Background: Under the supervision of Deputy Country Director, the Base Manager is responsible for representing Acted`s interests inActed Sudan area officeswith local authorities, donors, beneficiary communities and other key stakeholders. The Base Manager oversees the day-to-day operational implementation of projects and security in the respective base. The Base Manager also supports Project Managers to ensure that projects address beneficiary needs and are implemented according to Acted’s global strategy, donor guidelines, approved work plans and budgets Under the authority of: - Deputy Country Director Field Operations

Non state actors - Contribute to the development and application of the Acted country strategy at sub-area/base level and ensure Acted representation and positive relationship building,
- Facilitate the creation of an enabling and productive working environment through internal communication and coordination at sub-area/base level,
- Support the timely and quality implementation of projects in the sub-area/base,
Anticipate and mitigate risks ensuring operations in the sub-area/base are compliant with Acted finance, logistics, administration/HR, transparency and security (FLATS) procedures

Duties and responsibilities:
- Coordination:
- Ensure WAM (Weekly Area Meeting) is conducted, and minutes/action plan shared within Area team and Country office.
- Present Acted at internal and external meetings at area level.
- Finance Management
FLATS Management - Control project budgets at base level to avoid under/overspending.
Ensure accurate budget forecasting and efficient cash flow management - Staff Management
- Ensure that all staff in the base understand and are able to perform their roles and responsibilities related to base operations and link with the Capital Head of Departments
- Promote team building, productivity and staff welfare,
- Mentor and support the team to build capacities, and improve efficiency and performance, and follow career management,
- Manage interpersonal conflicts among staff at base level,
- Internal Coordination
- Facilitate interdepartmental communication and information sharing for a positive working environment,
- Ensure implementation of Acted coordination mechanism at base level (WAM, FLAT meeting, etc.)
- Context analysis:
- Analyse the sub-area’s socio-economic situation, needs and gaps;
- Regularly conduct stakeholder analysis, in particular who does what and where (3W) in the sub-area/base
- Strategy Implementation:Provide support in the implemetation of Acted’s coutry program strategy in the sub-area/base identifying strategic opportunities for expanding Acted’s work in the sub-area/base, and in particular
- Support in the identification of new opportunities and new sectors of intervention;
- Assist in consolidating and stabilizing programming;
- Review the geographic and thematic footprint;
- Ensure activities are relevant and meeting sub-area/beneficiary needs;
- Identify Acted added-value;
- Ensure humanitarian principals are adhered to;
- Networking, positioning and general representation:
- When requested, participate in donor meetings at sub-area/base level and communicate relevant information to the Project Development Manager/Officer and Deputy Country Director/Country Director and other relevant staff;
- Maintain active and regular working relationships with other NGOs, UN agencies, clusters, working groups, consortia, etc. at sub-area/base level ensuring maximum visibility of Acted
- Maintain active and regular working relationships with local authorities and where necessary non-state actors and obtain required authorizations and buy-in for Acted’s activities at sub-area/base level
- When requested, represent Acted in key clusters, working groups, NGO coordination bodies, etc. at sub-area/base level.
- Proposal development
- Identify new project interventions needs at area levels and communicate with Project Development Department.

Minimum Qualification, Skills and Experience Required:
- At least 4 years of experience with increasing responsibilities in management and coordination of field staff.
- Excellent team management and problem-solving skills.
- Flexible, self-motivated, and independent with an eye for improving internal processes.
- Experience in representation and coordination with government, communities, and partner agencies.
- Ability to produce contextual situation analyses and subsequent project recommendations.
- Familiarity with the aid system and understanding of donor and governmental requirements.
- Fluency in English language,
- Ability to operate Microsoft Word, Excel and Project Management Software.
- University degree.
