Safety & Access Officer
ACTED

 Background:

This position will support the Base Manager(BM) and the Operation and safety Department.

  • ensure that the safety and access security standards of ACTED staff are high.
  • ensure high-level safety and security of all ACTED assets, property, and resources.
  • act as liaison and representative for ACTED in its engagement with local authorities at state level,

within ACTED’s sphere of influence and context of operations.

They will acquire operational comprehensive understanding of ACTED program in Sudan and provide support and advice in terms of safety and liaison with local actors. They are accountable for compliance with ACTED Operations and safety guidelines.



 
 Duties and responsibilities:

  • Provide daily contextual security report to the BM and Operation and safety manager.
  • Provide context and risk analysis for access and potential new locations of intervention.
  • Carry-out weekly update on access to ACTED areas of operations within the state. 
  • Carry-out monthly evaluation (Minimum Operating Security Standards (MOSS) self-assessment) for the office.
  • Provide road risk analysis for the state.
  • Ensure compliance with the MOSS and be responsible for First Aid Kits/ Trauma Kits and Fire Safety at the ACTED office.
  • Ensure the ACTED processes are applied and explained to all staff based and visiting the area, and update and display the emergency contact list at the office(s), and to all staff visiting the area(s)
  • Ensure the WA check-in groups are updated, and relevant headcounts are done in a timely manner
  • Ensure the access control to the premises (control the visitor books, all visitors have badges, staff to wear their ID, etc.) and timely issuance of ID cards
  • Ensure a proper level of preparation before movement on the field, support line management in setting movement rules which are adapted to the local context to support the logistic and operation team in country
  • Ensure the follow-up of team’s movements to the field in supervising the check-ins, and support wider movement plan in coordination with the BM on a weekly basis
  • In collaboration with the Operations manager provide security briefings for all national and international incoming ACTED staff to Karari with follow-up periodically or when applicable

Liaison with humanitarian, military, community, and other actors

  • Establish a strong relationship with other actors (both security related and administrative), including other NGO/INGO, INSO and agencies working in the security management field
  • Establish a strong relationship with implementing partners and share updates/ guidance as per recommendation from Operations manager and BM.

Establish and ensure a strong relationship with local authorities and local organizations in the areas of implementation and develop a contact database to allow relevant and timely follow up with relevant authorities in support of ACTED’s project objectives

  • Report on status of access documentation for newly accessible areas and support ACTED staff in getting the right authorization documents in a timely manner.

6. Reporting

  • Ability to work and write in English is a pre-requisite.

7. Protection Mainstreaming

  • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors).
  • Perform other duties as requested by supervisor

 
 Minimum Qualification, Skills and Experience Required:

  • Strong knowledge of the local context
  • At least 6 months of experience in the humanitarian and/or international organization (strongly preferred)
  • Experience in liaising between agencies and organizations
  • Experience in contingency planning, and experience in emergency simulations will be considered an advantage
  • Previous experience providing training and making presentations (preferred)
  • Very good computer skills (office applications) (preferred)
  • Working knowledge of written and spoken English is required (and will be assessed via interview)
