 Background:

The IT is an essential element that contributes to the success of any business and the Senior ICT Officer is responsible to administrate CARE Sudan Computer networks and provide technical support to the users, optimize and protect the use of the CARE Sudan information system, hard and software with high level of confidentiality integrity and respect. The Senior ICT Officer is expected to participate in the ICT planning and implement the plans developed. 

 



 
 Duties and responsibilities:

1. Office Management:-


a. Maintain an appropriate filing, retrieval, and archiving system for the Office ICT related documents (hardcopy and softcopy, create the Documents library into the cloud and CARE share point.
b. Keep an update record of the office ICT items inventory.
c. In the absence of the Liaison officer, making booking requests with UNHAS online system, receiving flight schedule, manifest, E-tickets for the staff traveling to CARE’s operational areas. 
2. Provision and replenishing of office ICT supplies:
a. Identify needs in ICT related office supplies (New IT Equipment’s Purchase, print toners cartridge, computers accessories, spare parts, …etc) and establish a follow-up procedure for these items.
b. Undertake purchases and storage of ICT related supplies.
3. Database of Local Suppliers:
a. Undertake a market study for the IT Equipment’s and Telecom Services and identify the best available Options.   
b. Set up and maintain a database of local suppliers that deal with ICT Equipment’s, detailing criteria of quality and specifications, prices, services, ethics etc.
4. Database Management - Create, administer, and maintain the database systems, and applications to ensure effectiveness of data management. and reporting, for all CARE Sudan Offices: 
a. Administrate, and maintain Servers Hardware, Software, and ensure the database system, filing system connected properly to provide users a reliable connection to the databases, shared folders, drivers, and other online and web-based applications. 
b. Participate in the database system implementation and associated software and hardware implementation and training.
c. Manage servers and databases Backup according to the designed schedule and ensure full protection of data.
d. Ensure that the backup data is consistent and reliable to be restored when needed and conduct regular checks for backup data.
e. Maintain database systems and reporting tools.
f. Install the CO’s Network standard / generated software packages and maintain the setup configuration and bugs.
Metrics:
a. Database systems are running as per the SLAs.
b. Systems running at an acceptable level during working hours.

5. Network Management of LAN/WAN - Maintain the e-mail, internet connectivity, and network systems. 
c. Maintain the MDF and all the network infrastructure for LAN and WAN
d. Maintain and configure the email client software (outlook … etc.), new accounts creation into CARE OKTA    E-mail System and CARE academy learning system.
e. Maintain physical and virtual communication connections, including routers, VOIP Gateways, wireless pointers, switches, etc. 
f. Administrate and troubleshoot the network problems and provide solutions to fulfill business requirements.
g. Ensure offices are well connected to the internet and network resources. And resolve problems of connectivity.
h. Administrate, Monitor and maintain the firewalls and software protection, to protect the network from external hackers, spam, Adware, and spyware.
i. Participate in the installation and update the internet software/hardware protocols. 
j. Monitor Internet performance in the field offices, and propose improvement needs when applicable.
k. Contribute the implementation of WAN and LAN establishment, and maintain the equipment and software.

Metrics:
a. Ensure all users are connected (measured by total number of users connected)
b. Systems running at acceptable level during working hours.

6. ICT Assets management - Maintain ICT assets in a good working condition.

c. Deploy offices data protection policy to protect the data from software/ Hardware distortion.
d. Participate in installing and maintaining network equipment’s, and administrate the Users authority levels according to the CO’s ICT Policies.
e. Maintain ICT equipment database and records with all needed information.
f. Come up with IT equipment’s replacement plan.
g. Conduct preventive maintenance for the IT assets.
h. Provide Up-to-date IT assets specifications when purchasing new equipment’s. 
i. Ensure IT policies and procedures are in place and implemented.
j. Participate in implementing Data Distortion Recovery Plan and procedures.
k. Manage network data and email system Backup for CARE Sudan offices, according to the schedule, and ensure that the backup data is consistence and reliable to be restored when needed.

Metrics:
a. Ratio of assets in good working condition verses non-working IT assets
b. Number of preventive maintenances conducted during the year.
c. Working Assets database/register

7. Support the IT users for CARE Sudan:
a. Provide Technical support for the Email system users.
b. Support the users in installing new hardware (Printers, Scanners, Cameras…etc.) and software.
c. Troubleshooting the IT problems users facing during their daily routine work.
d. Ensure the security software (Antiviruses, Malware…etc.) up to date, and the user’s data protected against the harmful programs.
e. Supervises the IT maintenances when done by third parties and ensure maintenances are done according to IT procedures and Digital team recommendations.
f. Provide online support for network client.
8. Management of Communication equipment:
a. Organize the installation of communication equipment: telephones, HF and VHF radios.
b. Ensure that the new joined staff are trained and well oriented to use of such IT equipment’s.

9. IT Development plans, policies, ICT budget and innovations
c. Participate in the IT development plans.
d. Ensure IT policies and procedures are in place and implemented.
e. Suggest needed actions for the enhancement of the IT plans. 
f. Develop the annual IT plan for the Country Office.
g. Collect, analyze and report issues related to IT that helps in better plan for ICT development. 
h. Suggest needed actions for the enhancement of the IT services. 
Metrics:
 Number of participations in the Regional ICT forums.
 Number of achieved/completed projects/plans.

10. User Support Management (Support users in CO (Incident Management & Request Fulfillment)
a. Support the users in installing new systems or any change in the IT infrastructure. (Change management)
b. Provide online support for network clients.
c. Manage the user help desk system (Resolve the problems; escalate to the Digital Team when needed.)
d.  Manage all IT contracts and SLAs (Supply management)
Metrics:
 Number of incident/tickets logged in and solved satisfactorily.
 Reduced number of system/devices downtime (percentage)
 Up-to-date SLAs and contracts

11. Any other assignment:
a. Perform any other assignment as required by supervisor related to the position as an ICT senior Officer.

12. Authority:
a. Directly reports to the Head of Operations, with technical reporting responsibilities to the Regional or/ and HQ IT unit.
b. Supervision:  ICT officer.
c. Budget responsibility: NA
d. Financial: NA.

13. Contacts and Key Relationships:
a. Internal: Provides assistance to all IT Users to achieve maximum use of IT Capacity
b. External: Internet service providers, Computer companies, programmers, IT experts of other Country Offices.

14. Working Conditions:
a. The position is based in Port Sudan office and requires frequent travel to CARE Sudan Field Offices.
 


 
 Minimum Qualification, Skills and Experience Required:

Required Qualifications and Competencies:-
Education: Bachelor’s degree in computer science, Electronic and Communication or recognized professional certificate such as Microsoft Certified Professional, ITIL foundation IT service management
Experience: 5 years work experience in related field, preferably in international agencies.
Language: Excellent communication in Arabic and English
Computer: Hardware/Software maintenance, technical support and troubleshooting, network maintenance, database integration and report design.

• Fluent English (written and verbal)
• Professional ICT skills.
• Strong coaching, mentoring, training facilitation, and team building skills.
