Cash Project Officer

 Background:

Under direct supervision of the Cash Coordinator the Roving Cash and Voucher Officer will Manage Area Cash Team to ensure successful delivery of cash Assistance across the country.

International and Local partners

  1. Plan, implement and follow-up on ACTED distributions in line with distribution SOP, ensuring crowd control and safety measures are upheld.
  2. Ensure protection mainstreaming during distribution and inclusive access to the distributions.


 
 Duties and responsibilities:

  1. Plan and implement distributions in the sites
  2. Prepare and disseminate monthly plans for distributions and submit to MSM managers for approval.
  3. Distribute commodities to eligible beneficiaries strictly following verification process and methodology and standards defined by ACTED.
  4. Supervise Enumerators hired to support distributions.
  5. Foresee crowd control, verification of beneficiary and receipt of entitled commodities by the beneficiary in exact amount as entitled in methodology.
  6. Submit accurate and detailed reports on distributions and assistance provided to beneficiaries during distributions.
  7. Ensure community awareness of distributions (including all details – timeline, eligibility criteria, etc.)
  8. Supervise the entire distribution cycle of Acted Cash distributions as per the distribution SOP:
    1. Pre-distribution: Information sharing and information campaign.
    2. During distribution: crowd control, verification of beneficiary and receipt of entitled commodities by the beneficiary in exact amount as donor requirements.
    3. After distribution: update database, reporting.
    4. Cross-cutting: Ensure support and protection for PWD, children, elderly and gender at the distribution sites.
    5. Flag to MSM managers hot issues related to distributions and resolve on the spot as possible.

  10. Report on the program progress on daily bases to the Program Officer
  1. Ensure accurate record keeping of project documentation, including hard and soft copies of procurement documents to be filed on the server.
  2. Ensure compliance with ACTED internal procedures and donor procedures.
  3. Ensure thorough reporting internally and externally as required.
  4. Accountability to Communities and Beneficiaries
  5. Support and consider gender, protection, and GBV concerns in all aspects of activities.
  6. Adhere and Promote to Prevention of Sexual Exploitation and Abuse principles and guidelines (for site residents, ACTED staff, partner agencies).
  7. Support and promote the participation of women, youth, and marginalised groups.
  8. Refer immediately to protection cases identified to the Acted Protection Officer for referral to protection actors.
  9. Human resources and Team Management
  10. Lead recruitment of staff/ daily workers for the distribution unit.
  11. Day-to-day supervision and management of enumerators (i.e. attendance sheet signature, follow-up with finance, etc.).

Commitment to continuous learning through training and timely identification of capacity-building needs and opportunities, in coordination with the Sr. MSM Officer, PM and HR department


 
 Minimum Qualification, Skills and Experience Required:

  • At least 2-year experience working in distributions, preferably with an NGO;
  • At least 1-year experience managing a team;
  • University degree (at least Bachelor);
  • Strong Microsoft Office skills (i.e. particularly MS Excel);
  • Fluency in local language and English (i.e. speaking and writing);
  • Excellent time management skills;
  • Ability to operate in a cross-cultural environment requiring flexibility;
  • Ability to work independently;
  • Strong attention to details;
  • Does not reside in the sites.
