and NNGOs – develop and maintain relationships with donors and other organisations working in Sudan, on conflict sensitivity issues, or on the Sudanese context more broadly.
Aid workers – network with individual aid workers to support CSF’s outreach with regards to capacity building, information sharing and learning around conflict sensitivity.

Minimum Qualification, Skills and Experience Required:

Knowledge, qualifications and experience
Essential requirements:
A university degree in a relevant field;
At least 5 years of relevant work experience in humanitarian, development or peacebuilding sectors (e.g. project management, analysis, M&E, coordination, programmes, communications).
Experience in designing, implementing and monitoring programmes for governance, peacebuilding, advocacy or other flexible programmes.
Experience and comfort in facilitating problem-solving discussions, reflection sessions and/or trainings;
Capacity to produce high quality verbal briefs and written reports in English and Arabic;
Demonstrated ability to learn quickly and adapt to changing contexts;
High standard of computer literacy;
Sudan and/or regional experience;
Desirable requirements:
Experience and comfort in providing mentorship, guidance, and support to a range of actors;
Experience in strategic planning, program design, and M&E planning development (especially working with theories of change, participatory methods and adaptive management methodologies);
Experience working with communication products (e.g. mailing lists, social media content generation)
Experience writing or contributing to global discussions around aid reform and learning;
Understanding of conflict sensitivity methodologies;
Experience working in a conflict-affected context;
