 Background:

 

The Federal Ministry of Health (FMoH) has been managing the Global Fund’s RSSH-Malaria grant for the previous two funding cycles 2018-2023 and 2021-2023, with UNICEF as a procurement agent for the pharmaceuticals and laboratory products, and the National Medical Supplies Funds (NMSF) tasked with warehousing and logistics for grant-procured items, distributing them through state-level medical storage facilities. From 2011 to 2015, with Axios foundation's support, NMSF redesigned the supply chain, implementing a Logistics Management Information System (LMIS) to enhance logistics information capture. 

In the new funding cycle 2024-2026, the FMoH and GF have engaged UNICEF in a grant management role as a Principal Recipient, and the three parties have entered into a Tripartite Agreement in April 2024. FMoH has a lead role in the implementation of the Malaria and Resilient and Sustainable Systems for Health (RSSH) Grant. 

The current RSSH-malaria grant aims to strengthen the supply chain, with FMoH planning to appoint supply chain M&E officers to support grant activities.

 

 


 
 Duties and responsibilities:

Terms of reference

 

The SC M&E officer will oversee the monitoring of all supply chain services, focusing on performance and challenges, and identifying opportunities for improved management, data collection, analysis, and reporting, particularly for GF-funded health commodities. The SC M&E officer is expected to work on enhancing stock management and supply chain-related communication; ensuring compliance with GF terms and conditions; coordinating and collaborating with stakeholders at DCD, UNICEF, and state MOH; ensuring the availability and quality of supply data for decision-making; and reporting to the PMU Supply Chain Head of section for administrative and technical guidance.

 

Duties and responsibilities:

 

  1. Maintain medicine availability and supply chain performance reports using KPIs.
  2. Identify opportunities for automation and continual improvement in logistics information systems.
  3. Pursue innovative approaches and technologies for supply chain data management.
  4. Collaborate with M&E, program, and other teams for consistent reporting.
  5. Conduct exploratory data analysis to identify supply chain trends.
  6. Provide technical assistance for supply chain information system strengthening.
  7. Operationalize the business intelligence module of the NMSF LMIS for real-time data analysis.
  8. Prepare regular stock status dashboards.
  9. Analyze data to support forecasting, supply chain strengthening, and supplier performance.
  10. Provide technical support for forecasting and quantification exercises.
  11. Maintain and monitor supportive supervisory visits and data quality audits.
  12. Prepare feedback and revise LMIS reports for timeliness, completeness, and accuracy.
  13. Support the development of tools and documents for supply chain M&E plans.
  14. Improve data consistency in logistics and health management information systems.
  15. Enhance the logistics management information system for data generation and utilization.
  16. Monitor and update procurement and supply management plans.
  17. Communicate findings effectively with stakeholders.
  18. Advise on the revision and implementation of the Pharmaceutical Strategic Plan (PSP).
  19. Build supply chain capacity, particularly in M&E and LMIS areas.
  20. Participate in meetings and liaise with various partners and stakeholders.
  21. Report progress and improvements in the supply chain.
  22. Periodically review the effectiveness and quality of the supply process.
  23. Analyze supply chain performance data and develop interventions.
  24. Ensure data collected is stored and accessible.
  25. Support facilities in producing reports and documenting results.
  26. Prepare quarterly and annual reports, activity reports, and other related documents.
  27. Participate in the regular reporting of the PMU and contribute to quarterly Pulse Checks and semiannual PU/PUDR. 

 

DELIVERABLES

 

The SC M&E officer  will:

 

- Apply the M&E framework for essential medicines and medical supplies in the supply chain.

- Develop and maintain a dashboard of SC-Key Performance Indicators (KPI) and management indicators.

- Conduct and report on comprehensive monitoring and evaluation of the supply chain from the center to the service delivery point for decision-making.

- Ensure the collection of high-quality data throughout the supply chain, enhancing the availability of data for analysis and decision-making, by compiling and disseminating Data Products.

- Perform routine data collection and reporting (LMIS) at service delivery points.

- Provide regular reports to the PMU (Supply Chain Head of Section).

 

 


 
 Minimum Qualification, Skills and Experience Required:

EDUCATION, SKILLS REQUIREMENTS

  1. Bachelor's degree in Pharmacy;
  2. Training in Monitoring and Evaluation or post-graduate training in Public health, Global health or related field;
  3. Business Administration qualification will be an advantage;
  4. Advanced knowledge and proficiency in spread-sheets and database packages, 
  5. Knowledge or experience with Web-based data systems and use of analytical tools.
  6. Proficiency in both Arabic and English with good verbal and written skills is required.
  7. Writing and reporting skills are a requirement

WORK EXPERIENCE

  • Preference is given to candidates with at least 3 years of experience working in the health system, and ideally in the health care supply chain;
  • Experience in commodities distribution, project supply chain, and medical commodities;
  • Ability to work easily with MS Access, MS Word, and MS Excel and familiarity with database, ERP systems and spreadsheet queries, formulae, and graphical presentation data;
  • Experience in data analysis and report writing;
  • Demonstrated initiative, and ability to work independently with minimal supervision;
  • Experience working on Donors-funded projects is an advantage;

Strong interpersonal skills and team player with proven technical and negotiation skills and willingness to travel to the states.
