CEA and PGI Senior Officer

 Background:

The Community Engagement and Accountability (CEA) and Protection, Gender, and Inclusion (PGI) officer will support the SRCS 2 State Branch (Kassala state and Northern state), project teams to enhance the impact, reach, and efficiency of EUD FSL project operations through the integration and coordination of CEA and PGI activities and approaches. Support PMER of the project activities with a particular focus on managing and motivating volunteers and will have overall technical responsibility of managing the implementation, monitoring and reporting This includes participatory methods, feedback systems, risk communication, evidence-based advocacy, and PGI mainstreaming. The role provides strategic and technical advice, along with training to build staff capacity, fostering a systematic approach to CEA and PGI, and strengthening participatory processes in response and recovery efforts. The Officer will guide and coordinate the implementation of CEA activities across emergency operations and ensure the inclusion of PGI considerations. The coordinator will identify protection risks, including child protection and sexual and gender-based violence, and take actions to prevent, mitigate, and respond to violence, exploitation, and abuse, ensuring appropriate reporting and referral mechanism. Also required to assist SRCS in maintaining close coordination in technical areas with relevant authorities and other stakeholders at state level.



 
 Duties and responsibilities:

  1. Assessments and Coordination: Conduct assessments to identify PGI/CEA-related concerns, risks, needs, capacities, socio-cultural, and contextual factors, guiding intersectoral work and community engagement efforts. Coordinate with relevant protection actors and support multi-sectoral needs assessments to ensure PGI/CEA-related information is collected, analysed, and documented safely and securely.
  2. Stakeholder Engagement: Engage in dialogue with key stakeholders’ leadership to ensure community engagement issues and insights drive humanitarian action.
  3. Sex, Age, and Disability Data: Support and advocate for the collection and analysis of sex, age, and disability disaggregated data within operations.
  4. Feedback Systems and Research: Ensure regular analysis and sharing of feedback by strengthening appropriate feedback systems. Conduct research to gain a deeper understanding of community perceptions, beliefs, rumours, and complaints.
  5. Inclusive Access and Participation: Work with operation teams to ensure that the most vulnerable groups have equal access to information channels, feedback mechanisms, and participate in decision-making processes.
  6. Staff and Volunteer Training: Design and facilitate the training of staff and volunteers on essential CEA aspects, PGI, reducing PGI risks, and feedback systems.
  7. Community Voices in Decision Making: Guide teams to create opportunities for community voices to influence local and national decision-making processes.
  8. Awareness Raising: Raise awareness of PGI risks/needs, and CEA with senior management, staff, and volunteers through presentations, training, and briefing sessions.
  9. Mainstreaming Community Engagement: Ensure the roll-out and adaptation of PGI/CEA tools, methodologies, training, and activities, ensuring the participation of affected people and meeting their specific needs.
  10. Protection Referral Pathways: In coordination with other agencies, map and disseminate protection referral pathways to ensure safe and effective protection for vulnerable populations.
  11. Safe Spaces and Vulnerable Groups: Ensure more vulnerable individuals and groups have access to safe spaces, especially in operations involving temporary settlements and evacuation centres.
  12. Monitoring and Reporting: Undertake regular monitoring and provide reporting on the changing operational context and protection risks to ensure that prevention, mitigation, and response strategies are targeted and adapted. Document and share lessons learned, smart practices, and other useful findings with SRCS and DRC MHPSS Delegate
  13. Others: Contribute to development of new funding proposals and extended project proposals. Participate  in and contribute to SRCS, both Kassala State and Northern state annual planning process. Where appropriate, attend international / external meetings and workshops relevant to the project work as agreed with the Line Manager. Undertake any other tasks in agreement with the Line Manager.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications

  • Bachelor’s degree in social science or equivalent specialized certification.

Experience of

  • Previous working experience, minimum 3 years working with communities in Humanitarian organization or RC/RC movement set-up
  • Adequate IT skills and to work smoothly in online TEAMS etc

Skills in

  • Reporting in EU formats
  • Submit weekly reports, photo video documentations on field visits.
  • Computer skills including word processing and advanced Excel skills and working in Microsoft TEAMS

Working Abilities

  • Work as part of a team in a supportive way.
  • Work under pressure and to strict deadlines.

Attitudes

  • Willing to work long and irregular hours and on public holidays as required.
  • Commitment to the fundamental principles of RC/RC movement and to the mission of Sudanese Red Crescent Society.
