Wash Engineer

 Background:

Building on its long-lasting experience providing emergency response in Sudan, Acted is implementing a 12-months project aimed at addressing urgent needs of population affected by the current humanitarian crisis in Sudan following the recent conflict which erupted on April 15th 2023.

Job Description

Through an integrated multi-sectoral approach, the WASH Engineer will contribute to provide an integrated multi-sectoral emergency response to support vulnerable conflict-affected populations through coordination and delivery of essential lifesaving services through Mobile Camp Management and Camp Coordination (MCCCM) services in Southeast of Sudan (Gedaref, Blue Nile, White Nile, Sennar, North Kordofan and Jazirah States).

Under the WASH component of the project, the WASH Engineer will implement the following activities:

  • emergency water supply in MCCCM sites;
  • construction of emergency communal latrines/showers;
  • cleaning and maintenance of the sanitation facilities;
  • conduct hygiene promotion;

distribute hygiene, water, and dignity kits

This is a mobile position, requiring frequent travel to Several States in Southwest Sudan (Gedaref, Blue Nile, White Nile, Sennar, North Kordofan and Jazirah States States).

 

Under the authority of:

  • WASH Project Manager (direct supervision)
  • Area Coordinator(s) (functional supervision)

Responsible for:

All field-level WASH engineering activities in White Nile, Sennar, Al Jazirah, Gedaref, Blue Nile, North Kordofan States.

Internal relations:

ACTED operational and project field teams and direct/indirect beneficiaries.

External relations:

Humanitarian aid Commission (HAC), Commission of Refugees (CoR), Bureau of Humanitarian Affairs (BHA), and relevant local stakeholders.

To implement WASH activities in a timely and professional manner, according to objectives, goals and indicators and in line with donor requirements and based on beneficiary needs, specifically:

  • emergency water supply;
  • construction of emergency communal latrines/showers;

cleaning and maintenance of sanitation facilities.



 
 Duties and responsibilities:

Under the direct supervision of the WASH PM and functional supervision of Area coordinator the Wash Engineer carries out the following duties:

  • Manage projects technical issue belong to WASH Infrastructure projects survey, design, monitoring and evaluation of sub-projects and monitoring and evaluation of projects and technical training to project focal groups/community stakeholders in terms of their projects.

Implement field-level WASH Infrastructure program activities in his intervention areas of Responsibility

  • Ensure sustainable systems are set in place for longer term operation and maintenance of all WASH Infrastructure and sanitation activities, including the provision of all necessary training
  • Supervise construction and rehabilitation works, and ensuring works are carried out as per set standards. In particular, conduct daily visits to the construction sites to:
    • Inspect the technical quality of ongoing construction projects and use of built WASH Infrastructure;
    • Monitor changes in the technical performance affecting personnel, the schedule, deliverables, and price or costs;
    • Monitor contractor(s)'s performance;
    • Provide technical direction to the contractors and ensure that contractor(s) personnel have required resources, skills and capacity. All contractor(s) deficiencies and failures shall be brought to the attention of the Area Coordinator and relevant Program Manager
  • Provide professional technical assistance in preparing viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the need of the target group at district level.
  • Undertake technical assessment, designs and estimates for WASH Infrastructure projects.
  • Participate in project planning discussions and give valuable inputs at various stages including survey, structural analysis, estimations and implementation.
  • Review, evaluate, and make professional recommendations concerning engineering feasibility of plans developed.
  • Follow Acted's engineering monitoring and evaluation tools for regular supervision of WASH Infrastructure projects.
  • Supervise projects in coordination with government or local technical personnel and in collaboration with the Provincial Engineers.
  • Ensure, with the assistance of Project Management, that environmental and sustainability issues are considered in the program design, and that all constructions and rehabilitations consider gender mainstreaming points and include participation of affected populations.
  • Coordinate and provide technical support to engineering teams on implementation of different WASH Infrastructure projects.
  • Report to area/capital office and relevant departments in a timely manner.
  • Perform other duties requested by his/her supervisor.

  • Participate actively in workshops, seminars & conferences organized by Acted management.

  • Identify, build, and manage collaborative partnerships with local governments and other stakeholders relevant for WASH Infrastructure projects.
  • Communicate effectively to ensure overall project targets and donor obligations are met.

Security

  • Ensure compliance with security procedures and policies as determined by country security strategy and regular advisory.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

 
 Minimum Qualification, Skills and Experience Required:

  • Minimum Master’s degree in engineering with specialisation in WASH, public health, or related field
  • Minimum 3-5 year of experience in lead positions in development program management.
  • Demonstrated budget management skills; good report writing and critical thinking skills.
  • Previous experience working in an (I)NGO’s is desirable.
  • Proficiency in the use of smartphones, computer (incl. email) required.
  • Committed to improve protection programming.
  • Excellent communication skills & ability to relay info clearly, concisely, and in an appropriate manner – ability to work independently and as part of a team.
  • Familiarity with the one or more of the area(s) of intervention, as well as the area’s cultures and traditions is highly recommended.
  • Excellent Arabic and English verbal and written language skills.
  • Ability to travel to the field/provinces, according to the requirement of ACTED intervention areas in Sudan.
