 Duties and responsibilities:

DIMENSIONS OF ROLE
This role is line managed by the Country Director (CD), and supervises all staff designated with security and liaison responsibilities, some of whom are stationed in programme areas.  The incumbent is a budget holder for all security plans, and is a member of the extended Country Leadership Team (eCLT) will work with the mission to ensure that organizational security and access policies and procedures are responsive to the context, adequate and known to staff and advise on humanitarian access processes and approaches in close coordination with program teams.
 

The Country Access and Security Manager will provide?
This position will lead and support the design and implementation of safety and security policies, ensuring tools and resources are available to support staff, associates, and program participants.

 

The position involves overseeing?
The role involves overseeing safety and security management across all operational locations in Sudan, managing security focal point persons, and ensuring operations are within acceptable risk levels.

 

Essential criteria for this role include?
Candidates must have five years of experience in a similar role, a professional qualification in a security-related field, experience in crisis management, and a thorough understanding of security risk management principles.

 Minimum Qualification, Skills and Experience Required:

  • Experience: At least five years of experience in a similar role, such as a humanitarian aid/NGO Security Adviser/Manager, including international experience, military, police, or other relevant backgrounds.
  • Education: Professional qualification in a security-related field, with a university degree strongly preferred.
  • Crisis Management: Demonstrable experience in leading crisis management processes and localizing safety and security plans.
  • Training: Experience in designing and delivering training for staff.
  • Hostile Environments: Experience working in hostile or disaster-affected environments, managing security.
  • NGO Operations: Experience in other areas of NGO operations, such as logistics, operations, or technical sectors.
  • Risk Assessments: Proven ability to conduct security risk assessments.
  • Cross-cultural Work: Experience working in a cross-cultural environment.
  • Risk Analysis: Experience in conducting participatory risk assessments and preparing situational context analyses.
  • Humanitarian Sector Knowledge: Clear understanding of security issues and trends in the humanitarian sector.
  • Security Tools: Practical knowledge of tools, mechanisms, and procedures for personal and organizational security.
  • Values: Understanding and commitment to the purpose and values of Plan International.
  • Security Risk Management: In-depth knowledge of security risk management and associated principles.
  • Legal Knowledge: Knowledge of Humanitarian/Human Rights/Refugee Law.
  • INGO Sector Knowledge: Knowledge of the INGO sector and humanitarian codes of conduct, such as Sphere, HAP, and the UN Secretary-General’s statement on Sexual Exploitation.
  • Incident Response: Thorough understanding of major incident response mechanisms during crises.
  • Stakeholder Engagement: Strong skills in stakeholder engagement within the humanitarian sector or a clear network of personal contacts.
  • Communication: Excellent interpersonal skills, with the ability to communicate clearly and sensitively at all levels.
  • Self-motivation: Ability to work autonomously in highly stressful and challenging environments, balancing multiple priorities.
  • Analytical Skills: Strong analytical skills in a changing security environment.
  • Report Writing: Proven skills in concise and succinct report writing.
  • Leadership and Decision-making: Strong leadership and decision-making skills while working under pressure and with limited information.
  • IT Literacy: Proven skills in using technology and strong IT literacy.
  • Languages: Fluency in English (written and spoken) and Arabic.

PHYSICAL ENVIRONMENT
The holder of the position will be working in an office environment and entails 40% travel within Sudan.
