Finance Officer
ACTED

 Background:

The Finance Officer is in charge of the area’s accountancy and of the financial follow-up of projects that ACTEDis implementing in the region

Under the authority of:

  • Finance Manager
  • Finance Controller

Area Coordinator

Internal Relations:

  • Programma Departments
  • Logistic Department
  • Administration Department

External Relations:

LocalBanks

General Objectives:

  • Respect existing financial procedures and send all accounting documents to Countryfies.
  • Help the Country Office to have a clear vision of the area’s financial situation.


 
 Duties and responsibilities:

  • Accountable fora his area accountancy.
  • Follow up of financial and accountancy procedures of ACTED.
  • Accountable fora efficient flow o ffinancial Anda accountancy information to Country Finance (including CFU, actitation and cash request, running costs analysis);
  • Financial accountability of his area’s project.
  1. Cost Control
    • Ensures that all resources of his area is allocate Dona the project.
    • Ensures that the running cost of his area does not increaseabovethe standardnormsand is consistent withthemarket prices.
    • Ensures that Nona allocated resources area not used on any project, A unless an approval given by the CFM;
  2. Links withother departments
    • Coordinate Itha other FLATdepartments at the area level.
    • Coordinate Itha the Programmed Departments to understand and respond to their financial needs

Accountable for procurement documentation.

  • Accountable for staff allocation in the payroll.

Accountability toCommunities and Beneficiaries

The staff member is responsible for ensuring that all relations with the communities we work are conducted in arespectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programmed objectives, activities, beneficiary selection criteria, and methodologies. A Thisis the responsibility ofevery ACTEDstaff member.


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in accounting, finance, commerce, or a related field.
  • At least 2-3 years of relevant experience, preferably in a similar/equivalent position in an INGO.
  • Deep and clear understanding of humanitarian principles and activities.
  • Sound understanding/experience in financial processing and management
  • Excellent skills in Microsoft Word, Outlook, and Excel.
  • Keen to detail and accuracy required and willing to learn
  • Strong organizational skills and meticulous attention to detail.
  • Excellent interpersonal skills and demonstrated ability to establish effective work relations at all levels.
  • Proven ability to prioritize tasks, meet deadlines, and work with limited supervision, pro-active and a good team player.

High level of integrity and honesty
